Charge sheet against 19 in cash-for-job scam in Arunachal

Arunachal Pradesh, 24th November: Arunachal Pradesh police special investigation cell (SIC) Monday filed the charge sheet against 19 people allegedly involved in the APSSB cash-for-job scam which had rocked the state.

The charge sheet was filed in the court of the special judge at Yupia, SIC superintendent of police M Harsh Vardhan said.

The SP said that a charge sheet comprising more than 800 pages has been filed against the 19 persons following a probe by the SIC sleuths.

A supplementary charge sheet will be filed later as there is more data to be retrieved from the electronic devices seized by the SIC. This will be done once the report is received, he added.

There are more APSSB candidates under investigation and they will be dealt with as per law in the supplementary charge sheet, he said.

“We have four approvers evidence in APSSB cash-for-job scam,” he said adding the SIC has frozen the bank account of the main accused, the then undersecretary of Arunachal Pradesh Staff Selection Board which had more than Rs one crore.

The APSSB software vendor and the then APSSB undersecretary had also conspired to manipulate the skill test, he added.

Meanwhile, the number of arrests in the UDC job scam in the state rose to four with one more person booked for it, the SP said.

The SIC had registered two separate cases related to the APSSB cash-for-job-scam in February this year for the appointment of upper and lower division clerks.

The UDC job scam case was registered subsequently based on facts that emerged during the investigation of the LDC job scam.

Mizoram Govt bans bursting of firecrackers for Christmas and News Year

Mizoram, 24th November: Mizoram Government has banned the sale and bursting of firecrackers on Christmas and New Year to curb air pollution which could aggravate respiratory problems of COVID-19 patients and others.

The decision came into force after a top official meeting with the state government at the Secretariat Administration Department. Others in attendance included the leaders of the Central Young Mizo Association (YMA).

“Given the raging COVID-19 pandemic, the committee appealed to the people of Mizoram to avoid bursting of crackers as pollution caused by such activities could exacerbate conditions of COVID-19 patients and people suffering from other respiratory diseases,” stated an official government press release.

Apart from firecrackers, the use of sky lanterns and other pyrotechnics including toy guns has also been banned. During the meeting, it was also decided to set up special police checkpoints and conduct mobile patrolling during the festive season, the official said.

Apart from the police, COVID-19 local task force volunteers will be roped in for the purpose. Bursting of firecrackers and other pyrotechnic materials is a widespread practice during the festive season in the Christian-majority state.

The state government had earlier banned firecrackers to enable people to celebrate the festival peacefully but this year the administration is more concerned about pollution because of the COVID-19 pandemic.

State Health and Family Welfare Board Vice-Chairman Dr. Z R Thiamsanga said this year’s Christmas and New Year celebrations are likely to be subdued due to the COVID-19 pandemic outbreak.

The government is unlikely to allow congregational singing called ‘Zaikhawm’ or community feasts, integral parts of the festivities along with church service, as a precautionary measure to prevent the spread of the disease.

Health Minister Dr. R Lalthangliana will convene a meeting during the day to deliberate on coronavirus-related issues in view of the festive season.

Former Assam CM passes away; Politicians from all over the country mourns his death

Assam, 23rd November: Former Assam CM Tarun Gogoi lost his life at the Gauhati Medical College Hospital (GMCH) on Monday at the age of 84. He was suffering from post-Covid complications.

Lamenting his death, Pema Khandu has tweeted, “Saddened by passing away of former CM of Assam Shri @tarun_gogoi Ji. My sincere condolences to the family. My thoughts and prayers with them in this hour of grief.”

PM Narendra Modi has also tweeted about his death saying, “Shri Tarun Gogoi Ji was a popular leader and a veteran administrator, who had years of political experience in Assam as well as the Centre. Anguished by his passing away. My thoughts are with his family and supporters in this hour of sadness. Om Shanti.”

CM Mamata Banerjee has also lamented the death of the veteran politician. She has tweeted, “Saddened to hear about the passing away of veteran leader and former Chief Minister of Assam for 3 terms, Tarun Gogoi Ji. My deepest condolences to his family, followers, and well-wishers.”

Other Indian politicians like Nitin Raut, Deputy Chief Minister of Nagaland Yanthungo Patton, Odisha CM Naveen Patnaik had also tweeted about his death.

 

Rahul Gandhi too has tweeted while mourning the death of such an eminent Congress leader. “Shri Tarun Gogoi was a true Congress leader. He devoted his life to bringing all the people and communities of Assam together. For me, he was a great and wise teacher. I loved and respected him deeply. I will miss him. My love and condolences to Gaurav & the family,” Gandhi posted.

End of an Era: Assam Chief Minister Tarun Gogoi no more

Assam, 23rd November: Congress satrap and three-time Assam Chief Minister Tarun Gogoi died on Monday evening from post-Covid complications.

86-year-old former CM had been on life support and was “very very critical” according to doctors at the Gauhati Medical College Hospital (GMCH) where he was being treated for multiple organ failure.

Here is a look at his decades-long career:

Assam’s longest-serving CM, Tarun Gogoi was born on April 1, 1936, at Rangajan Tea Estate, erstwhile Sivasagar district, now the Jorhat District of Assam.

Fondly called Punakon by his parents – father Dr. Kamaleshwar Gogoi and mother Usha Gogoi. Former CM completed his primary education at the No 26 Rangajan Nimna Buniyadi Vidyalaya.

He studied up to Class 4 at Jorhat Madrassa School and then he moved to Bholaguri High School located near Badulipar Tea Estate where he studied till Class 6.

In 1949, Tarun Gogoi was enrolled at the Jorhat Government High School, from where he passed the HSLC examination (Class 10) and he did his graduation from Jagannath Barooah College, Jorhat, and LLB from Gauhati University.

Tarun Gogoi ties the knot with Dolly Gogoi on July 30, 1972, and they have two children – one daughter, Chandrima Gogoi and another is son, Gaurav Gogoi.

Gogoi had served six terms as a Member of Parliament (MP) from the Lok Sabha.

He first represented Jorhat parliamentary constituency in 1971–85 and later he was elected from Kaliabor. He has elected to the 12th Lok Sabha in 1998 and re-elected to the 13th Lok Sabha in 1999.

Tarun Gogoi was elected Joint Secretary of the All India Congress Committee (AICC) in 1976 under Prime Minister Indira Gandhi and he later served as General Secretary of the AICC (1985–90) under Prime Minister Rajiv Gandhi.

Gogoi served in the Union Cabinet of India under Prime Minister P V Narasimha Rao as Union Minister of State in the Food and Food Processing Industry departments from 1991 to 1996.

Tarun Gogoi was the Minister of State (Independent Charge) for Food between 1991 and 1993. From 1993 to 1995, he served as the Minister of State (Independent Charge) for the Food Processing Industry.

In the following year, Tarun Gogoi held memberships of Committee on Government Assurances, Committee on External Affairs and Consultative Committee, Union Ministry of Petroleum and Natural Gas.

He was also served as the President of the Assam Pradesh Congress Committee (APCC) in 1986–90 and he was elected to a second term as President of APCC in 1996. Gogoi had served five terms as a Member of the Legislative Assembly (MLA) in the Assam Legislative Assembly.

In 1997, he was elected to the Assam Legislative Assembly from the Margherita assembly constituency in the Tinsukia district and he was elected to the Assam assembly from Titabar constituency in 2001. He was the Chief Minister of Assam for three consecutive terms from 2001 to 2016.

Former Assam CM Tarun Gogoi passes away in Guwahati

Assam, 23rd November: Three-time former Assam CM Tarun Gogoi, who has been battling post-Covid health complications for a month, passed away this morning at 5:34 pm at GMCH. Top dignitaries of the state had already reached GMCH to inquire about his health.

The 86-year-old veteran Congress leader and former Assam CM Tarun Gogoi had become “completely unconscious” on Saturday afternoon after difficulty in breathing, Assam Health Minister Himanta Biswa Sarma said. He also suffered multiple organ failure, the minister confirmed.

Meanwhile, the CM’s daughter Chandrima Gogoi on Sunday arrived in GMCH from the US to meet her ailing father, and Gogoi’s son Gaurav Gogoi has been in the hospital since his father was re-admitted with post covid complications.

He was re-admitted to the ICU of GMCH at 10.30 pm on November 1 after he had complained of breathing problems.

The former chief minister was first admitted to the GMCH on August 26 after he tested positive for COVID-19.

Normal life affected in Assam as ATSU call 12-hour bandh

Assam, 23rd November: Normal life was affected in Morigaon, parts of Kamrup (Metro) and Nagaon districts on Monday, owing to a 12-hour bandh in central Assam called by the All Tiwa Students Union (ATSU) against contentious legislation.

Officials said shops, business establishments, and private offices, educational institutions remained closed and vehicles stayed off the roads due to the 12-hour bandh from 5 am, to also oppose the recent announcement of election to the Tiwa Autonomous Council (TAC) without the inclusion of tribal villages in it.

The government-run ASTC buses, however, plied on National Highway (NH)-37 with police escorts. The Assam State Election Commission had announced polls for the 36-member TAC would be held on December 17.

The ATSU, during a recent meeting with Chief Minister Sarbananda Sonowal, had demanded the exclusion of all areas under tribal belts and blocks from the Assam Capital Areas Extension Act, 2017.

In a release, ATSU general secretary Cheniram Malang, said, “Nothing has been done despite assurance from the chief minister that 124 tribal villages, in Morigaon, Nagaon, and Kamrup (Metro), would be included under the jurisdiction of Tiwa Autonomous Council.”

Malang claimed that the legislation will violate the Tiwa Autonomous Council Act and land rights of the ethnic community, Tiwa, in and around Jagiroad, Gobha, and Mayong “will be snatched away by some rich traders of Guwahati”.

Assam CM cancels plans, flies back to Guwahati as Tarun Gogoi’s condition turns extremely critical

Assam, 23rd November: Assam chief minister Sarbananda Sonowal on Monday rushed back to Guwahati from Dibrugarh after cancelling his programmes to be with the family of former CM Tarun Gogoi. Gogoi’s condition is said to be extremely critical.

Sonowal tweeted, “Flying back to Guwahati from Dibrugarh after cancelling my programmes midway to be on the side of respected Tarun Gogoi da and his family as the former CM’s health deteriorates. He has always been a father figure to me. I join millions in praying for his recovery.”

State health minister Himanta Biswa Sarma said that the three-time CM has been on life-support during the past two days following multi-organ failure on November 21.

The doctors attending Gogoi are said to be in constant touch with a team from the All India Insitute of Medical Sciences (AIIMS), led by Randeep Guleria. Gogoi’s condition is good and he was put on ventilation after suffering a multi-organ failure.

The 84-year-old was admitted to GMCH on November 2. He was put under invasive ventilation on Saturday night when his condition worsened. On October 25, the three-time chief minister was discharged from GMCH after two months post his treatment for COVID-19 and other post-recovery complications. He had tested positive for the coronavirus on August 25 and admitted to the GMCH the next day.

Mizo govt to introduce market chains to regulate vegetable prices

Mizoram, 23rd November: The Mizoram agriculture minister, C Lalrinsanga informed that the state government will introduce vegetable market chains to regulate the monopoly of vegetable prices in the state.

The minister said that the traders hiked the prices of vegetables at an inflated rate after purchasing them from farmers.

“The government is making all efforts to introduce vegetable market chains to control and curb the exorbitant rates set by traders,” he said.

The drafting of the rules is underway and will be reviewed and implemented in an effective manner.

The state government will also set up a society of vegetable producers under the proposed market chain. The ruling government will divide Aizawl into north and south zones.

While the north zone will be looked after by the Mizoram State Cooperative Marketing and Consumers’ Federation (MIZOFED), the southern zone by Mizoram State Agriculture, Horticulture, and Marketing Cooperative Federation (MAHFED).

The two PSUs along with the state government will also monitor the fixing of prices and provide all support to vegetable producers.

SC seeks status report from Assam over Covid-19 situation

Assam, 23rd November: The Supreme Court on Monday expressed grave concerns over the spike in Covid-19 cases across the country in November. It has also asked the governments of Assam, Delhi, Maharashtra, and Gujarat to file status reports on the Covid-19 situation in the respective states.

A three-judge bench headed by Justice Ashok Bhushan said, “The Covid-19 situation is likely to grow grim in the coming months. We are of the opinion that all states must be prepared for the coming months.”

The bench was hearing a suo moto petition of the management of medical care given to Covid-19 patients and the manner of treating bodies with dignity after certain news reports showed bodies lying unattended in the hospital.

The Court has asked all states, especially Delhi, Gujarat, Maharashtra, and Assam to file a status report on the current position of Covid-19 cases, facilities provided in hospitals, and preparedness to deal with a spike of cases in coming months.

The responses have to be filed before the next date of hearing fixed for Friday.

Night curfew extended in Meghalaya’s East Khasi Hills

Meghalaya, 23rd November: In view of the ongoing COVID-19 crisis, the administration of Meghalaya’s East Khasi Hills has extended the night curfew in the district till November 30 from 11 pm to 5 am each day.

“Given the prevailing situation concerning COVID-19 in the state and to put in place preventive and mitigation measures so the pandemic of COVID-19 is contained, reduced and eliminated in East Khasi Hills District and Meghalaya, the District Magistrate, East Khasi Hills District in an order issued on 21st November 2020 under Section 144 CrPC read together with Regulation 3 of the Meghalaya Epidemic Diseases, COVID-19 Regulations, 2020 has promulgated night curfew in East Khasi Hills District with effect from 23rd November 2020 up to 30th November 2020 only for timings falling between 11:00 PM to 5:00 AM each day,” an official order read.

It has been informed that the order will not apply to medical teams and officials on COVID-19 duty, police, security and armed forces, Civil Defence and Home Guard volunteers, wholesale and retail pharmacies, Fire and Emergency service, MeECL, NEEPCO and Power Grid, FCI vehicles, officers and staff of corona care centers, press, print and electronic, Information and Public Relations Department, National Highways & Infrastructure Development Corporation Ltd, Shillong Municipal Board, and Telecom service.

“These services shall strictly comply with all protocols and procedures including social distancing, limiting of field staff to the barest minimum and other advisories of Government in the Health and Family Welfare Department, without fail,” it added.

The movement of vehicles carrying essential goods, security forces, medical equipment, and shops for the repair of trucks on highways shall also be exempted.

However, drivers and attendants of the vehicles shall be subject to medical screening as per laid down protocols.

Curfew passes for timings falling between 11:00 PM to 5:00 AM with effect from 23rd November 2020 up to 30th November 2020 can be obtained via online application at eastkhasihills.gov.in.

In another order, the administration has prohibited any assembly or gathering without due permission in all of East Khasi Hills District with effect from 23rd November 2020 up to 30th November 2020 for timings falling between 5:00 AM to 11:00 PM.
