Aizawl, Jan 20: Mizoram Chief Minister Lalduhoma on Saturday said that Mizoram can be involved only if the ethnic Mizo tribal community in neighbouring Manipur opts for unification with Mizoram.

Addressing a press conference after returning from Shillong where he attended the plenary session of the North Eastern Council (NEC) Lalduhoma said that the demand of the Kuki-Zo tribal community in Manipur for a separate administration is not clear.

“It is not clear whether they will go for a separate state or union territory or a territorial council, so, it is very difficult for us to give support to them as their exact demand remains unclear,” he said.

He said that almost all the northeastern states were earlier a part of Assam and had been divided into several states under the provision of Article 3 of the Constitution.

If the tribal community wants to unify with Mizoram, it is also possible under the same article of the constitution through re-organisation of state boundaries, he said.

“If they want a separate administration within Manipur like a territorial council or a separate state or UT from Manipur, it is not appropriate for Mizoram to intervene,” the Chief Minister said.

He also expressed the fear that the tribal community of Manipur living in the hill areas adjoining Mizoram may not have a peaceful and good administration as different clans and sub-tribes are yet to have a common nomenclature for solid unity.

They should have a clear-cut demand when demanding a ‘separate administration’ that will enable negotiations with the central government and the Manipur government, he opined.

“We will accept whatever is decided in the negotiations. What we can do as of now is to give shelter to the internally displaced people from Manipur and provide humanitarian assistance to them till peace returns to the neighbouring state as all of them are Indian citizens,” he added.
