Guwahati, June 26: Assam Director General of Police (DGP) GP Singh has ordered an investigation into allegations that three officers from the Basistha police assaulted a young man, resulting in a broken leg during a nighttime altercation.

The incident reportedly occurred shortly after the officers were seen bathing in the Basistha River.

Eyewitnesses claim that the officers believed to be intoxicated, attacked the youth without any provocation. The victim was left in critical condition and was immediately hospitalized for urgent medical treatment.

Reacting to the incident, DGP GP Singh took to social media platform X, stating, “An enquiry has been ordered. If true, firm lawful & departmental action would be taken. Such misdemeanour, if true, is unacceptable whatsoever may be the provocation & reason.”

Residents, outraged by the alleged police brutality, have demanded a thorough investigation.

For the second time, Om Birla has been put forward by the BJP-led National Democratic Alliance (NDA) to run for Speaker. He will compete against K. Suresh of the opposition-led INDIA bloc.

The INDIA group decided to field K. Suresh, a prominent Dalit Congress member and eight-time MP after their agreement with the NDA broke down.

Tuesday saw significant drama as the opposition abruptly changed its stance at the last minute, deciding to endorse Om Birla instead of fielding their candidate. Senior BJP leaders refused to accept the opposition’s demand for the office of Deputy Speaker, leading to this decision.

After brief discussions in Rajnath Singh’s office, Union Minister Amit Shah, JP Nadda, Rajnath Singh, and INDIA bloc’s KC Venugopal from Congress and TR Baalu from DMK could not resolve the issue. Both the NDA and the opposition maintained their positions.

Later, Lalan Singh of JD(U) and Piyush Goyal of BJP accused the opposition of using pressure tactics.

NDA’s Proposals in Favor of Om Birla

The NDA will present up to thirteen recommendations in the Lok Sabha today supporting Om Birla, including ones from Dalit, tribal, and female leaders.

The spotlight will be on BJP members Shivraj Singh Chouhan, Amit Shah, and Nitin Gadkari, among others.

In addition to PM Modi and Rajnath Singh, who will move the first and second proposals, respectively, NDA leaders Lalan Singh of JD(U), Jitan Ram Manjhi of Hindustani Awam Morcha, Prataprao Jadhav of Shiv Sena, HD Kumaraswamy of Janata Dal (Secular), and Anupriya Patel of Apna Dal (Soneylal) will also move proposals in support of Om Birla.

Om Birla: A Strong Favorite

The INDIA group, with 233 members in the house compared to the NDA’s 293 members, faces a tough challenge in the Speaker’s race. A side requires 271 of the 542 Lok Sabha votes to win.

Additionally, seven MPs—five of whom are from the INDIA bloc—have not yet taken the oath of office and will not do so until the election of the Speaker.

Furthermore, sources said that Jagan Mohan Reddy’s YSRCP, which does not belong to any alliance, has chosen to support Om Birla.

There are four MPs from the former Andhra Chief Minister’s party in the Lok Sabha.

The electoral process will determine the fate of 523 candidates vying for 214 wards. These candidates represent 11 political parties.

Voting is taking place across 420 polling stations.

Earlier, Nagaland Chief Minister Neiphiu Rio encouraged eligible voters to participate. He posted on X, “As Nagaland participates in the ULB elections, I request all eligible voters to cast your vote. ULBs are crucial as they provide a platform for citizens’ participation in the urban management and development of our towns and cities. Best wishes for a peaceful & successful polling day.”

Nagaland has three municipal councils—Dimapur, Kohima, and Mokokchung—and 36 town councils. The last elections were held in 2004. Six of the 19 wards in Kohima, eight out of 23 wards in Dimapur, and six out of 18 wards in Mokokchung are reserved for women.

A total of 2,23,636 voters, including 1,10,115 males and 1,13,521 females, will exercise their franchise.

Meanwhile, on June 25, Commissioner of Police, Dimapur, Kevithuto Sophie, IPS, issued a prohibitory order under Section 144 of the Code of Criminal Procedure, 1973, to maintain peace and public tranquillity during the election.

The order prohibits the assembly of five or more people in public places within the jurisdiction of the mentioned councils, except within 100 meters of the polling station during the polling period.

Movement from one ward to another or from adjoining villages to Municipal/Town Council on the day of the poll is restricted.

Public meetings, processions, and any unlawful assemblies related to the election are banned.

Additionally, the expedition aimed to promote tourism in the border regions of North Bengal and Sikkim. Highlights included a journey to the scenic hills of Sikkim, visiting Nathu La and New Baba Mandir, and a tribute ceremony at the Ganju Lama War Memorial.

The expedition concluded in Gangtok, where participants interacted with Girls NCC cadets of the 3 NCC Battalion over tea. It showcased East Sikkim’s challenging terrains, emphasizing adventure and camaraderie.

The initiative underscores the women riders’ role in breaking barriers and fostering inclusivity.

Guwahati, June 25: The flood situation in Assam showed signs of improvement as major rivers receded with reduced rainfall, lowering the number of affected individuals to 1.7 lakh, according to the latest reports.

The Assam State Disaster Management Authority (ASDMA) indicated that 1,70,377 people are currently impacted by floods across Bajali, Barpeta, Cachar, Darrang, Goalpara, Kamrup, Karimganj, Nagaon, and Hojai districts.

Earlier, over two lakh people were affected across these districts on Sunday. The toll from floods, landslides, and storms this year has reached 40, including one drowning incident in Cachar on Monday.

Karimganj remains the most severely affected district with 96,440 people affected, followed by Cachar with over 52,400 and Darrang with nearly 10,802.

Although the Kushiara River in Karimganj was flowing above the danger mark, other major rivers and tributaries have shown receding levels due to decreased rainfall in the past two days.

Currently, 13,094 people are sheltering in 149 relief camps in the affected districts. Approximately 641 villages are inundated, and flooding has damaged 2,273.44 hectares of crop area statewide.

Floodwaters have also caused damage to dams, roads, bridges, and other infrastructure in most affected districts.

Tapan Kumar Deka, a 1998-batch Indian Police Service (IPS) officer from the Himachal Pradesh cadre, has been serving as the IB director. This decision reflects his commendable performance over the past two years in this critical role.

The extension aligns with Prime Minister Narendra Modi’s strategy, after his historic third term inauguration, to retain all key members of his security team, including National Security Advisor Ajit Doval.

Deka has dedicated most of his career to the Intelligence Bureau, serving as an Additional Director before being promoted to Special Director in June last year. His extensive counter-terrorism experience has been crucial in several high-profile operations.

As operations joint director, Deka played a critical role in dismantling the Indian Mujahideen’s terror network within the country and led during major incidents like the 2015–16 Pathankot air base attack and the 2019 Pulwama attack.

Nagaland Municipal Polls: Enhanced Entry Guidelines for Polling Stations

Kohima, June 25: In preparation for the 2024 Municipal/Town Council Polls, the Government of Nagaland has outlined specific guidelines for admission to polling stations, as mandated by Rule 48 of the Nagaland Municipal Election Rules 2023.

These measures aim to ensure a smooth, secure, and orderly voting process.

The Presiding Officer is instructed to permit only certain individuals into the polling station:

  1. Polling Officials: Individuals directly involved in the polling process.
  2. Public Servants on Election Duty: This category includes Election Observers, Deputy Commissioners, Sector Magistrates/Officers, and other designated officials.
  3. Authorized Persons: Those with authority letters or entry passes from the Election Commission.
  4. Candidates and Agents: Each candidate, their election agent, and one polling agent at a time.
  5. Assisting Persons: This includes a child accompanying an elector, a person assisting a blind or infirm elector, and others as specified under certain rules.

Per Rule 46 (2), if female assistance is needed for helping women electors or conducting searches, the Presiding Officer can designate a female polling official or a willing woman from the voters present.

The directive also clarifies that “Public Servants on Duty” does not include Ministers, MPs, State Ministers, Deputy Ministers, Advisors, or MLAs, as their presence requires security personnel, who are not permitted inside the polling station.

Similarly, police officers are generally not allowed unless specifically summoned by the Presiding Officer for law and order reasons.

Returning Officers must issue identity cards with photographs to contesting candidates. Presiding Officers may request these IDs for verification, and polling agents must present attested copies of their appointment letters.

Security personnel accompanying candidates, agents, or electors are not permitted inside polling stations.

Additionally, there will be separate queues for men and women voters for the Nagaland Municipal polls, with voters admitted in alternating batches to prevent crowding.

Priority will be given to persons with disabilities, senior citizens (75 years and above), and women with babies. Female assistants or MTS polling officials will be available to assist these voters if needed.

Media representatives may photograph voters outside polling stations but must have an entry pass from the State Election Commission to enter the station.

They are prohibited from photographing inside the polling station, approaching the voting compartment, or interviewing polling personnel to maintain the secrecy and integrity of the voting process.

These guidelines have been communicated to all presiding officers to ensure compliance and a seamless polling experience

New Delhi, June 24: Congress leader Rahul Gandhi on Monday sharply criticized the new National Democratic Alliance (NDA) government led by Prime Minister Narendra Modi, focusing on its performance in the first 15 days of its term.

In a post on X, Rahul Gandhi outlined a series of incidents and issues, including a tragic train accident in West Bengal and terror attacks in Jammu and Kashmir, to argue that the prime minister is “busy saving his government.”

Gandhi highlighted several problems, including the NEET-UG and UGC-NET paper leaks, the cancellation of NEET-PG exams, and rising costs of essential commodities like milk, pulses, and gas, along with toll expenses, to target the NDA government at the start of the first session of the 18th Lok Sabha.

Gandhi accused the Modi government of attacking the Constitution, vowing that the opposition would continue to apply pressure and ensure accountability.

“The attack on the Constitution by Narendra Modi and his government is not acceptable to us – and we will not allow this to happen under any circumstances,” he said.

“INDIA’s strong opposition will continue its pressure, raise the voice of the people, and will not allow the Prime Minister to escape without accountability.”

Earlier in the day, opposition leaders from the Congress-led INDIA bloc marched to the Lok Sabha holding copies of the Constitution.

When asked whether the opposition’s message was reaching the people, the former Congress president responded, “Our message is reaching the public, and no power can touch the Constitution of India. We will protect it.”
