The complaint claims that more than 20 encounters have been reported since May this year.<\/p>\n<p>A complaint has been filed with the <span style=\"text-decoration: underline; color: #ff6600;\"><a style=\"color: #ff6600; text-decoration: underline;\" href=\"https:\/\/nhrc.nic.in\/\">National Human Rights Commission<\/a><\/span> (NHRC) accusing the Assam Police of going on an <strong>\u201cencounter spree\u201d<\/strong> in recent weeks after Chief Minister Himanta Biswa Sarma-led government took charge in the state.<\/p>\n<p>Arif Jwadder, a Delhi-based lawyer hailing from Assam who has lodged the complaint, accused the Assam Police of gross human rights violation. He claimed that more than 20 encounters have been reported since May this year.<\/p>\n<p><strong>\u201cVery recently Assam Chief Minister stated in a police conference that police should shoot at alleged criminals at legs which are permitted by law. After such a statement by Chief Minister, now police are staging fake encounters with impunity,\u201d<\/strong> Jwadder alleged in his letter to NHRC.<\/p>\n<p>In the complaint filed on July 10, the lawyer alleged that small-time criminals were being shot with police citing that most of them tried to<strong> \u201cflee from police custody snatching pistols\u201d<\/strong>. Those being killed in such <strong>\u201cfake encounters\u201d<\/strong> were mostly drug dealers and cattle smugglers, he alleged.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Lodged a complaint with <a href=\"https:\/\/twitter.com\/India_NHRC?ref_src=twsrc%5Etfw\">@India_NHRC<\/a> with regard to fake encounters orchestrated by Assam Police.<br \/>Human Rights ought to be protected! <a href=\"https:\/\/t.co\/wZWcG5NT6i\">pic.twitter.com\/wZWcG5NT6i<\/a><\/p>\n<p>&mdash; Arif Jwadder (@ArifJwadder) <a href=\"https:\/\/twitter.com\/ArifJwadder\/status\/1413822346633248774?ref_src=twsrc%5Etfw\">July 10, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Listing ten such cases, Jwadder said,<strong> \u201cAll the injured or dead persons are\/were not militants and hence not trained to use pistols and it is very unlikely that they could use the pistols after snatching against the police force that was outnumbered and was heavily armed.\u201d<\/strong><\/p>\n<p><strong>\u201cIt cannot be believed that all alleged petty criminals could snatch a pistol from a trained police officer whose pistols\/guns are normally tied to the waist belt. I told them, yes. This should be the policing pattern from now on. If a rapist runs away, tries to snatch arms from the cops, they will have to fire but not on the chest. The law says you can shoot at the legs.
