Imphal, June 14: In a bid to enhance efficiency and ensure the timely completion of court proceedings, the Manipur High Court has announced the implementation of a hybrid functioning system.
This new approach allows for both virtual and physical hearings, offering greater flexibility and convenience for litigants and legal professionals.
Recognizing the existing facilities for video conferencing and e-filing available at the E-Sewa Kendras and District Collectors’ offices, the High Court aims to facilitate the smooth transition to online hearings. To address any technological challenges faced by individuals less familiar with the virtual environment, a dedicated support system will be established to assist with video conferencing and e-filing procedures.
Furthermore, efforts are underway to extend the hybrid functioning system to the district-level courts across Manipur. The Manipur High Court computer committee is actively involved in implementing this initiative, ensuring that the benefits of hybrid hearings reach all corners of the state.

To provide assistance to litigants and advocates encountering difficulties during e-hearings, the High Court plans to establish a dedicated helpline. This helpline will serve as a resource for individuals seeking guidance and support in navigating the virtual courtroom environment effectively.
The decision to adopt hybrid functioning was influenced by the recent announcement of Home Minister Amit Shah to establish a circuit bench of the Manipur High Court in the tribal-dominated districts of Tengnoupal, Kangpokpi, and Churachandpur.
By embracing this hybrid approach, the High Court aims to improve efficiency and eliminate any delays in the judicial process. However, concerns regarding internet connectivity in the state and among participants of court hearings remain a key consideration.
