Aizawl, Jan 05: The Mizoram government, through the General Administration Department, has officially revoked the sale of a Kolkata property at 24, Ashutosh Chowdhury Avenue, Kolkata – 700019, despite a successful bid by Ms Excel Vincom Pvt. Ltd., Kolkata.

The cancellation was formalized in a notification dated January 4, 2024, issued by K. LALTHAWMMAWIA, Commissioner & Secretary to the Government of Mizoram General Administration Department.

The decision to cancel the bid process was based on the initial invitation made through e-tender-cum-e-auction, vide No. A. 60011/200/2011 GAD (Vol.II) dated May 26, 2023.

Despite Ms Excel Vincom Pvt. Ltd., Kolkata, emerging as the successful bidder and depositing 100% of the bid amount along with penal interests for delayed payment, the Mizoram government, after careful consideration, determined that proceeding with the disposal of the government land at this juncture would not be in the general interest of the public.

The cancellation is executed under the inherent power provided under clause 3.1.11, read with clause 5.5 and clause 6.2 of the Bid Documents.

This ensures the larger interest of the general public is prioritized, even if it means overturning the successful bid by Ms Excel Vincom Pvt. Ltd.

As outlined in the cancellation notice, the entire amount paid by the bidder, including the Earnest Money Deposit, will be refunded.

The General Administration Department, as the Authority, will not be held liable for compensating or paying interest for any potential losses incurred by the bidder due to the abrupt cancellation of the bid process.
