1. Former Chief Executive Member (CEM) and 7 ex-Executive Members (EMs) of Chakma Autonomous District Council (CADC) convicted for funds misappropriation.
2. The Special Court (PC Act) in Aizawl delivered the verdict on Wednesday.
3. Convictions under sections of the Prevention of Corruption Act and Indian Penal Code.


Aizawl, Dec 20: Special Court (PC Act) in Aizawl convicted a former chief executive member (CEM) and 7 other former executive members (EMs) of the Chakma Autonomous District Council (CADC) on Wednesday in the case of misappropriation of funds.

The Special Judge HTC Lalrinchhana convicted the 8 persons under section 13 (2) read with 13 (1) (a) of the Prevention of Corruption Act, 1988 read with 120 B of the Indian Penal Code (IPC) and also convicted under section 409 read with 120B of IPC.

Lalrinchhana remanded the eight convicted persons and sent them to the Central jail from where they will be produced on Thursday for a sentencing hearing.

However, the main accused in the case, former CEM of CADC Buddha Lila Chakma was not convicted due to his demise on October 10, 2023.

Those 8 convicted persons are – Shanti Jiban Chakma, HiranandTongchangya, Sanjeev Chakma, Mrs. Kusum Lota Chakma, Onish Moy Chakma, Buban Kumar Chakma, Mohan Chakma and Anil Kanti Chakma.

Buddha Lila Chakma was elected as an independent member of the 7th CADC in an election held on 14.2.2003 from the Vaseitlang constituency. However, he was disqualified by Gokul Chandra Chakma, the then Chairman of CADC from his membership of the CADC on the ground of defection on February 27, 2003.

BL Chakma appealed his disqualification in Gauhati High Court and the court passed an Order on May 7, 2008, by setting aside and quashing the disqualification while directing the CADC authority to pay remuneration with all benefits to him.

The total salary with benefits for the Buddha Lila Chakma during his disqualification period was worked out as Rs 14,03,494.

However, the total amount given to Buddha Lila Chakma with the approval of the then Executive Committee of the CADC headed by the then CEM Shanti Jiban Chakma was Rs 63,34,914 which included his claim for compensation for being disqualified.

All the accused persons Buddha Lila Chakma had committed criminal misconduct by abusing their official position as EMs of CADC in respect of the corrupted amount, swindled by the late Buddha Lila Chakma at Rs. 49,31,420 under criminal conspiracy, the court ruled.
