Missing mentally ill Bangladeshi woman finally reunites with family

Guwahati, July 1: A mentally ill Bangladeshi woman who went missing five years ago finally reunited with her family members.

46-year-old Purabi Mahaldar who went missing from her home five years ago in Jessore district of Bangladesh was traced in Assam’s Cachar district and the Indian authority on Tuesday sent back her to Bangladesh through Sutarkandi International Border Point in Karimganj district along Ind-Bangladesh border.

The woman was traced by some locals in Cachar district a week before and handed over her to local police.

The woman was living a nomadic life in Cachar district by begging from people to survive and sleeping at roadside areas on the night.

The Cachar district administration informed Bangladesh Assistant High Commissioner at Guwahati and the Bangladesh government officials admitted that the woman was missing five years ago.

After completing all legal formalities, the Cachar and Karimganj district administration on Tuesday sent back the woman to Bangladesh through Sutarkandi International Border point.

A police official of Karimganj district said that, after completing legal procedures she was sent back to Bangladesh.

“The mentally ill woman was traced in Cachar district by some locals while she was roaming. The Bangladesh Assistant High Commissioner at Guwahati had also issued a travel pass for the woman,” the police official said.

Recently, Indian government sent back over 100 Bangladeshi nationals who stuck in Assam and other parts of North Eastern region due to COVID-19 lockdown.

Nagaland, July 1: In a notification issued by the Ministry of Home Affairs (MHA) on Tuesday, it has declared Nagaland to be a ‘disturbed area‘ for an extended period of six months under the Armed Forces Special Powers Act, 1958 (AFSPA).

The MHA informed that the Central Government believes that the area comprising the whole of State of Nagaland is in such a disturbed and dangerous condition that the use of armed forces in aid of the civil power is necessary.

“Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (No. 28 of 1958) the Central Government hereby declares that whole of the said State to be a ‘disturbed area’ for six months with effect from 30th June 2020 for that Act.” announced the home ministry.

The state has been under the effect of AFSPA for more than six decades and it has never been withdrawn hence. In 2015, after reviewing, the AFSPA was extended in Nagaland for a year. In 2019, the declaration was extended for another six months with effect from 30th December.

The AFSPA is a Parliamentary Act which gives special powers to Indian Armed forces to maintain peace and order in ‘disturbed areas’ within the country.

Underground rebel activities have continued in the state in the form of extortion, violence etc for decades now. To stop secessionist activities by groups like the National Socialist Council of Nagaland (NSCN), which has been declared as a terrorist organisation by the GOI under the Unlawful Activities (Prevention) Act, the declaration of AFSPA continues in the state.

However, multiple incidents of human rights violations under the Act, which gives extraordinary power to the armed forces have also been reported in the area over the years.

Guwahati, June 30: Security forces had busted an extortion module of Naga banned outfit NSCN (K-Yung Aung) and apprehended three hardcore militants of the group along with huge cache of arms and ammunition in Nagaland.

Based on specific intelligence input about the presence of some NSCN(K-Yung Aung) group, troops of Assam Rifles and Nagaland police had launched an operation at Old Showba, Nikheku and Thilixu village areas near Dimapur and apprehended three militants.

The nabbed militants were identified as Hoto Swu, Huto and Leacy Rolem.

Security personnel had recovered one HK assault rifle with a magazine, one point 22 mm rifle, one SB rifle, one hand grenade, two pistols, assorted ammunition, extortion slips and other warlike stores in possession from them.

The apprehended militants along with recovered items were handed over to Diphupar police station for further investigation.

Several factions of Naga outfit NSCN are active in Nagaland and some parts of Arunachal Pradesh, Manipur and Assam.

Recently, security forces had apprehended few militants of NSCN (K), and (R) with a huge cache of arms and ammunition in Arunachal Pradesh.

On the other hand, Mon and Peren districts have gone into total lockdown.

34 years of ‘Remna Ni’ celebrated in Mizoram

Remna Ni dates back to 1986 when the Mizoram Peace Accord was signed between the Mizo National Front (MNF) and the then Central government, led by Rajiv Gandhi as the Prime Minister, which brought an end to insurgency and underground violent activities in the state.

Remna Ni, etymologically signifies ‘Peace Day’.

After years of growing discontentment with the Assam government over its lack of relief measures during the famine of 1959, declaring Assamese as the official language of the state via the Act of 1961 and inadequate representation in the Assam Legislature, the MNF was formed with Laldenga as its chief. It began to carry out insurgency and underground violent activities in the area. Forming a military wing, it received arms and ammunitions from East Pakistan (present Bangladesh) and China.

Soon after in 1966, the MNF proclaimed independence from the Indian government and launched military insurgency on the armed forces and civilians. The Indian army countered and in a short period the uprising was crushed and normalcy restored.

Almost a decade later, in 1973, as is rightly recounted in “India since Independence” Mizo leaders scaled down their demands and Mizoram was given the status of a Union Territory after separating it from Assam.

But this did not stop the violence, which gained strength in the late 70s.

Finally, on 30th June, 1986, the Mizo Accord was signed between Centre and the state, in which the Mizo leaders agreed to abandon violence in the state and ‘re-enter the constitutional political stream‘.

The GOI on its part, granted full statehood to Mizoram and guaranteed ‘full autonomy concerning culture, tradition, land laws, etc’

Since, then this day is observed as a public state holiday. And peace has prevailed in the state since then.

Mizoram celebrated its 34th Remna Ni on Tuesday, 30th June 2020.

Assam government changes state academic session

Guwahati, June 29: In view of COVID-19 pandemic and lockdown, the Assam government on Monday decided to extend the current academic session up to March 31, 2021.

During a meeting of Assam cabinet chaired by Chief Minister Sarbananda Sonowal decided that the new academic session in the state will start from April next year.

Assam government spokesperson and state Transport Minister Chandra Mohan Patowary said that the academic session in Assam starts from January to December, but due to COVID-19 pandemic and lockdown, the Assam cabinet decided to extend it up to March 2021.

“The new academic session will be started from April, 2021. With disruptions due to COVID19, the CoM has decided to change the academic year of schools from January and ends in December to April-March,” Chandra Mohan Patowary said.

The Assam minister also said that, in a major decision to boost Aatma Nirbhar Assam, the state cabinet has passed the MSME Ordinance which puts an end to the process of taking multiple permissions for setting up MSMEs in the state for next 3 years.

“Paving the way for new investments, employment and trade, the state cabinet has allocated 200 bighas of Ashok Paper Mill at Jogighopa for India’s first International Multi-Modal Logistic Hub. The state cabinet has approved a loan of Rs 338.28 crore from NABARD for development works in various sectors. Given the COVID-19 pandemic, the state cabinet has also passed an ordinance for extension of dates of GST return. The cabinet has also approved 15th Finance Commission Grant ratio as 70 per cent for Gaon Panchayat, 15 per cent for Anchalik Panchayat and 15 per cent for Zila Parishad,” Patowary said.

He further said that the other decisions taken by the state cabinet are – reduction in Earnest Money Deposits (EMDs) for mines auction to 0.5% for general category and 0.25% for SCs/STs, from now onwards, employees of Assam Bhawans will be transferable.

The Assam cabinet also amended the Assam College Employees Provincialisation Act 2005 to enable retired employees to receive a pension in return of their CPF and the Bengal-Agra-Assam Civil Court Act 1887 by which financial limit of cases has been increased in lower courts from Rs 50,000 to Rs 10 lakh.

A plasma blood bank is to be constituted in Delhi’s ILBS hospital to fight coronavirus in the state, Delhi Chief Minister Arvind Kejriwal informed in a press conference on Monday.

The plasma bank will be aimed at helping those in need of plasma for Covid-19 treatment.

As the Chief Minister said, “We will set up a plasma bank in Delhi’s ILBS hospital. This will probably be the first in the country. Everyone, whether  government or private hospitals will be able to take plasma from here.”

However, one will require a prescription by the doctor or hospital to get plasma.

Plasma therapy trials had been carried out in the state 2 to 3 months back. When trials conducted on 29 COVID patients yielded in encouraging results, the decision to conduct plasma therapy was taken by the Delhi government.

As Arvind Kejriwal recalled, “We informed the Central government and got permission to conduct plasma therapy in government and private hospitals.”

The CM has appealed to those who have recovered from Covid-19 to come forward and donate plasma in Delhi’s ILBS hospital assuring them that, since it is not a COVID hospital,  donors need not be afraid of coming into contact with the disease yet again. The government will make all transportation arrangements for the ones ready to donate plasma.

“Those can give plasma who have recovered as there will be antibodies formed in their blood to fight coronavirus. The same plasma when given to a patient of Covid-19, the chance of recovery will improve ” the CM informed.

He further informed, “There was a severe crisis of beds in Delhi. People were faced with serious problems in getting beds to get COVID treatment done… but now the problem has been solved. We have added a lot of beds. We have 13.5K beds ready among which only 6000 beds are occupied, while 7500 beds are vacant. “

Floodwaters submerged 65 per cent areas in Kaziranga National Park, five animals including two rhinos died

Guwahati, June 29: The flood situation in Assam’s Kaziranga National Park – the global stronghold of one-horned rhinoceros worsened on Monday after floodwaters inundated more than 65 per cent areas of the world heritage site.

Five animals including two one-horned rhinos have died in Kaziranga National Park during the current flood.

The forest personnel deployed in the national park have recovered two carcasses of one honed rhinos inside the park area so far.

Three hog deer have died after being hit by vehicles.

According to the park authorities, floodwaters have submerged 146 camps out of total 223 camps in the park.

Three camps of the park have been vacated due to the current flood situation.

On the other hand, many wild animals including one-horned rhino, deer, elephant have taken shelter at highlands constructed inside the park and many animals come outside the park and moved towards the nearby Karbi Anglong hills area after the deluge hit most of the areas of the park.

Many animals including herds of wild elephant, hog deer, swamp deer have moved to the nearby Karbi hills areas by crossing the National Highway 37 which is passing through the national park.

Floodwaters submerge areas in Kaziranga National Park

The park authorities and district administration have restricted speed limit of all vehicles on National Highway 37 and introduced time cards to vehicles coming from both sides of the national park to provide security to the wild animals.

On the other hand, over 9.67 lakh people of 22 districts of Assam have been affected in the second wave of flood.

According to the Assam State Disaster Management Authority (ASDMA) reports, the floodwaters have submerged 72,246 hectares of croplands and affected 9.67 lakh people 2086 villages in 22 districts – Dhemaji, Lakhimpur, Biswanath, Darrang, Nalbari, Barpeta, Bongaigaon, Kokrajhar, Dhubri, South Salmara, Goalpara, Kamrup, Morigaon, Hojai, Nagaon, Golaghat, Jorhat, Majuli, Sivasagar, Dibrugarh, Tinsukia, West Karbi Anglong.

Nearly 29,000 people have taken shelter at 144 relief camps set up by the administration in the flood-hit districts.

Guwahati, June 29: Given a sharp spike in COVID-19 positive cases, the Nagaland government has imposed total lockdown in Peren district from June 30 to July 5.

Peren district Deputy Commissioner Sentiwapang Aier on Sunday had issued an order and stated that the total lockdown is necessitated as stringent precautions to prevent any unlikely incident that may result in local or community transmission and risk to public health and safety of the citizens of Peren.

BSF personnels apprehends 8 cattle smugglers

BSF apprehends 8 cattle smugglers with nine cattle heads along Indo-Bangladesh border

Guwahati, June 29: The Border Security Force (BSF) personnel had apprehended eight cattle smugglers along with nine cattle heads in Assam South Salmara Mankachar district along Indo-Bangladesh border.

According to the reports, based on specific information, the BSF personnel deployed at Sishumara and Boreralga border outpost had launched operation along riverine areas along Indo-Bangladesh border on Sunday night and caught six cattle smugglers.

A top BSF official said that the Border Security Force personnel recovered six cattle heads while the apprehended persons were trying to smuggle the cattle to Bangladesh.

The apprehended cattle smugglers were identified as Meher Saiful Haque, Rafiqul Islam, Rafiqul Islam, Safidur Islam, Md After Ali and Nuruddin and they are hailing from South Salmara Mankachar District.

In a separate operation, the BSF personnel had apprehended two more cattle smugglers along with three cattle heads near Brahmaputra riverine areas of Sishumara while they were trying to smuggle the cattle to Bangladesh.

According to the reports, the Border security force personnel had seized over 15,000 cattle at the Indo-Bangladesh border in Assam and Meghalaya in last year.

With 327 new cases Assam COVID-19 tally surges to 7492, death toll rises to 11

Guwahati, June 29: With 327 new positive cases for COVID-19 Assam tally for the deadly virus surges to 7492.

Out of the new cases 195 cases have been reported alone from Guwahati city.

On the other hand, one COVID-19 patient died at a government-run hospital in Guwahati on Friday and the death toll has now increased to 11.

Confirming the report Assam Health minister Dr Himanta Biswa Sarma said that, the state has registered 327 fresh COVID-19 positive cases in last 24 hours and with the new cases the state tally has now increased to 7492.

He tweeted – “327 new #COVID19+ cases detected in Assam today. Out of these, 195 cases were reported in Guwahati City in the last 24 hours. Total cases 7492, Recovered 5088, Active cases 2390, Deaths 11.”

On the other hand, 44 police personnel including one Superintendent of Police (SP) level officer were also tested positive for the new virus in the state.

Additional Director of Police (ADGP) GP Singh said that, 1127 police personnel in the state are now under quarantine.

Assam has now 2390 active positive cases for COVID-19.

Assam has so far tested 3,85,299 samples for the new virus at 12 laboratories across the state.
