MHA announces new guidelines for COVID, states to enforce strict containment measures: Read Details

New Delhi, 25th November: Amid a surge in Covid-19 cases in some states, the Ministry of Home Affairs (MHA) issued an order Wednesday with guidelines for surveillance, containment, and caution, which will be effective from December 1, 2020, and to remain in force till the end of the month.

MHA also mandated states to strictly enforce containment measures, SOPs on various activities and COVID-Appropriate behavior and exercise caution, and regulate crowds.

“The main focus of the guidelines is to consolidate the substantial gains that have been achieved against the spread of COVID-19 which is visible in the steady decline in several active cases in the country,” the ministry said in a statement.

Local police and municipal authorities shall be responsible to ensure that the prescribed Containment measures are strictly followed. States and UTs, based on their assessment of the situation, may impose local restrictions, to contain the spread of COVID-19.

Here is a lowdown on the new guidelines issued by the Government:

Surveillance and Containment

States/ UTs to ensure careful demarcation of containment zones by the district authorities, at the micro-level, taking into consideration the guidelines prescribed by MoHFW in this regard.

Within the demarcated Containment Zones, containment measures, as prescribed by MoHFW, shall be scrupulously followed, which includes:

  • Only essential activities shall be allowed in the Containment Zones.
  • There shall be strict perimeter control to ensure that there is no movement of people in or out of these zones, except for medical emergencies and for maintaining the supply of essential goods and services.
  • There shall be intensive house-to-house surveillance by surveillance teams formed for the purpose.
  • Testing shall be carried out as per the prescribed protocol.
  • Listing of contacts shall be carried out in respect of all persons found positive, along with their tracking, identification, quarantine, and follow-up of contacts for 14 days (80 percent of contacts to be traced in 72 hours).
  • Quick isolation of COVID-19 patients shall be ensured in treatment facilities/ home (subject to fulfilling the home isolation guidelines).
  • Clinical interventions, as prescribed, shall be administered.
  • Surveillance for ILI/ SARI cases shall be carried out in health facilities or outreach mobile units or through fever clinics in buffer zones.
  • Awareness shall be created in communities on COVID-19 appropriate behavior.
  • Local district, police, and municipal authorities shall be responsible to ensure that the prescribed Containment measures are strictly followed and State/ UT Governments shall ensure the accountability of the officers concerned in this regard.

COVID-Appropriate behavior

The ministry directed that states and UTs government shall take all necessary measures to promote COVID-19 appropriate behavior and to ensure strict enforcement of wearing of face masks, hand hygiene, and social distancing.

To enforce the core requirement of wearing face masks, States and UTs may consider administrative actions, including the imposition of appropriate fines, on persons not wearing face masks in public and workspaces.

For observance of social distancing in crowded places, especially in markets, weekly bazaars, and public transport, MoHFW will issue an SOP, the statement further read.

National Directives for COVID-19 Management shall continue to be followed throughout the country, to enforce COVID-19 appropriate behavior.

Strict adherence to the prescribed SOPs

All activities have been permitted outside Containment Zones, except for the following, which have been permitted with certain restrictions:

  • International air travel of passengers, as permitted by MHA.
  • Cinema halls and theatres, with up to 50 percent capacity.
  • Swimming pools, only for the training of sportspersons.
  • Exhibition halls, only for business to business (B2B) purposes.
  • Social/ religious/ sports/ entertainment/ educational/ cultural/ religious gatherings, with up to a maximum of 50 percent of the hall capacity, with a ceiling of 200 persons in closed spaces; and keeping of the size of the ground/ space in the view, in open spaces.

“However, based on their assessment of the situation, State/ UT Governments may reduce the ceiling to 100 persons or less, in closed spaces,” MHA further added.

Local restrictions

States and UTs, based on their assessment of the situation, may impose local restrictions, to contain the spread of COVID-19 such as night curfew.

However, the state governments shall not impose any local lockdown (State/ District/ sub-division/City level), outside the containment zones, without prior consultation with the Central Government, clarified the ministry in its order.

States and UTs also need to enforce social distancing in offices. In cities, where the weekly Case Positivity Rate is more than 10%, states concerned shall consider implementing staggered office timings and other suitable measures, to reduce the number of employees attending office at the same time, thereby ensuring social distancing.

No restriction on Inter-State and intra-State movement

There shall be no restriction on inter-State and intra-State movement of persons and goods including those for cross-land-border trade under Treaties with neighboring countries. No separate permission/ approval/ e-permit will be required for such movements.

Protection for vulnerable persons

Vulnerable persons, i.e., persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes.

Use of Aarogya Setu

The use of the Aarogya Setu mobile application will continue to be encouraged.

Meanwhile, India reported 44,376 new cases of Covid-19 in the last 24 hours, taking the number of cases so far to 92, 22,217, according to the Union Ministry of Health and Family Welfare on Wednesday.

ZPM urges ECI to delete names of Bru voters who are in Tripura

Mizoram, 25th November: Zoram Peoples Movement (ZPM) has written to the Election Commission urging the poll panel to delete names of Bru voters who are in Tripura, from Mizoram electoral roll, a party leader said.

According to election officials, at least 12,000 Bru voters in Mizoram among others, who have opted to permanently resettle in Tripura.

ZPM publicity department secretary Laldinpuia said “the representation demanding the removal of Bru voters’ names from Mizoram electoral was submitted to the Election Commission through state Chief Electoral Officer (CEO)”.

The letter said that the Bru migrants, who used to live in Mizoram but left the state on their own in 1997 and now settled in Tripura are still enrolled in Mizoram electoral roll more than two decades after they depart from the state.

It said that many attempts have been made by the Centre, state governments and civil society organisations to repatriate the displaced Bru people to Mizoram.

“Though many Bru families have returned to Mizoram during the repatriation exercises, majority of the Bru people have refused to return making fallacious and misguided excuses and are still settling in Tripura,” the letter said.

The letter also said that because of the special summary revision, which is currently underway in the state, names of the Bru voters should be deleted from the state’s electoral roll according to the January 16 agreement, which stated that the Bru people, who failed to return to Mizoram, would be permanently settled in Tripura.

Meanwhile, an official of state election department said that there are about 12,000 Bru voters in Mizoram, who failed to return to the state during repatriation.

He said that the Bru voters are still enrolled in the state’s voter list because their resettlement in neighbouring Tripura is under process.

“Once the Bru people have resettled and when their epic numbers are entered on EROnet to be enrolled in Tripura’s voter list, a corresponding deletion request will be sent to Mizoram and hence the Bru voters will be automatically removed from the state electoral roll,” the official said.

He said that resettlement of the Bru people in Tripura is outside the election commission’s ambit.

Thousands of Brus fled Mizoram and migrated to Tripura fearing ethnic tension triggered by the murder of a Mizo forest guard in 1997.

There have been at least nine attempts for repatriation of the Brus to Mizoram, with the latest round of repatriation organised between October and November 2019, during which 1,165 Brus, belonging to 289 families, had returned to Mizoram.

According to the agreement signed among the Centre, governments of Mizoram and Tripura and representatives of Bru organisations on January 16 this year, more than 35,000 displaced Bru tribals, who failed to return to Mizoram before November 2019 and were in refugee camps in Tripura, would be permanently settled in that state.

Earlier on Saturday, civil society groups in Mizoram urged the Centre and Mizoram and Tripura government to take measures for immediate fulfilment of the January 16 agreement.

Vehicle falls into gorge in Mizoram, 2 killed

Mizoram, 25th November: Two persons have been killed and five others injured after a speeding vehicle falls into a gorge in Mizoram’s Serchhip district, police said on Wednesday.

The incident took place near Thenzawl village on Tuesday evening when the vehicle skidded and fell into the gorge while trying to give way to another vehicle coming from the opposite direction, they said.

Two persons, both from Thenzawl, died in the accident when a speeding vehicle falls into a gorge, a police officer said.

Seven persons, including two minors, were in the vehicle during the accident, he said.

The condition of the injured persons is stable and they are out of danger, the officer added.

Arunachal: Former IMC Councilors, Deputy Chief Councilor join BJP

Itanagar, 25th November: Two former IMC councilors and one former Deputy Chief Councilor joined Bharatiya Janata Party (BJP) in a functioning where several supporters, well-wishers, and aspirants candidates were present.

Janata Dal-United leaders (JDU) joined BJP ahead of Municipal council elections in Arunachal in hope of getting ruling party tickets from their respective wards.

Panchayat and municipal elections scheduled held simultaneously in Arunachal Pradesh on December 22 after a delay of over two years. Many opposition leaders join the ruling BJP party for tickets to contest elections.

The main IMC Councilor who joined the saffron brigade is former Deputy Chief Councilor Tarh Nachung, former councilors Tatung Tania, Taba Takia, and aspirants which include Hari Yaying, Rido Ania Rechi, and dozens of supporters from various parts of the capital complex in presence of several top BJP leaders of the state.

Welcoming members, Capital district BJP president Tarh Soping said that they had left the party due to certain reasons and it is their homecoming.  He urges upon all the party workers and leaders not to compare as new and old.

Nachung while addressing the gathering informed that “I have been in the capital more than thirty-five years and has been associated with the organization and worked several social welfare activities. I was Deputy Chief Councilor and was in JDU earlier and today joined the BJP. I have been witnessing the activities of the present leadership of BJP and its government lead by Pema Khandu and his leadership is liked by me which made me join the saffron brigade”.

Among 60 MLAs of Arunachal, JDU has 7 MLAs and it was expected that many MLAs are also planning to join BJP hoping to get panchayat tickets for their own supporters.

BJP’s state president Biyuram Wahge appealed to party leaders to work with sincerity. “Good work will always be remembered forever. The leaders should always respect grass root workers and the workers should always be told the truth,” said Wahge.

Expressing full faith in the saffron party’s constitution and ideology, the newly joined members expressed solidarity with the leadership of Prime Minister Narendra Modi, national president JP Nadda, Chief Minister Pema Khandu.

Mizoram election commission to conduct village council re-polls in Serchhip

Mizoram, 25th November: The Mizoram Election Commission (EC) has decided to hold re-election to the North Vanlaiphai village council in Serchhip district following a complaint over discrepancies in the last rural polls held on August 27 this year.

About 15 people, including 10 candidates who had contested in the last rural polls have filed a complaint before the election commission in this regard.

Mizoram election commission officials said that a re-poll in the seven-member North Vanlaiphai village council will be held as the mandate of the last general elections was declared null and void due to discrepancies.

While the ruling Mizo National Front (MNF) won four seats, the Zoram People’s Movement (ZPM) secured two and the Congress one during the election to this village council.

Election officials said that the date for re-poll will be declared soon.

Polling for 558 village councils in nine districts and 83 local councils in the Aizawl Municipal Corporation (AMC) area was held between August to September.

The election commission has received petitions from at least 42 village councils and 6 local councils seeking re-poll or re-counting and probe into alleged discrepancies in several poll-related issues. The matter is currently being investigated.

ED notices to three TMC leaders, including Firhad Hakim

West Bengal, 24th November: The Enforcement Directorate (ED) has sent notices to three TMC leaders, Firhad Hakim, Prasun Banerjee, and Madan Mitra, and ask them to submit the details of their bank account transactions within a week.

They also have been asked to submit their income tax returns since 2013. According to an ED source, “we need to verify the details of the monetary transactions that happened through all the bank accounts held in their names.”

While Hakim is a minister in the state government, Banerjee represents Howrah in the Lok Sabha. Mitra is a former minister.

The notice has been sent in con­nection to Narada Scam. BJP National General Secretary Kailash Vijayvargiya attack TMC following the notice sent by ED.

“Half of TMC leaders will go to jail with the allegations of corruption,” said Kailash Vijayvargiya.

A few days ago, the ED had asked BJP national vice-president Mukul Roy to share the details of his bank accounts and assets owned by him and his wife. However, this notice was about the Saradha chit fund scam.

Roy, who is now recovering from surgery, had said earlier that there was nothing to hide and he would cooperate with the investigation.

Roy — former Trinamul number 2, who joined the BJP in 2017 — is one of the accused in the Narada scam. Former Calcutta mayor Sovan Chatterjee is also an accused. Chatterjee switched from Trinamul to the BJP.

TMC is not a party, it is a property: BJP’s Dilip Ghosh

West Bengal, 24th November: BJP’s Dilip Ghosh on Tuesday said ‘Trinamool Congress is not a party, it is a property’ while attacking Prashant Kishore in a party meeting at Balagarh of Hooghly district.

“BJP has started our door to door campaign. Didi (Mamata Banerjee) is just delivering lectures and gave all the contracts to Prashant Kishore. This is not a party, it is a property that is why everyone has left the party. TMC ministers are going to attend but our elected Panchayat representatives are not invited. Our MP is not allowed to attend meetings of administration,” said BJP state president Dilip Ghosh.

Ghosh is gearing up for the Assembly Elections in early 2021, said that the people of Bengal will decide the real place of TMC in the upcoming election.

BJP’s Dilip Ghosh said, “People of Bankura has said whatever they want. Mamta Banerjee went to Bankura after Amit Shah went there that proves that we do not follow TMC rather TMC follows us. If she really works for the benefit of Bankura then the people over there will defiantly support her. But she afraid as she knows what she has done with the people. No one offers her a glass of water when she was doing a rally. People gave her years, but the non-developed area will remain the same. Jungle Mahal has totally discarded Mamta Banerjee and TMC.”

BJP state president claim that elected BJP MPs and MLAs didn’t get the invitation to attend the state administration and other meetings.

“Manirul Islam joins BJP after he left TMC but no one is allowed him to enter the district on the false case. But this is the ritual of TMC. Now common people will decide what to do with them. TMC ministers are going to attend but our elected Panchayat representatives are not invited. Our MP is not allowed to attend meetings of administration,” Ghosh added.

Protection of WRC areas within Champhai town area discussed

Mizoram, 24th November: Land Revenue & Settlement Minister Lalruatkima and Law Judicial and Parliamentary Affairs Minister who is also the MLA of Champhai South Constituency TJ Lalnuntluanga discussed steps taken for re-demarcation of wet rice cultivation areas within Champhai Town Area and steps to protect the land use for agriculture in these areas.

The meeting which was attended by senior officers of the Agriculture and Land Revenue & Settlement Departments reviewed the steps taken on the matter so far and reviewed the report of the Task Force formed on the matter.

In the meeting, it is decided that once the final report of the task Force is submitted, a new notification demarcating WRC areas with permissible diversions, be issued and the notification strictly enforced thereafter.

The meeting also opined that similar steps need to be taken in other towns having WRC areas.

Mizo govt provides 74 days of wage employment under MGNREGS

Mizoram, 24th November: The Mizoram government has provided at least 74 days of wage employment to job car holders under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) from January to October this year.

This was mentioned at a meeting of the state employment guarantee council, presided over by state rural development minister Lalruatkima on Tuesday, the official said.

Besides 74 days, 7 days of wage employment each will be arranged for job cardholders in November and December, he said.

Lalruatkima said the state government is making massive efforts to achieve 100 days of wage employment during the current fiscal.

He said the Centre has so far released Rs 494.34 crore for providing wage employment during the current fiscal.

According to the minister, there are about 2 lakh job cardholders in the state and each worker is given Rs 225 per day under the Centre scheme. The MGNREGS was a blessing for the rural populace during the pandemic.

Lalruakima said “the Covid19 pandemic effects may have a shortfall in agriculture production next year. Works, which could augment production, needed to be prioritized to any extent possible under the MGNREGS.”

Hrithik Roshan fan names son, born with 6 fingers, after actor

Imphal, 24th November: Hrishikesh Angom, a big fan of Bollywood actor Hrithik Roshan from Imphal, has named his son after the actor. In a post on Twitter, Hrishikesh shared the news as well as a collage of pictures featuring Hrithik on one side, and his son on the other.

In his post, Hrishikesh also said that he added an ‘H’ before his name, inspired by Hrithik Roshan.

“I have been a big fan of @iHrithik from the time of Kaho Naa Pyaar Hai. Even added ‘H’ to my name which I wrote earlier as ‘Rishikesh’. Yesterday, I was blessed with a son, saw his thumb only this morning, and decided to name my boy as ‘Hrithik’ to be like @ihrithik Sir #BeautifullyImperfect,” Hrishikesh Angom said in his post on Twitter.
