1. Ravi Kota was appointed as the new Chief Secretary of Assam in a major bureaucratic reshuffle.
2. The decision comes despite the extension of the current Chief Secretary Pawan Kumar Borthakur’s tenure.
3. Kota will assume office on March 31, succeeding Borthakur.


Guwahati, Jan 17: In a significant bureaucratic shuffle within the Assam government, Ravi Kota is slated to become the new Chief Secretary of the state.

This decision comes despite the extension of the current Chief Secretary Pawan Kumar Borthakur’s tenure for an additional three months in December 2023.

Ravi Kota will assume office as the Chief Secretary to the Government of Assam, effective from the superannuation date of Paban Kumar Borthakur on March 31.

Additionally, Ravi Kota has been transferred and appointed substantively as the Additional Chief Secretary to the Government of Assam in the Industries, Commerce & Public Enterprises Department.

He will also hold the additional charge of Additional Chief Secretary to the Government of Assam in the Finance Department and will serve as the OSD to the Government of Assam in the Office of Chief Secretary, Assam.

Earlier, in September of the previous year, Ravi Kota was appointed as the Additional Chief Secretary for the Home & Political Department, which includes Passport and Prisons.

The bureaucratic reshuffle extends to various top officials within the Assam government.

Ravi Shankar Prasad, holding the position of Additional Chief Secretary for Environment & Forest, Soil Conservation Departments, Director General of Assam Administrative Staff College, and Chairman of Assam Administrative Tribunal, has been designated as the Special Chief Secretary to the Government of Assam for Environment & Forest, Soil Conservation Departments.

He will continue to handle the additional responsibilities of Director General, Assam Administrative Staff College, Chairman, Assam Administrative Tribunal, and Principal Resident Commissioner, Assam Bhawan, New Delhi.

Syedain Abbasi, serving as the Additional Chief Secretary to the Government of Assam for Public Health Engineering, Water Resources, Irrigation, and Information Technology Departments, along with the role of Resident Representative, Government of Assam, New Delhi, has been appointed as the Special Chief Secretary to the Government of Assam for Public Health Engineering, Water Resources, Irrigation, and Information Technology Departments. He will also hold the charge of Resident Representative, Government of Assam, New Delhi, and serve as the Chairman of APDCL.

Dr. Ashish Kumar Bhutani, holding the position of Additional Chief Secretary to the Government of Assam for Agriculture, Transformation & Development Departments, Agriculture Production Commissioner, Assam, and Chairman of State Level Recruitment Commission for class-III, along with the Chairman of ARIAS Society, has been designated as the Special Chief Secretary to the Government of Assam for Agriculture, Transformation & Development Departments.

He will retain his responsibilities as Agriculture Production Commissioner, Assam, Chairman of State Level Recruitment Commission for class-III, and Chairman of ARIAS Society.

Kailash Chand Samria, the Chairman of the Board of Revenue, has been appointed as the Additional Chief Secretary to the Government of Assam for the Fishery Department.

Avinash Purushottam Das Joshi, previously serving as the Additional Chief Secretary to the Government of Assam for General Administration, Health and Family Welfare Departments, and Additional Principal Resident Commissioner, Assam Bhawan, New Delhi, has been transferred and posted as the Additional Chief Secretary to the Government of Assam for the Home & Political Department.

He will continue to serve as the Additional Principal Resident Commissioner, Assam Bhawan, New Delhi.

Dr. Krishna Kumar Dwivedi, functioning as the Principal Secretary to the Government of Assam for Personnel and Power (E) Departments, along with the Chairman of APDCL (additional charge), has been transferred and posted as the Principal Secretary to the Hon’ble Chief Minister, Assam, and Principal Secretary to the Government of Assam for the Power (F) Department (additional charge).

On his return from Central Deputation, Dr. Patibandla Ashok Babu will take charge as the Commissioner & Secretary to the Government of Assam for the Health & Family Welfare Department.

M.S. Manivannan, holding the position of Commissioner & Secretary to the Government of Assam for General Administration, Irrigation Departments, and CEO of SITA, along with being the Resident Commissioner, Assam Bhawan, New Delhi (additional charge), has been appointed as the Commissioner & Secretary to the Government of Assam for the Personnel Department (additional charge).

Akash Deep, serving as the Principal Secretary cum Chief Executive Officer of Bodoland Territorial Region, Kokrajhar, Assam, and PD of ARIAS, has been relieved of the additional charge of PD, ARIAS.

Rakesh Kumar, the MD of APDCL and Commissioner & Secretary to the Government of Assam for Fishery and Excise Departments, along with the Chairman of APGCL and Commissioner of Excise, Assam (additional charge), has been relieved of the additional charge of Commissioner of Excise, Assam.

On his return from Central Deputation, Virendra Mittal was posted as the Commissioner & Secretary to the Government of Assam for Social Justice & Empowerment, Irrigation Departments, and PD of ARIAS (additional charge).

Biswajit Pegu, previously serving as the Secretary to the Government of Assam for Social Justice & Empowerment and Home & Political Departments (additional charge), has been transferred and posted as the Secretary to the Government of Assam for the Home & Political Department.

Jitu Doley, the Secretary to the Government of Assam for the Finance Department, has also been posted as the Commissioner of Excise (additional charge).
