Guwahati, Sept 11: The autumn session of the Assam Legislative Assembly commenced today, featuring a robust agenda that includes the introduction of over 20 bills by the government. Scheduled to run for five days, the session will conclude on Friday.

Significantly, this session takes place in the newly inaugurated Assembly building, a milestone inaugurated by Lok Sabha Speaker Om Birla in July.

During this session, the state government intends to table various bills, including the Panchayat Act Amendment Bill. Additionally, plans are in place to introduce legislation aimed at elevating certain colleges in the state to university status.

One noteworthy development is the state Cabinet’s decision to amend the Panchayat Act this week, with the introduction of a corresponding bill. The proposed legislation seeks to depoliticize Gram Panchayats, shifting towards non-political elections for Gram Panchayat members. Elections will no longer feature party symbols, and even the election of Gram Panchayat Presidents will be conducted on a non-political basis.

However, party symbols will continue to be part of anchalik panchayat and zilla parishad elections. Furthermore, anti-defection laws will be enforced, and a maximum of two no-confidence motions can be initiated against the Zilla Parishad Chairman during their five-year tenure.

State Minister Piyush Hazrika emphasized, “The state government intends to present at least 23-24 new bills in the upcoming session. With the cooperation of all stakeholders, I anticipate a smooth session in the Vidhan Sabha’s new building.”

The Assam Assembly Speaker, Biswajit Daimari, will present the business advisory committee’s report on Monday, followed by the introduction of government bills. Notably, the first day will not include the customary question-and-answer session.

Meanwhile, the opposition is gearing up to exert pressure on the state government regarding various issues, from addressing the power crisis to investigating several police officials involved in bribery cases. This session is poised to shape the legislative landscape in Assam, addressing critical matters and furthering the state’s development.
