Nitish Kumar takes oath as Bihar CM for fourth straight term

New Delhi, 16th November: Nitish Kumar on Monday took oath as the Bihar Chief Minister for a fourth straight term at a ceremony attended by the top Bhartiya Janata Party (BJP) leaders including Union Home Minister Amit Shah and party president J P Nadda.

It is expected that a total of 14 ministers would take oath along with Nitish Kumar during a function at Raj Bhawan in Patna. The BJP, which has clinched 31 more seats than the 43 pocketed by Kumar’s JD (U), announced two deputy chief ministers for the state of Bihar on the lines of Uttar Pradesh.

The names of four-time MLAs Tarkishore Prasad and Renu Devi, who was chosen the leader and the deputy leader of the BJP legislature party on Sunday, were elected for the post today.

Along with them, JDU leaders Vijay Kumar Choudhary, Vijendra Prasad Yadav, Ashok Choudhary, and Mewa Lal Choudhary also took oath as Cabinet Ministers of Bihar.

Nitish who has had a continuous run since November 2005, except for the period in 2014-15 when Jitan Ram Manjhi kept the chair warm for him, is on course to becoming the longest-serving chief minister of the state, surpassing the record of Shrikrishna Singh who held the top post since before Independence till his death in 1961.

Nitish was first sworn in as CM in 2000, for a term that lasted barely a week as he failed to muster a majority and returned as a minister at the Centre in the Atal Bihari Vajpayee government.

Five years later, he returned with the JD(U)-BJP alliance winning a majority and upon completion of his tenure returned in 2010 when the coalition won a landslide victory in the assembly polls. He stepped down in May 2014, owning moral responsibility for the JD(U)’s debacle in Lok Sabha polls, only to return in February 2015 when a rebellious Manjhi was elbowed out.

In November 2015, the assembly polls were fought and won by the Grand Alliance which then comprised JD(U), Lalu Prasad’s RJD, and Congress with Kumar back as the Chief minister. He, however, abruptly exited the alliance in July 2017, citing irreconcilable differences with the RJD, and resigned as chief minister only to return in less than 24 hours armed with the support of the BJP.

Nagaland shuts State Secretariat for 2 days amid COVID case spike

Nagaland, 16th November: Nagaland government has ordered the closure and thorough sanitization of the state secretariat for two days amid a fresh spike in the daily coronavirus cases.

The government of the northeastern state also ordered aggressive contact tracing as the one-day case tally shot to 112 on Saturday and 135 on Sunday after seeing a double-digit rise in daily COVID cases for weeks.

Maximum cases were reported from the state capital Kohima.

“In view of a number of COVID-19 cases, the Nagaland Civil Secretariat Office Complex would remain sealed on Monday and Tuesday following the guidelines on preventive measures to contain the spread of COVID-19 in workplace issued by the Union Health and Family Welfare Ministry on June 4,” the government notification, signed by Kohima’s Additional Deputy Commissioner Lithrongla Tongpi Rutsa, states.

Fumigation of the Civil Secretariat office complex premises is being done and aggressive contact tracing has been initiated, the notification added.

“The sealed area has been mapped and cordoned. In the proximity of this area, the public and all others concerned have been advised to always wear a mask, frequently wash hands, and maintain social and physical distance to ensure public hygiene and personal safety,” the notification read.

The state recorded 135 new COVID-19 infections on Sunday. So far, 9,885 people in Nagaland have been affected by the coronavirus, of whom 52 have died and 8,913 recovered from the highly infectious disease.

The spike in cases is consistent with a surge being witnessed in many states across north India, and other countries in the northern hemisphere where winter is setting in.

Arunachal records best sex ratio in the country

Arunachal Pradesh, 16th November: Arunachal Pradesh recorded the best sex ratio in the country while Manipur recorded the worst sex ratio, according to a 2018 report on “vital statistics of India based on the Civil Registration System”.

The sex ratio at birth is the number of females born per thousand males. Arunachal Pradesh recorded 1,084 females born per thousand males, followed by Nagaland (965) Mizoram (964), Kerala (963), and Karnataka (957). The worst was reported in Manipur (757), Lakshadweep (839) and Daman & Diu (877), Punjab (896), and Gujarat (896).

Delhi recorded a sex ratio of 929, Haryana 914, and Jammu and Kashmir 952.

Arunachal CM Pema Khandu shares the news on the tweet, “Arunachal has more females born than males in the entire country. An indicator of high preference for a female child and the status of gender equality in Arunachal.”

According to a report published by the Registrar General of India, the ratio was determined based on data provided by 30 States and Union Territories as the “requisite information from six States namely Bihar, Jharkhand, Maharashtra, Sikkim, Uttar Pradesh, and West Bengal are not available.”

The number of registered births increased to 2.33 crore in 2018 from 2.21 crore registered births the previous year. “The level of registration of births has increased to 89.3% in 2018 from 81.3% in 2009,” as per the report.

The prescribed time limit for registration of birth or death is 21 days. Some States however register the births and deaths even after a year.

The birth or death certificate is issued free of charge by the Registrar concerned if reported within 21 days. If reported within 21-30 days, it can be registered on payment of the prescribed fee.

If the duration is more than 30 days but within a year, it can be registered with the written permission of the prescribed authority and on the production of an affidavit made before a notary public or any other officer authorized by the State government and on payment of fees.

Assam-Arunachal border tensed after the killing of a truck driver

Arunachal Pradesh, 16th November: The killing of a truck driver at Tuting under Upper Siang district resulted in violent protests leading to blockade along the Assam-Arunachal border at Ruksin and Likabali area.

The Lower Siang deputy commissioner AK Singh informed that transporters of neighboring Assam imposed a blockade and stopped the movement of Arunachal registered vehicles at Silapathar, Ruksin, and Dimo area.

The DC informed that effort is being made to resolve the matter. The movement of vehicles was completely stopped from Ruksin and Likabali gates till the filing of this report. The driver identified as one Dhruva Pathak hailing from Silapathar in Assam Dhemaji district was allegedly shot dead by local youth on the highway near Tuting.

According to the resident, the incident took place after an altercation broke out between the driver and youth at the Assam-Arunachal border. The youth opened fire with his SBBL gun and killed the driver on the spot.

The sources inform that there is all total blockage at four locations which include one at Sille, Dimo, near Likabali, and Ruksin area. The sources also informed that the Deputy Commissioner and Superintendent of Police of Dhemaji district have reached Sunday afternoon nearby LIkabali check post and negotiating the protesters especially the transporters.

However, Lower Siang Deputy Commissioner A K Singh has informed over the phone that an advisory has been issued and till the return of normalcy, the commuters going toward Likabali and Silapathar area are requested to avoid visiting or traveling through these areas.

Karbi students call for economic blockade of Nagaland

Nagaland, 16th November: The Bijoy Bey led the Karbi Students Association (KSA) called for an economic blockade of Nagaland from November 17.

The KSA has called for the blockade to protest against unabated illegal encroachment in the Karbi Anglong district by people from the neighboring state.

Highlighting the six key demands by the KSA, the Publicity Secretary Karbi Students’ Association (KSA) Central Executive Committee, Sotrosing Tisso said that the pillar removed by Nagaland in Doldoli Reserve Forest should be reinstalled with GPS co-ordinates.

“Some Naga miscreants with the support of the Nagaland government have illegally encroached the land in our district. The Karbi Anglong Autonomous Council (KAAC) and the state government have failed to protect our land,” said a member of KSA.

KSA leader Simeon Rongphar had also called for a four-hour economic blockade on November 20 in case the KAAC and the Assam and Nagaland governments fail to hold a tripartite talk on the border dispute.

The students’ organization claimed that encroachment activities by Naga miscreants have increased from October. The encroachers frequently entered the district’s Daldali Reserve Forest to cut down trees.

Talks between the district administrations of Karbi Anglong and Dimapur district of Nagaland has not deterred them from illegally entering the state.

Assam CM pays tribute to martyred Haradhan Chandra Roy

Assam, 16th November: Assam Chief Minister Sarbananda Sonowal paid tribute to Assam’s martyred Indian Army havildar Haradhan Chandra Roy in Guwahati on Sunday.

CM was accompanied by top-level Army and Assam Police officers paid tribute to the braveheart from Assam.

From the airport, the mortal remains of the Army havildar were taken to the 151 Army Base Hospital at Basistha in Guwahati.

While sharing a glimpse of the wreath-laying the ceremony, Sonowal tweeted: “Martyr @adgpi jawan Hardhan Rai showed exemplary valour while protecting our nation along the Indo-Pak border in J&K.”

 

Martyred Haradhan, who hailed from Phutukibari-Medhipara under Sapatgram PS in Dhubri district was among the four Army jawans killed in firing by Pakistani troops on Friday. The firing took place along the Line of Control (LoC) in Jammu and Kashmir.

Indian forces also retaliated to the shelling in which around 6-7 Pakistan army soldiers, including two SSG (Special Service Group) commandos, were killed, and 10-12 were injured.

“Paid tributes to the brave son of the soil in Guwahati. His supreme sacrifice will always inspire us to dedicate ourselves to service of India,” CM said.

Haradhan Chandra Roy, who was serving as a havildar in the Regiment of Artillery was posted in the Uri sector.

The Army havildar, who will be taken to Dhubri in an ambulance at night will be laid to rest with complete military honours at his native village in Dhubri district on Monday.

A final wreath-laying ceremony will also be held at his village on Monday before the cremation.

Two women from Tripura gang-raped in Assam; 3 accused nabbed

Assam, 16th November: Assam police have arrested three persons on charges of allegedly raping two women in Tripura from Karimganj district of Assam.

The incident took place at Nilambazar on Friday night. The victims escape and inform the police on Saturday following which three accused have been nabbed.

As per the information shared by police, one of the victim’s mother is admitted to Silchar Medical College Hospital (SMCH) in Cachar district where she is undergoing cancer treatment. The women had come from Tripura to visit her on Friday.

The women had booked a vehicle to return back to Tripura. But the driver took them to a building under construction where they were raped by at least five persons. There could be another accused as well, but we are not sure of it yet, the source said.

The victims managed to escape from the building on Saturday and lodge a complaint with the Nilambazar police following which police teams swung into action and nabbed three accused in the wee hours of Sunday.

Medical examinations of the two victims, aged 37 and 40, have been conducted and further investigations are on.

Assam: Baghjan gas well blowout ‘killed’, fire doused over five months

Assam, 16th November: The damaged gas well at Baghjan oil field in Assam’s Tinsukia district has been successfully killed and fire doused on Sunday after five and half months of effort.

The Baghjan gas blowout began at Well No 5 in OIL’s Baghjan Oilfield, adjoining the ecologically fragile Dibru-Saikhowa National Park, on May 27.

Oil India Limited tweeted “Baghjan blowout well successfully killed: The well has been killed with brine solution & under control now. The fire has been doused completely. There is no pressure in the well now & d same will b observed for 24 hrs to check if there is any amount of gas migration & pressure build-up.”

OIL initiated the process of injecting “kill fluid” or cement-laced chemical mud, the final phase of well-snubbing operation, about 11 a.m. to kill the blowout well. The operation was headed by an eight-member global experts’ team along with officials of the OIL’s crisis management team.

The well was killed 12 days after 60 tonnes of the snubbing unit, flown in from Canada’s Calgary by an Antonov An-24, reached the site on November 4.

Nitish Kumar to take oath as Bihar CM for 4th straight term tomorrow

Bihar, 15th November: Janata Dal (United) president Nitish Kumar will take oath as Bihar Chief Minister for a record fourth consecutive term on Monday. Nitish Kumar was formally elected leader of the National Democratic Alliance (NDA) at a meeting of NDA MLAs at his official residence in Patna.

An announcement to the effect was made at 1, Anney Marg, the Chief Ministers official residence, by senior BJP leader and Defence Minister Rajnath Singh who had flown down for the occasion.

According to sources, senior BJP leader Sushil Kumar Modi has been chosen the leader of the legislature party and is likely to return as Deputy CM while Tarkishore Prasad, the MLA from Katihar, has been elected as the party’s leader in the state assembly.

Before the start of the NDA meeting, Nitish was elected leader of the JD (U) legislative party by his party legislators.

The JD (U) had received only 43 seats following the counting of votes on November 10, but the BJP’s tally of 74 pushed the NDA beyond the majority mark of 122.

The party to emerge as the single-largest was the RJD with 75 seats but an underwhelming performance by Congress, at just 19 seats, meaning the Mahagathbandhan fell short of the half-way mark in the 243-member assembly. Both RJD and Congress on Sunday questioned the NDA’s decision to make Nitish the CM again despite him not getting the mandate.

The BJP, the main constituent of the NDA had said before the elections that the JD-U president would remain the chief ministerial choice irrespective of which party gets more seats.

Manipur CM N Biren Singh tests positive for COVID19

Manipur, 15th November: Manipur CM N. Biren Singh tested positive for COVID-19 on Sunday.

CM Singh shares the news on tweeter, “I have tested positive for COVID-19. I request all those who came in close contact with me recently, to self-isolate and get tested.”

Manipur reported five more COVID-related deaths in the last 24 hours, taking the total death toll to 218.

So far, the state has registered 21636 confirmed cases of COVID-19 with 3084 active and 18,334 recoveries. The recovery rate in the state is 84.73 percent.
