142 people die due to flood and COVID19 in Assam, a big challenge for the government to deal with both

Guwahati, July 20: Assam is now fighting with both COVID19 and floods, which together have so far claimed 142 lives.

85 people have lost their lives due to floods while 57 others died due to COVID-19 in the state.

The state has so far registered nearly 24,000 positive cases for COVID-19.

On the other hand, the flood havoc is continued in Assam as over 25 lakh people of 24 districts are still affected in the current spate of flood.

Many people in the state have faced hardships due to both COVID-19 and floods and many of them are facing food crisis also.

This year, Assam hits by the devastating flood third times within two months.

Over 54 lakh people of 30 districts out of 33 districts of the state have been affected in this year’s flood so far.

According to the Assam State Disaster Management (ASDMA) authority, nearly 51,000 people are currently taking shelter at 302 relief camps set up by the administration in the flood-hit districts, but thousands of other people are living on roads, embankments after the floodwaters entered their homes.

The government is appealing the people to maintain social distancing norms to curb the spread of the novel Coronavirus (COVID-19), but the reality is far different.

Social distancing norms have not been followed at the relief camps or on roads where the flood victims are being forced to live.

Hundreds of flood-affected people are being forced to live within a compact area.

Now it has become a big challenge for the state government to deal with both flood and COVID-19.

Torrential and Incessant rainfall for the past two days have triggered flash floods from the Poma river in the Arunachal, Itanagar Capital Complex.

The heavy rainfall has resulted in widespread floods in the entire Capital Complex region and has resulted in a massive loss to private and public property.

National Highways, State and colony roads are all damaged and destroyed due to the flash floods. 

Due to the floods, scores of houses have been damaged in Yagamsonallah rendering several people homeless.

A rapid increase in the danger level of the Poma river has left residents living near the river basin in absolute fear.

According to the locals, the river changed its course and diverted towards the colony, submerging most of the residences in the area at midnight on Saturday.

The district administration has assessed the damage and loss of properties in the region due to the floods. Relief camps have been set up for people living in river basins in government schools.

“The district administration has arranged for 2 relief camps. Gyan Ganga school in Itanagar and Kankarnallah H.S school in Naharlagun.” Said Bage Kamsi, the Youth President of the National People’s  Party, Arunachal unit.

The India Meteorological Department had warned of heavy rainfall in the state. It said in a tweet, “Isolated Extremely heavy falls also very likely over Sub-Himalayan West Bengal & Sikkim and Assam & Meghalaya during 19th- 21st July and over Arunachal Pradesh during 19th-20th July.“

Kamsi added, “The India Meteorological Department has informed that there is going to be heavy rainfall for the coming 2-3 days. This is my request to the people living in landslide zones and besides brooks to shift to their relatives’ house for a few days. Such a warning order has been issued by the Indian Meteorological department.”

Although floods and landslides due to heavy rainfall had been continuing in the state for quite some time, the recent flash floods in Itanagar have become a cause of concern for the people in the region.

Guwahati, July 20: Given a sharp spike in the numbers of COVID-19 positive cases in the state, the Assam government has started an extensive campaign to encourage plasma bank donations in the state.

A plasma bank in Guwahati has already started and the plasma therapy has been administered to the COVID-19 patients at Guwahati Medical College Hospital, Mahendra Mohan Choudhury Hospital.

The state government will set up six more plasma collection centres at Silchar, Diphu, Dibrugarh, Tezpur, Barpeta and Jorhat.

On the other hand, despite the old age, two 80 plus aged women of Assam have now become a source of inspiration for other COVID-19 patients by defeating the deadly virus.

First cleanest Belona village of Assam is submerged under the floodwaters from the Pahumara river as the monsoon floods have created devastating effects in more than 28 districts of the state.

As a local villager informed, “Belona village is facing severe water shortages. The village will have to be reconstructed. This is a severe distress situation. Food items are deficient. We have no food to give to the animals. Everything has gone underwater.“

Belona village, located in Bajali sub-division of Assam’s Barpeta district was recognized as the state’s first ‘Clean and Green’ village early in October last year.

The title had brought the village great praise from Prime Minister Narendra Modi who had congratulated the village and Assam government on 8th October in a tweet which said, “Very good! Cleanliness powered by community initiatives is always wonderful to see. Congratulations to everyone who has worked on this Swachhata effort.“

However, the recent deluge from the Pahumara river in the region has devoured Belona and nearby villages. Pathshala village, also located in the same district which was praised by the Prime Minister earlier this year for being recognised as a new clean village in the state has also gone under river water.

BJP district president, Nagen Chaudhury said, “I have already got in touch with helping hands. I will arrange for food items for the people residing in the area. I will try and reconstruct the village back to its old form as soon as the water recedes.“

The Assam floods have had devastating effects in over 28 districts and on the lives of more than 33 lakh individuals claiming several lives and causing huge damage to property.

As community transmission of Covid-19 continue to surge in the state, the Arunachal Pradesh state government has extended its lockdown tenure in the Itanagar Capital Complex region for another two weeks.

The state’s Chief Secretary, Naresh Kumar informed that the lockdown in Arunachal capital has been extended till 5 am of August 3rd.

“The decision to extend the lockdown was taken to contain the local transmission of Covid-19.“, as Naresh Kumar reasoned.

An alarming rise in the number of COVID positive patients in the region had led the government to enforce this decision on the ICR  250 new Covid-19 positive cases were reported in the ICR in the past two weeks.

Naresh Kumar mentioned that 20 state teams headed by a Medical Officer will operate in the capital region for surveillance and contact tracing. These teams will carry out vehement “antigen tests for not only the primary and secondary contacts of COVID positive patients, but also vulnerable sections of the society, and random also.” Informed Naresh Kumar. A large number of antigen tests will be conducted to contain the spread of the disease.

Each team will be appointed in each of the 20 wards in the capital complex region. These teams will also comprise supporting technicians, sanitation staff and data entry operators who will be working in the field in the period of extended lockdown.

Anyone entering the state of Arunachal Pradesh will have to undergo antigen tests at the entry point conducted by the state government. Even though the movement of essential commodities will be allowed in the region, the same rule applies to people working in this sector as well. Only if their test reports yield a negative result, will they be allowed inside the state

“As the ICMR has mentioned that if the antigen test is negative we can freely assume that the person is free from Covid-19. So, only after taking their antigen tests, we will allow their entry into the state of Arunachal Pradesh,” said Naresh Kumar.

Besides the employees working in the essential services, members of the DRO, GREFF, and Paramilitary forces will also have to undergo the antigen tests. They will be allowed to work within the state provided that their test results are negative.

Guwahati, July 19: Assam government has constituted a one-man commission to probe into the allegations made against coal mining at Dehing Patkai Wildlife Sanctuary.

Assam Chief Minister Sarbananda Sonowal on Saturday ordered the judicial inquiry and retired Justice of Gauhati High Court Justice Brajendra Prasad Kataki is entrusted with the responsibility to conduct the inquiry.

Several PILs were filed at Gauhati High Court in which allegations were raised on legal and illegal mining of coal at the Wildlife Sanctuary.

As per a report published by the Department of Social Welfare, Government of Meghalaya, drug abuse is a major problem faced by the state. Immense drug abuse leads to unwanted ramifications in the growth and development of the state, the worst affected being women and children.

“The Department of Social Welfare Meghalaya supported a State Study conducted by North East India Drugs and AIDS Care (NEIDAC) in 2008-2009; this study revealed a huge increase in the number of drug users in the State, reaching a total of 17833 (this figure excludes alcohol users). Terming the disease of addiction as complex and vexing, the Study showed that drug addiction in the State is nor limited to a certain population or community but crosses all cultures, socio-economic level, gender and ages.” The report stated.

It further mentioned, “The study conducted by NEIDAC – Social Welfare indicated that treatment works and will in a large way address the consequences of addiction, especially criminal related activity, and infection with diseases like HIV/AIDS. Education about drug abuse prevention is much needed so society is informed and can deal with the issue more comprehensively.”
