31-year-old truck driver was shot dead in Dimapur in Nagaland

Nagaland, September 23: The 31-year-old truck driver was shot dead in Dimapur in Nagaland in the early hours. The name of the truck driver Jiten Gogoi, a resident of Dhemaji, Assam, was shot dead near the IMC Hall around 2:30 am.

When the body was discovered by the police, they immediately took the body to the hospital. Those behind then incident are yet to be identified. There were two gunshots wounds on the body. He was shot from a close range with a 2.2 pistol. According to the police, there were no eyewitnesses when the incident took place as it was an odd hour when people usually sleep.

A case has been registered at the West police station and an investigation is underway, according to the police.

The police said that the victim was identified from his driving license and he was driving a truck that belonged to the Star Cargo transport agency. The truck was routed from Guwahati to the New Field check gate around 1:46 am. The truck was partially loaded with household stuff like candles, sanitary wares and also animal feeds.

Previously a month before, Nagaland witnessed a similar case where a man in his 40s was shot dead by unknown miscreants at his home on August 4, 2020, at new Beisumpui village, Peren district. He was shot dead in the night of 4th August around 7:30 pm. That time there was no one else present in the house.

On 27th March, a senior official of the Nagaland government who run cement plant was shot dead by unidentified gunmen near Chizami in Phek district. Five bullets were pumped into his chest by the unidentified in the presence of the vehicle and another occupant. The victim died on spot.

These are the similar cases that took place in Nagaland as of the truck driver Jiten Gogoi. The police have been investigating. Meanwhile, the Public Action Committee (PAC) of Dimapur in Nagaland, has appealed to the district administration to investigate the case and to punish the culprits.

BSF seized 118 cattle in Meghalaya

Shillong, September 23: With the easing of lockdown the State of Meghalaya witnessed a sharp increase in cattle smuggling through the porous Bangladesh border which is reflected in the seizures made by alert BSF troops during past few days despite harsh weather condition and crisis of COVID-19 pandemic.

On Wednesday, during an operation to check cattle smuggling the vigilant BSF troops deployed at BOP Muktapur in West Jaintia Hills district of Meghalaya seized 118 cattle worth more than Rs 17 lakh.

These cattle were stocked in hinterland inside dense forest,  kept these ready to be smuggled to Bangladesh.

U K Nayal, DIG/PRO FTR HQ BSF Meghalaya said that – “ Cattle smuggling in the State is likely to increase and accordingly BSF has stepped up its special drive against the cattle smugglers  and has intensified its operations on the Indo-Bangladesh Border to foiled nefarious design of trans-border criminals in the area of Meghalaya state.”

He also said that, the cattle smuggling can’t be stopped unless joint operation of BSF and Police is carried out in-depth area and frisking of trucks heading towards border area by Police or other agencies on national highway.

Guwahati, September 23: Assam Chief Minister Sarbananda Sonowal on Wednesday launched the Mukhyamantrir Grammya Paribahan Achoni and distributed vehicles under the scheme to beneficiaries at a programme held at Assam Administrative Staff College in Guwahati organized by the state transport department.

The scheme aims to improve rural connectivity and generate employment in the villages.

It is to be mentioned that the scheme has been launched by transport department following an announcement made by the Chief Minister in his Independence Day speech on August 15 last year that Light Motor Vehicle Service would be launched in the villages of the state and ten thousand villages would be covered in the first phase by the scheme with financial outlay of Rs 100 crore whereby one vehicle would be provided to one beneficiary per village.

Under the scheme, the eligible entrepreneurs will be assisted financially with 25 per cent of the cost of the vehicle by the state government or Rs 1 lakh, whichever is less.

Speaking on the occasion, the Assam Chief Minister urged the beneficiaries to create success stories of self-reliance and entrepreneurship through the vehicles received under Mukhyamantrir Grammya Paribahan Achoni and inspire others in their villages to explore self-employment opportunities.

“In the wake of Rs 20 lakh crore package announced by Prime Minister Narendra Modi to revitalize the country’s economy, all citizens must come forward to play their part in this endeavour,” Sonowal said.

Saying that the process of making ‘Atma Nirbhar’ Assam been initiated by the state government through schemes like these, Sonowal stressed on the importance of hard work and dedication to become successful in any endeavour while commenting that no government self-employment scheme can succeed if the beneficiaries do not utilize the opportunities to the fullest.

“Only through tenacity and perseverance the challenge posed by COVID19 can be overcome and shackles put on the economy can be broken,” Sonowal said.

The Assam Chief Minister also said that, apart from boosting rural connectivity, the vehicles provided under the scheme would also come in handy in medical emergency situations as critical patients can be transported to the nearest health facility on time with the vehicles.

He expressed optimism that the selected beneficiaries would make the scheme a success by setting a thriving example of entrepreneurship and self-employment.

Minister of Transport Department Chandra Mohan Patowary, in his speech, remarked that the Mukhyamantrir Grammya Paribahan Achoni is envisaged to bridge the gap in the ‘last mile connectivity’ in state’s villages while generating employment opportunities. Though initially the scheme would be rolled out in 10 thousand villages, all 26 thousand villages in the state would be covered under the scheme in subsequent phases, he said.

He exuded confidence that the scheme would generate more employment through garages and vehicle maintenance services in the villages. Patowary also threw light on ASTC’s turnaround from a loss-making venture under the present government and informed about the plan to induct 20 Mercedes buses in the state within October.

Commissioner and Secretary of Transport Department K.K. Dwivedi gave the welcome address in the programme where Transport Commissioner Adil Khan was also present among others.

Nagaland: Kohima DC lifts all sealed areas notified on or before Sep 9

Kohima, September 23: DC of Kohima Gregory Thejawelie has issued an order stating that in view of the detection of Covid-19 Positive person at various locations of Ward/Colony/Village in the district, the Office of Deputy Commissioner Kohima has declared/demarcated those locations as a Sealed Area whereby various restrictions were imposed to contain the spread of disease/infection and the area was kept under strict and active Medical surveillance and movement within the area was restricted/prohibited to the public.

Accordingly contact tracing of the Covid-19 positive person was carried out in the Sealed Area(s) by the CMO Co-ordination Team led by District Surveillance Officer & Epidemiologist Kohima and all the primary and secondary contacts were identified and tested for Covid-19 infection.

Therefore, with the completion of 14 days since the Notification of Sealing and subsequent initiation and completion of contact tracing activities, the DC, Kohima has lifted all the Sealed Area(s) notified by the Office on or before September 9 and declare that normal activities in all those locations are allowed to resume henceforth, as per various SOPs and Medical Advisory/guidelines of the Government which is still enforced.

However, the Order further stated that it will not be applicable to the Sealed Areas where recent Covid-19 positive cases are detected and also to those kept/monitored under Home Isolation. This Order shall come into force with immediate effect.

Nagaland education department launches online portals

Kohima, September 23: Principal Secretary of Nagaland Education department, Menukhol John launched the Online Teachers’ Transfer Portal, Teacher’s Portal and the Child Protection Policy for School while State Mission Director Samagra Shiksha, Nagaland, Kevileno launched the School Safety and Security Pledge and Guidelines at the Secretariat Conference Hall, Kohima on Wednesday.

Menukhol John said that, with the launch of the various online portals, the department has taken a giant leap towards the welfare education system in the State and further stated that the commissioning of Online Transfer Portal will ensure the required staff strength for all schools and expected vacancy positions will be worked out well in advance.

He pointed out that detail of vacancy positions will be made available in the public domain which will bring transparency in the functioning of the department and will also ensure that normal functioning schools do not get disturbed due to transfers affected in middle of academic year.

The Principal Secretary also informed that the Teacher’s Portal will reduce the gap between the authorities and teachers in one hand and will improve work culture among teachers and officers on the other hand. Subsequently, all employees under the Department of School Education Nagaland will gradually be brought under the ambit of monitoring through the Teacher’s APP and this will eventually lead to the change of face of the Department of School Education in the State of Nagaland, he added.

Principal Director of state Education department, Shanavas C while giving a brief presentation on the portals stated that a separate Teachers’ Online Transfer Portal has been made available at the departmental website, where teachers can log in using their Registered Mobile Number and OTP obtained through it.

He explained that the portal will display their present employment details and cadre vacancy position available throughout the State and can select two preferred posting places from the existing vacancy position.

A prescribed ‘Forwarding Letter’ format will be made available at the portal which is to be completed and signed by the School Head, VEC Chairman and SDEO/DEO and the officials will be required to mention whether they recommend the transfer sought by the teacher or not along with comments/remarks.

Teachers seeking transfer need to upload a scanned copy of the Forwarding Letter and submit their application at the portal. An acknowledgement will be generated indicating successful submission of the application. The department will process all the applications received during the given period and issue bulk Transfer Orders, he added.

Shanavas C also stated that the newly launched Teacher’s Portal will help teachers connected to the required online education resources with ease and keep teachers updated with latest developments in the field of education.

He also said that the Teacher’s Portal will have a link where teachers will have to upload pages of Teacher’s Diary where School Heads append their signatures with date. The uploaded pages with GPS Tracking which showing Date, Time & Location of the Teacher’s Diary will be automatically forwarded to District level officers & Directorate, he added. The Teacher’s Portal will also serve as a direct communication channel between the Directorate, District Level Officers and Teachers.

State Mission Director Samagra Shiksha, Kevileno hoped that the Child Protection Policy and School Safety and Security Pledge and Guidelines will come in handy and useful for the welfare and protection of children across the state and the people in general.

Two ZUF militants held with large number of ammunition in Manipur

Guwahati, September 23: Troops and police had arrested two militants of Zeliangrong United Front (ZUF) and recovered a large number of live ammunition in Manipur’s Bishnupur district.

Acting on a tip-off, a combined team of Bishnupur district police and Khoupan battalion of Assam Rifles under 21 Sector IGAR had carried out frisking and checking in front of Bishnupur district hospital on Tuesday evening.

During the frisking and checking the combined team intercepted a Maruti Swift car bearing registration number MN-06LA-5643 along with the two ZUF militants.

The arrested militants were identified Samuel Pamei (38) and Muram Kamei (23).

Upon checking the vehicle, the security personnel had recovered 545 numbers of live ammunition of AK Rifles, 114 numbers live ammunition of M-16, 15 numbers of Lethod live ammunition, a total of 674 numbers of live ammunition were seized.

The arrested militants and the seized ammunition have been handed over to Bishnupur Police Station for further investigation and an FIR has been lodged.

The director was also supported by his ex-wife Kalki Koechlin who wrote an open letter in the social media, stating how the director had fought for women in his scripts and defended their integrity in personal and professional space.

However, Payal Ghosh has filed a written complaint against the filmmaker at Versova Police station. Her lawyer has released a statement which read, “A written complaint has been lodged for the offence Rape, wrongful restrain, wrongful confinement and outraging the modesty of woman U/S 376, 354, 341, 342 of IPC and now the statement is being recorded of the victim.“

Kashyap, on the other hand, has rubbished all the allegations levelled against him. His lawyer has released an official statement on behalf of the filmmaker.

CM Sangma assures no more lockdown in Meghalaya

Meghalaya, September 22: K Sangma the CM of Meghalaya made it clear that his government is not in favour of imposing any further lockdown in the state again, despite the increasing cases of COVID-19.

K Sangma told the reporters “Lockdown is not really a solution, but only a mechanism to delay the spread of coronavirus. Therefore, the government will not enforce further lockdown, we cannot simply close down the economy.”

As of now, the state has recorded a total of 4,734 COVID-19 cases of which 2,169 are active while 2,527 people have recovered from the disease. Thirty-eight people have succumbed to the virus so far.

Sangma also announced the decision to reopen the 12 Industrial Training Institutes (ITIs) in the state.

Meanwhile, the CM Sangma hailed the two farm bills that were passed by the Rajya Sabha.

The Upper House passed the Farmer’s Produce Trade and Commerce (Promotion and Facilitation) Bill, 2020 and the Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Bill, 2020 amid a bedlam.

CBI files charge sheet against five persons for causing a loss to Manipur University

Guwahati, September 22: The Central Bureau of Investigation (CBI) has filed a charge sheet against the then Finance Officer, then Assistant Finance Officer, then Assistant, all of Manipur University; Proprietor of a private company and his Manager in the Court of Special Judge, Imphal in Manipur.

It was alleged that the public servants entered into conspiracy with the said proprietor (contractor) to cheat the Manipur University during the period 2012-2016.

It was further alleged that the accused had shown undue favour to the proprietor (contractor) in awarding the work for supply of various furniture items for the International Guest House, Manipur University despite irregularities in the tendering process. It was also alleged that the accused had falsely shown receipt of the furniture items in the Stock Register and paid the entire bill claimed by said firm based at Imphal despite knowing well the fact regarding non-supply/short supply of many furniture items. An alleged loss to the tune of Rs 74,01,978 was caused to Manipur University.

The public is reminded that the above findings are based on the investigation done by CBI and evidence collected by it.

Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.

Sonowal directs SLPRB to conduct re-exam of SI recruitment of Assam police

Guwahati, September 22: Assam Chief Minister Sarbananda Sonowal directed the chairman of State Level Police Recruitment Board (SLPRB) Pradeep Kumar to conduct re-examination for the posts of sub-inspector in the Assam police, which was cancelled minutes after it had commenced due to leaking of question paper, within a month.

The Assam Chief Minister directed this to SLPRB while taking stock of the developments following the cancellation of the exam which was scheduled on September 20 in a review meeting held at his official residence at Kharghuli in Guwahati just after returning from New Delhi on Monday evening.

Sonowal directed the chairman to conduct the examination in the most transparent manner and declare results at the earliest.

He also instructed him to ensure that no such anomalies take place while conducting re-examination.

Sonowal also directed the DGP to identify the nexus which conspired to spoil the recruitment process and give strict punishment to the culprits as soon as possible.

DGP Mahanta informed the Assam Chief Minister about the steps taken by the Assam Police to apprehend the culprits.
