Assam Cabinet decisions

Guwahati, Mar 08: The Assam Cabinet has taken crucial decisions pertaining to repealing obsolete laws, revision of land patta premiums, ease of doing business, ensuring the safety of workers, raising loans from NABARD, and increasing the corpus of the Assam Contingency Fund. A meeting of the State Cabinet chaired by Chief Minister Himanta Biswa Sarma.

Assam CM tweeted about the cabinet decision, “At today’s #AssamCabinet, we took several important decisions pertaining to repealing obsolete laws, revision of land premium rates, ease of doing business, ensuring the safety of workers, empowering law enforcers, raising loan from NABARD, transparency in GMC polls, etc.”

From now on, no trade license will be needed to start any business under gaon panchayat areas, except liquor shops, nursing homes, private schools and colleges, and industries that cause air pollution. Also, no building permit will be needed for house construction in the gaon panchayat areas. However, if there is any development authority in a particular gaon panchayat area, building permission from that development authority will be mandatory for construction purposes.

The Cabinet emphasized the health and safety of workers and certain decisions were taken keeping in mind the health and safety of industrial and factory workers. From now on, all workers will have to register online.

The management of industries and factories will have to arrange for the annual health check-up of all workers above 40 years of age. Moreover, all workers must be given appointment letters and identity cards. The government will also come up with a mechanism to enable workers to lodge any complaint or grievance regarding their health and safety.

The Cabinet approved abolishing the concept of revenue town. All revenue towns will be treated as revenue areas for the purpose of land revenue. The Cabinet also took the crucial decision to reduce the land premium in revenue town areas as these areas do not have all facilities of towns. There are around 50 revenue town areas in the State. The government will now reduce the land premium for registration, transfer of land, etc. in these areas.
