Jan Andolan Campaign on COVID-19 launched by I&PR Department

Mizoram, 19th November: As a part of the Jan Andolan Campaign for COVID-19 has been launched by Prime Minister Narendra Modi, the Information & Public Relations Department, Government of Mizoram launched 72 short messages on social media for COVID-19 Appropriate Behaviour along with the celebrities roped in for the Jan Andolan Campaign.

These messages have been recorded in all the languages spoken in the state – Mizo, Lai, Mara, Hmar, Paite, Nepali, Bru, and Chakma. Social media influencers, singers, artists, sportspersons, athletes, and footballers had been roped for the Social Media campaign. They posted these messages on their social media accounts at 9 AM this morning.

The Department has been at the forefront of publicity and awareness on COVID-19 since the onset of the pandemic in the state. The social media accounts of the department are the most followed compared to the social media accounts of Information and Public Relations Departments of other North-Eastern states.

The daily updates and bulletins on COVID-19 that the Department releases are the most shared and forwarded posts over various social media platforms.

The talk shows produced by the Department where not just medical professionals but stakeholders from various organizations and bodies discuss COVID-19 mitigation, containment, prevention, SOPs and also inform and educate the public about the pandemic are very popular and effective tools at disseminating awareness about COVID-19.

The concerted efforts of the government, NGOs, and civil society including the Local Level Task Forces/Village Level Task Forces who in fact COVID-19 warriors at the community level in the fight against COVID-19 have paid dividends.

The Jan Andolan Campaign on social media focuses on simple things such as hand hygiene, social distancing, adherence to SOPs and government directives, and calling helplines to prevent COVID-19 spread.

Cachar DC Keerthi Jalli trudges deep inside Assam Mizoram inter-state border

Assam, 19th November: Deputy Commissioner, Cachar, Keerthi Jalli along with Divisional Forest Officer, Sunnydeo Choudhury, Range Forest Officer, Dholai, Dibyajyoti Deori, and other forest staff trudged along deep inside the Aitlang Khal area along the interstate Assam-Mizoram border to take stock of the situation.

Deputy Commissioner interacted with the local people of the region who told her that few Mizo people have visited the area in the last few days. They informed the Deputy Commissioner that Mizo miscreants have removed the forest boundary pillars at the Aitlang area.

After the Assam-Mizoram border inspection, the team returned to Dholai through the Jamirkhal area. The team traveled for about 25 km on foot for eight hours. It was decided to beef up security at the border area as the miscreants have already demolished two school buildings inside Assam’s boundary.

The border pillar is a legal entity for demarcation between the two states. As per sources, the border pillars had been earlier removed in the area. The Assam government is mulling to reconstruct another border pillar.

The team has found the situation of the border to be under control. However, in the same area, two schools were blasted in the past. The removal of the border pillar might be indicative of the prevailing situation.

Manipur CM Biren Singh thanks to the people praying for good health

Manipur, 19th November: Manipur CM N. Biren Singh pays gratitude to the people who are holding prayer ceremonies for the speedy recovery of the CM. Singh was tested positive for coronavirus on Sunday after several politicians posted “get well soon” wishes on Twitter and prayed for his speedy recovery.

CM wrote on the tweet, “I extend my heartfelt gratitude to everyone in Luwangsangbam Mamang, Imphal for holding this prayer ceremony for my speedy recovery. I’m truly blessed and honoured. Folded hands.”

 

Many People and organizations have seen praying for the speedy recovery of the CM. Moyon Naga Council prays for the early recovery for the good health of CM N Biren Singh on Tuesday.

Manipur CM shared the glimpse of the people praying for his speedy recovery in every part of the state.

 

Not only the residents of Manipur but the politicians also came forward and wishing for his speedy recovery. Union Railways Minister Piyush Goyal, Assam Chief Minister Sarbananda Sonowal, and other Bharatiya Janata Party leaders tweeted.

The Shillong Times editor Patricia Mukhim resigns from Editors Guild of India

Shillong, 18th November: Editor of The Shillong Times Patricia Mukhim on Tuesday resigned as a member of the Editors Guild of India (EGI) in protest against what she called, the organization’s “complete silence” on the recent High Court ruling which refused to quash an FIR against her and held her guilty of creating communal disharmony through her Facebook post in July.

The veteran journalist, who is known for her vocal stand on many issues, said the Guild was silent about her case, while it issued statements condemning the arrest of non-member Arnab Goswami whose arrest was not even on grounds of journalistic pursuits.

On November 10, the single bench judge of Meghalaya High Court in his ruling found Ms. Mukhim guilty of creating communal disharmony a crime under Section 153 CrPC and refused to quash an FIR filed by the Lawsohtun Dorbar Shnong (a traditional institution).

“Now that Deepavali is done and dusted and things are back to business as usual, I wish to convey to you and all the members of this much-revered league of editors of the most prestigious publications in this country that I now wish to resign from its membership. Kindly, therefore, accept my resignation on November 16, 2020,” the Padmashree awardee said in a letter addressed to EGI president Seema Mustafa.

“I had shared this High Court order with the Guild hoping that it would at least give out a statement condemning the order but there was and has been complete silence from the executive. Ironically, the Guild responded with alacrity and issued a statement condemning Arnab Goswami’s arrest (a non-member), not on grounds of journalistic pursuits but on abetment to suicide case,” Patricia Mukhim said. There was no immediate reaction from the Guild.

AAPSU demands postponement of panchayat and municipality elections

Arunachal Pradesh, 18th November: All Arunachal Pradesh Students’ Union (AAPSU) along with other political party leaders urged the State Election Commission’s of Arunachal to postpone local panchayat and municipality elections scheduled on 22 December.

Aapsu strongly condemns the state election Commission which hastily announced the panchayat and municipality elections amid a pandemic scenario.

Urging the SEC to reconsider its decision, the students’ union served a two-day ultimatum and demanded a response, stating that failing to respond would invite a serious democratic movement for what it’s termed “restoring the indigenous rights.”

AAPSU president Hawa Bagang said, “The health department also issued an advisory, considering the surge in Covid-19 cases and the state’s health infrastructure, that holding local bodies.”

Union claimed that there was no public notice or circular issued regarding the existing electoral roll prior to the announcement of local bodies’ election. No hearing on addition and deletion of voters list was conducted and final electoral roll was published only on 11 November 2020.

The apex students union further no opportunity was given to the public for claims and objection and correction of the voter list.

Stating that the Panchayat election is done on the basis of the recommendation of Dying Ering Recommendation 1965, however, there was a gross mistake by including temporary settlers of Arunachal in the Panchayat election in Vijoynagar, given the right as Indigenous tribes.

AAPSU urged the commission for early correction. It stated that non-indigenous settlers of Vijoynagar were settled with the specific conditions of territorial integration of India in the 1960s and their land lease agreement of the Vijoynagar area settlers ended in 2020 and there is no question of extending the settlers the rights of participation in the Panchayat election.

Arunachal cannot be compared to any other states where elections are held amid covid pandemic. The health infrastructure of the state is very poor and if elections are conducted now so it is high chances of spreading the virus in the interior villages where road connectivity is not that good.

Ahead of LADC polls, training of polling officials conducted at Lawngtlai

Mizoram, 18th November: Training of Presiding Officers (PROs) and 1st & 2nd Polling Officers for the upcoming Member of District Council (MDC) under the Lai Autonomous District Council (LADC) polls which is going to held on 4th December 2020 commenced today at Govt Region Higher Secondary School, Lawngtlai.

A total of 478 polling officials are appointed to man 111 polling stations within the LADC area. Training is scheduled in phase with limited numbers of trainees at a time given the ongoing COVID-19 pandemic.

Sector officers’ briefing was also held today at DC’s Conference Hall in which briefing on important matters was carried out by District Election Officer Dr. Andrew H. Vanlaldika and Election Officer Pu Lalneihthanga Colney along with a hands-on demonstration on Electronic Voting Machine (EVM).

The entire LADC area is divided into 19 sectors covering all 25 MDC Constituencies. Each sector is assigned to 1 sector officer, above which 4 additional sector officers are put on reserve.

All officials appointed for duty in the LADC MDC polls had first to undergo testing for COVID-19 before being allowed to attend the training.

India shocked by China’s move, Modi shies away from Beijing-dominated RCEP

New Delhi, 18th November: India has decided not to join the Regional Comprehensive Economic Partnership, a Beijing-dominated RCEP. This decision of Prime Minister Narendra Modi surprised everyone.

The Modi government says that it has been decided not to join RCEP due to the interest of the country. The Indian government has clearly stated that concern was expressed about some aspects of RCEP. Some of its provisions were unclear. Prime Minister Narendra Modi described it as the decision to voice his soul.

There are 4 main reasons behind the voice of this soul of PM Modi

  • Severe impact on India’s domestic product: Pro. Harsh Pant says that joining RCEP could have become a major problem especially for small traders in India. This agreement would have disastrous consequences. After this agreement, prices of coconut, black pepper, rubber, wheat, and oilseeds were in danger of falling. Due to this, the business of small traders was in danger of collapsing. India’s milk industry would collapse due to the import of milk powder from New Zealand.
  • China becomes a big factor: Pro. Harsh says that India’s experience with free trade agreements has not been good already. India would have done more imports and fewer exports from countries where India would be involved in RCEP. The position of RCEP India, dominated and supported by China, is not comfortable. India’s trade deficit with China is higher than before and exports are lower. In such a situation, India’s situation may worsen. Prof. Pant says that China is stronger financially. Its reach in East Asian countries is more than India. China will obviously benefit more in this situation. He said that India does not have that kind of economic relationship in East Asian countries. India is taking initiative in this direction, while China already has better access to those countries.
  • Government of India policy of self-sufficiency: It is also being argued that the decision has been taken to make India self-reliant and to make the domestic market safer and more robust than the outside world. India is shocked to find that the cheaper Chinese are not easily available everywhere in Indian markets. This may pose a threat to Indian small scale industries. By joining it, the policy of self-sufficiency announced by the Government of India in May this year will not prove effective.
  • Business organizations also protested: Apart from this, the farmers and business organizations of the country are also opposing it. He also argues that if India joins the RCEP, it will make the farmers and small traders poor. For small traders, this can be a matter of crisis. Amul Dairy also opposed this. Politics had started in the country regarding this. It was opposed on many fronts.

TMC opens backdoor talks with Suvendu Adhikari

West Bengal, 18th November: A Trinamul Congress leader from Tamluk Municilaplity of Purba Medinipur district called on Bengal transport minister Suvendu Adhikari amid murmurs that the meeting was held to break the ice with the 49-year-old who has been making his discontent with the party leadership clear for the past few months.

Suvendu’s comments and his prolonged absence from cabinet meetings and party programs since May have fueled speculation that he is all set to chart a different political path for himself.

As per the conversation between the two, it is clear that Suvendu asks the leader to stay with TMC and fight for the party.

“Just stay silent for a few days. I am not disturbing the party. I just want to say that trust me and be clear. It will be your choice where you want to stay. We will stay with the symbol, say this on the local store to spread the news. We can’t talk about the party. I hold a post at the party. I have an MP at my house. You have to think about the family as well. I might stay anywhere but I have to respect Didi at any cost. Didi will always be Didi. She is serving the nation for 40 years,” said Suvendu overall.

The attempts to retain Suvendu amid intense speculation over his joining the BJP or floating a new platform aligned to the NDA are increasingly becoming a crucial consideration for Trinamul, as discordant voices from the party are now emerging in the public space.

The minister said that he always respect Didi (CM Mamata Banerjee) as she is the reason for his success in politics.

“Join the party in 1999 and has been the MLA since 2001, 2 MLAs in 2006, 2 MPs in 2008 where will you get all these? That is what I want to say that we have reached this position just because of Didi. We are trying our best. We have decided everything in the meeting held in Nandigram. Now if Mamata didi stands from Nandigram then everyone will join her. You are the MP of an area, so think who will look at the area after Amphan. It is your responsibility to look after,” Adhikari added.

He also asks the Tamluk leader to spread the news that no one is against the symbol.

Suvendu Adhikari said “Just forget about the job. Suddenly, they ask Milan to handle Haldia. Milan sent people to jail whoever doesn’t listen to him. We don’t want all these. I am here at the party for so many years. You answer them that ‘Dada is there with Didi.’ Everyone has to stand together.”

Suvendu did not stay to meet Kishor, who paid a visit to the Adhikari residence in Contai on November 13. The strategist spoke to Sisir Adhikari, the 79-year-old patriarch of the political family.

Longest Bridge over Brahmaputra to reduce distance between Assam and Meghalaya by 203 Kms

Meghalaya, 18th November: The distance between the two neighboring states of Assam and Meghalaya will be reduced by 203 km, as India’s longest bridge over the Brahmaputra river will be built by construction giant Larsen & Toubro (L&T).

National Highways and Infrastructure Development Corporation said that infrastructure sector heavyweight Larsen & Toubro (L&T) has emerged as the lowest bidder for the building of the Rs 3,200 crore 18-kilometre-long strategic bridge.

The four-lane bridge would run over the Brahmaputra River on the National Highway 127 B from Dhubri to Phulbari. It would reduce the distance between the two areas by about 203 kilometers, greatly shortening the travel time.

The project also reflects continuing engagement between India and Japan to develop and invest in the North East States, as it is being financed by Japan International Cooperation Agency (JICA), which is also financing the over 500-km long bullet train project between Mumbai and Ahmedabad.

Govt advises for takeaway food in weddings, no handshakes

Nagaland, 18th November: The Directorate of Health and Family Welfare advised to arrange takeaway food packages and avoid handshakes for events such as weddings and other social events to prevent transmission of COVID-19.

While the advisory encouraged the use of digital platforms to minimize contact, it listed out a set of specifications to be followed before and after the events.

Advisory for Wedding, Marriage and Social Events on Takeaway food:

Before the event:

  • The wedding/marriage/event should be planned to keep in mind full compliance with the SOPs which have been issued from time to time for preventing the spread of COVID-19.
  • The event should be held preferably in an open space, or a well-ventilated hall.
  • The event is held in a closed place/indoor should be limited to half the sitting capacity or 100 people, whichever is less.
  • If held in an open space, the invitees should be staggered or limited to allow adequate physical distancing at the venue.
  • The invitation to the wedding ceremony and reception may be staggered to avoid crowding. The wedding ceremony and reception invitations should indicate the time slot for the respective invitees.
  • COVID-19 safety precautions concerning the mandatory wearing of a mask and maintaining physical distance at the venue should be printed on the invitation card.
  • A handwashing facility or hand sanitizers should be arranged at the entry/exit. Extra masks should be arranged by organizers for those who may come without a mask.
  • Use of digital platforms may be optimally used to minimize contact, such as video live streaming, e-card invitation, online account transfer of wedding gift, etc.
  • People aged 60 years and above, children below 10 years, people with other co-morbid conditions, pregnant women, immuno-compromised persons, and people with symptoms such as fever and/or cough should not attend the wedding or reception.
  • As far as possible, takeaway food packages may be encouraged.
  • Adequate facilities should be arranged to avoid crowding and ensure physical distancing at the following points: entry and exit points, hand washing points, toilets, gift reception, serving tables, dining tables, etc.
  • Proper signage/information should be displayed to encourage COVID appropriate behavior. Adequate social distancing measures should be put in place through the use of chalk marks, tape, floor stickers, signs, furniture, etc.
  • No weddings or social events shall be allowed in the containment zone, and any person from a declared containment zone should refrain from attending such events.
  • The organization of the wedding and/or reception should be informed to the local police/ administrative authorities well in advance as notified by the District Task Force. The District Task Force shall ensure that the arrangements are inspected by a representative of the District Task Force and are found to be satisfactory.

At the time of the event:

  • Volunteers/Stewards should ensure that all guests wear masks and sanitize their hands while entering the venue. Masks may be handed to those who come without a mask. They should also ensure that the seating arrangement is not changed/moved which may compromise social distancing. They will monitor that all safety protocols are followed throughout the event.
  • The windows and doors should be opened for better natural ventilation for events held indoors. The use of ACs should be avoided.
  • The organizers will be responsible for maintaining the guests/attendees/workers list with contact numbers, which should be made available to the District Task Force representatives if required later on for contact tracing.
  • The guests should be encouraged to enter the venue in small batches maintaining an adequate physical distance. They may assess the situation from outside before entering the venue so that crowding is avoided.
  • Shaking hands should be avoided and removing of mask for photo session may be avoided as far as possible.
  • Frequently touched surfaces should be sanitized periodically with 1% Sodium Hypochlorite solution. Surfaces susceptible to corrosion should be sanitized with 70% alcohol disinfectant.
  • Volunteers and workers at the gift reception counter and serving tables should also wear gloves and maintain strict hygiene along with gloves.
  • Spitting is prohibited in public places and the same should be ensured.
  • Wastes should be disposed of safely using gloves and disinfectants.
  • Prolonged socializing or leisurely gathering after the event or post-marriage celebration/partying should be strictly avoided.
