Arunachal, August 10:<\/strong> The Lok Sabha, on Monday, passed The Constitution (Scheduled Tribes) Order (Amendment) Bill 2021.<\/span>\u00a0<\/span>The Bill was passed after a brief discussion as some Opposition members kept protesting in the House.\u00a0<\/span>The Bill seeks amendment to the constitutional list of Scheduled Tribes as recommended by Arunachal Pradesh.<\/span>\u00a0<\/span><\/p>\n

On the basis of recommendations of the state government of Arunachal Pradesh, the bill provides for modifying Part-XVIII of the Schedule to the Constitution (Scheduled Tribes) Order, 1950, relating to Arunachal Pradesh.<\/span>\u00a0<\/span><\/p>\n

It provides for the deletion of \u2018Abor<\/strong>\u2019 (tribe) in serial No. 1, as it is the same as \u2018Adi<\/strong>\u2019 in serial No. 16.<\/span> Secondly, it proposed to replace \u2018Tai\u00a0Khamti<\/strong>\u2019 instead of \u2018Khampti<\/strong>\u2019 at serial No. 6 of the list.\u00a0<\/span>\u00a0<\/span><\/p>\n

It also provides for the inclusion of \u2018Mishmi-Kaman<\/strong> (Miju Mishmi)\u2019, \u2018Idu<\/strong> (Mishmi)\u2019 and \u2018Taraon<\/strong> (Digaru Mishmi)\u2019 in serial No. 8 in lieu of \u2018Mishmi, Idu, Taroan<\/strong>\u2019 in the list.\u00a0<\/span>It provides for the inclusion of \u2018Monpa<\/strong>\u2019, \u2018Memba<\/strong>\u2019, \u2018Sartang<\/strong>\u2019, \u2018Sajolang<\/strong> (Miji)\u2019 in serial No. 9 in lieu of \u2018Momba\u2019 in the list. <\/span>It also provides for the inclusion of \u2018Nocte<\/strong>\u2019, \u2018Tangsa<\/strong>\u2019, \u2018Tutsa<\/strong>\u2019, \u2018Wancho<\/strong>\u2019 in lieu of \u2018Any Naga Tribes<\/strong>\u2019 in serial No. 10 of the list.<\/span>\u00a0<\/span><\/p>\n

However, a proposal to grant ST status to six indigenous communities in Assam is still pending with the Centre for approval.<\/span>\u00a0<\/span><\/p>\n

The proposal of the grant of ST status to the six indigenous communities has been a raging issue in Assam since the tribal communities do not see them as indigenous.<\/span>\u00a0<\/span><\/p>\n

Currently, these six communities \u2013 Koch-Rajbongshi, Tai Ahom, Moran, Matak, Chutia and tea tribes \u2013 in Assam are categorised as Other Backward Classes (OBCs).<\/span>\u00a0<\/span><\/p>\n

These six communities in Assam have been accusing successive governments of betraying and denying them benefits of reservation in education, employment and legislature.<\/span>\u00a0<\/span><\/p>\n

Notably, the BJP Government in the Centre sat on the proposal until January 2019 when Assam was up in arms against the Citizenship Amendment Bill<\/a><\/span> (now Act) fearing it would allow more migration thereby posing a threat to the state\u2019s ethnic demography.\u00a0<\/span>\u00a0<\/span><\/p>\n
