Guwahati, July 8: The Assam cabinet has approved the Cow Protection Bill to bring it in the assembly

The Cow Protection Bill would likely to place in the next budget session of the Assam Legislative Assembly which will be started from July 12.

Addressing a press conference held in Guwahati on Thursday Assam Water Resources minister Pijush Hazarika said that, the cabinet was held on Wednesday chaired by Assam Chief Minister Dr. Himanta Biswa Sarma and the cabinet has approved to bring the Cow Protection Bill in the assembly.

“Earlier we had announced that we will bring the Cow Protection Bill. Yesterday, the Assam cabinet has approved to bring the bill in the assembly,” Pijush Hazarika said.

Earlier, Assam Governor Jagdish Mukhi said that the state government will bring the Cow Protection Bill.

Addressing the inaugural session of the 15th Assam Legislative Assembly, the Assam Governor said that – “We will adopt a zero-tolerance policy and enforce stringent punishment for the offenders.”

“We all revere and worship cows. It is considered a sacred animal as it nurtures us through life-sustaining milk. In fact, it is a symbol of the divine bounty of the earth. I am happy to inform you that my government plans to introduce the Cow Protection Bill in the next Assembly session. The proposed bill envisages the imposition of a complete ban on the transport of cattle outside the State. Once passed, Assam will join other States of the country who have passed similar Bills,” Assam Governor Prof. Mukhi said.

On the other hand, the Assam cabinet also decided to rename Gaoburhas (village headman) as Gaon Pradhans, to allocate 180 bighas of land to Dhalpur Shiv temple in Sipajhar, to start online registration at employment exchange instead of a currently manual process.

The Assam cabinet also approved to bring a bill for setting up a new sports university in the state.

Here is the list of commitments by the cabinet:

  • Cabinet has decided to rename the post “Gaonburhas” into “Gaonpradhan” and restrict the upper age limit of Gaonburahs to 65 years, as recommended by Department Related Standing Committee, keeping in mind the nature of duties and responsibilities entrusted to a Gaonburah in the present-day context, which requires a reasonable upper age limit and that Gaonburah remains fit for the efficient discharge of duties. Moreover, the minimum age required to become a Gaonburh is also decided as 30.
  • Cabinet approved the provision of Rehabilitation Grant in respect of houses damaged due to natural calamities as per SDRF norms to those landless families who are residing on Government land since long back and are eligible for getting allotment/settlement as per extant rules. Further, the said land should be fit for allotment under the provisions of Land Policy, 2019, subject to due certification from concerned Deputy Commissioners that the affected families are long time occupants of Govt Land and eligible for getting allotment/settlement under the provisions of land policy, 2019 and that there is no dispute over the possession.
  • Cabinet has approved the allotment of Govt land measuring 180 bighas in favor of Dhalpur Siva Mandir, Sipajhar for the preservation of its valued cave art and stone sculptures and for its development as a tourist destination.
  • Under the provisions of chapter X of Assam Land and Revenue Regulation, 1886, Cabinet has approved to include Gorkha as a protected class in the Tribal Belts and Blocks in the districts of Kokrajhar, Chirang, Baksa, and Udalguri who are residing there before 2003 i.e when the districts came under the sixth schedule of the Constitution. Cabinet has also approved the inclusion of Moran, Matak, Ahom, Chutia, and Gorkha Communities who are permanently residing therein the list of protected classes of persons in the Sadiya Tribal Belt.
  • Cabinet approved the restructuring of the present manual process of registration of applicants by shifting to a digital mode where the youth can get themselves registered from their homes. The Employment portal will be hosted and maintained by NIC with a provision for API linkage with the National Career Service Portal of the Government of India, under the Ministry of Labour and Employment. All new applicants will be allowed to register online. The applicants who have already registered and their cards are still valid, will be given the option of entering their previous registration number to retain the date of their initial registration.
  • Cabinet approved the placing of First Statutes before the Assam Legislative Assembly as per Section 25(7) of Assam Sri Sri Aniruddhadeva Sports University Act. It is necessary so that the objectives of the Sports University are achieved, and the newly established Sports University is administered properly.
  • Cabinet has approved the merger of the Department of Pension and Public Grievances with the Department of Administrative Reforms and Training for greater synergy as the Administrative Reforms and Training Department is the nodal department for the monitoring of the Assam Right to Public Services Act, 2012 which directly deals with the delivery of Citizen Services in a time-bound manner.
  • Cabinet decided on Reorganization of Administrative units (Zone/CAD Authority, Circle, Division and Sub-Division) in Irrigation Department in the state of Assam excluding Sixth Schedule areas and merger of Civil, Electrical and Mechanical wings of Irrigation Department.

  • Cabinet has approved the placing of “The Assam Cattle Preservation Bill, 2021” before the state Assembly and for repealing of existing “The Assam Cattle Preservation Act, 1950”.
  • Cabinet has approved the Amendment of the Assam Public Service Commission (Limitation of Functions) Regulations 1951 for exemption of some posts of Higher Education (Technical) Department from recruitment through APSC. It is required to fill up vacancies in the Engineering Education Institutes expeditiously by the Engineering Education Service Recruitment Board the constitution of which was approved by the Cabinet on 08th June 2021.
  • Defraying the cost of litigation on the normative basis in respect of civil and criminal litigation faced by the Government Servants in the jurisdiction of the neighboring states in connection with their actions taken for Border Protection. Cabinet has approved that the legal expenses incurred on the litigations by the Govt servants will be fully borne by the Government of Assam as per the procedure. It is required since most of the litigations and cases are frivolous and instituted in a vindictive manner with a view to demoralizing the Government servant from taking a bold stand on border protection. Such a policy is approved to motivate the Government Servants to discharge duty on border protection without fear or worry.
