Dzukou valley wildfire spreads to Manipur; Union Home Minister assures all help

Manipur, Jan 1: Union home minister Amit Shah inform Manipur chief minister N Biren Sigh to provide all assistance from the Centre to contain the wildfire which broke out on Tuesday in Dzukou Range in neighbouring Nagaland and has spread to the Senapati district of the state.

Sharing the latest development, CM Biren Singh on Friday tweeted, “Just received a call from Hon’ble Union Home Minister Shri @AmitShah Ji to assess and discuss the situation about the wildfire at Dzukou valley.”

“Amit Shah Ji has assured all the necessary assistance from the Home Ministry to contain the situation at earliest,” CM Biren added.

On Thursday, the CM, accompanied by state chief Secretary Dr Rajesh Kumar, DGP Manipur LM Khaute and Deputy Commissioner Th Kirankumar of Senapati district conducted an aerial survey to take stock of the situation.

The Manipur government had also requested the National Disaster Response Force to provide assistance in containing the situation and had also requisitioned the Army and the Assam Rifles to assist firefighters in extinguishing the wildfire.

The fire broke out in the Dzukou Range in Nagaland on Tuesday and crossed over to the Manipur side on Thursday morning, the people familiar with the development said. Dzukou is a valley located at the borders of Nagaland and Manipur and is a popular trekking destination.

Firefighters, forest department personnel and volunteers from the Mao area have reached the area and are trying to douse the blaze said, officials.

All states to begin vaccine dry run by January 2

COVID Vaccine, Dec 31: After conducting a dry run of vaccination in Assam, Andhra Pradesh, Punjab, and Gujarat on December 28 and 29, the centre has now planned to start a dry run for the Covid vaccine in all states from January 2. Some states will also include districts that are situated in difficult terrain or have poor logistical support.

Union Health Secretary holds a high-level meeting with the authority of all states and Union Territories. This is the second dry run being conducted in the country — the first was held on December 28 and 29 in four states and had gone off without a hitch.

The dry run will happen at selective places in each state, sources said. The process, in which participants receive dummy COVID-19 vaccines are meant to test the mechanisms and reveal possible gaps in the system ahead of the actual vaccination drive.

The health ministry on Tuesday said that the two-day mock drill showed India is ready to start inoculation.

“All the four participating states are satisfied with systems put in place for COVID-19 vaccination process,” stated by the Health Ministry.

The countrywide dry run comes amid anticipation of a launch of a vaccine in the New Year. Today, the country’s Drugs Controller General Dr VG Somani said, “Probably we will have a new year with something in hand“.

The assurance came ahead of a crucial meeting of the expert panel on emergency use vaccine authorization set for tomorrow. The panel is examining applications from three firms – the Serum Institute of India, Bharat Biotech and Pfizer.

Of these, the ‘Covishield‘ — developed by Oxford University and Pharma major AstraZeneca – that’s being manufactured by Serum Institute is seen as a frontrunner.

Pfizer is yet to present its data to the regulator and the indigenous applicant, Bharat Biotech, which is partnering with the Indian Council of Medical Research (ICMR) for its ‘Covaxin‘, has not completed recruitment for its Phase 3 trial.

Assam govt extends the validity of important vehicle document

Assam, Dec 31: To the huge relief to vehicle owners, the Assam government has extended the validity of the vehicle documents, which include driving licenses, registration certificates, permits, fitness certificates, and Pollution Under Control Certificate (PUCC).

The validity of vehicle documents has been extended till March 31, 2021. Meanwhile, the District Transport Office has already prepared to start checking for pollution certificates from the next year.

“We have already asked about the pollution testing centres to prepare themselves. Vehicles whose certificates have expired will have to get a new one at the earliest,” R. Islam, DTO (Permit) of Kamrup (M) informed G Plus earlier.

As per the transport department, currently 38 permanent, as well as mobile testing centres, are active in Guwahati where citizens can get their vehicles checked.

Tripura will procure a sequencing machine to identify new variant of COVID-19

Tripura, Dec 31: The Tripura government will buy a sequencing machine to identify the new variant of COVID-19 within the state, as the new UK the variant genome of Sars-Cov-2 virus made its entrance into India by affecting six UK returnees.

A total of 3,317 international passengers were found infected with Covid-19. Of the total, 114 have returned from the United Kingdom.

“The health department has already started the process of procuring the sequencing machine. It would be brought to Agartala for testing samples. All international passengers, including the UK returnees, need to undergo RT-PCR tests which are mandatory for them. Currently, the samples will be sent to the National Institute of Virology in Pune for confirmation,” said cabinet spokesperson Ratan Lal Nath.

Nath further added that a total of five UK returnees has arrived in the state between November 25 and December 28. Of them, one traveler was tested Covid-19 positive. His samples have been sent to Pune for confirmation.

The state also selected The Panchayati Raj Training Institute (PRTI) Women’s hostel as an institutional quarantine center for treatment of the patients if found infected with the new variant of the virus.

A total of 44,521 healthcare workers and 2,263 session sites, along with 1,429 primary vaccinators, were identified till December 28 and the database was uploaded on the website. Six team members for each session site were identified, he added.

Assam govt reduce RT-PCR test rates at Rs. 1200

Assam, Dec 31: Assam Government capped RT-PCR and Rapid Antigen Test rates at Rs 1200 and 500 respectively in view of a sharp fall in prices of testing equipment which is readily available in the market.

The health department’s notification has brought relief to people as they will now have to pay half the rate as the earlier rate up to Rs 3500-4500 and some even charged Rs 6500.

The latest order issued by the principal secretary to the state health department, Samir K Sinha in a statement said that the maximum rates chargeable for testing RT-PCR test samples which are collected at the labs and hospitals including test cost, PPE kit, and other related charges have been notified to be Rs 100 but Rs 200 extra could be charged if the RT-PCR test sample is collected from home.

The order further said “all laboratories have to follow the guidelines issued by the ICMR from time to time. All hospitals/institutions/laboratories are instructed to display the revised tariffs prominently and strictly comply with the orders. Non-compliance shall attract action as per the provisions of the law.”

Huge wildfire at Dzuko valley at Manipur-Nagaland Border

Manipur, Dec 31: A huge wildfire engulfed the picturesque Dzuko Valley, which is famous for its biodiversity and seasonal flowers, located at the borders of Manipur and Nagaland.

Manipur Chief Minister N Biren Singh called the incident “very unfortunate”, describing Dzuko Valley as “one of the most beautiful places in Manipur”.

The massive fire is likely to have caused huge damage to biodiversity in Dzuko, also known as “the valley of the flowers”.

It started two-three days ago, N Biren Singh said. “Very unfortunate, that a wildfire has started at the Dzuko Valley, one of the most beautiful places in Manipur probably started about 2-3 days ago from the Nagaland side and crossed over to our side. It is likely that the fire might even reach Mt. Iso area today.”

In the visuals he posted, smoke could be seen billowing from the beautiful mountains.

In another tweet, he wrote: “Wildfire at Dzuko valley Officials and villagers could not enter the burning areas as the scale of fire is too large with strong winds and there is no proper equipment it may be difficult to control by manpower. The grasses are dry, more manpower is sending with equipment.”

Indian Air Force choppers are likely to be used today to completely put out the flames. The Nagaland State Disaster Management Authority (NSDMA) have not yet confirmed the cause of the wildfire.

Dzukou range is said to be a tourists’ favorite. It is popular with trekkers for its interesting and challenging trekking circuits.  It attracts adventure and nature lovers for its scenic beauty and rich flora.

MHA declares Nagaland as ‘disturbed area’ for a further period of 6 months under AFSPA

Nagaland, Dec 31: The union home ministry declared Nagaland as a ‘disturbed area’ for the next six months under the Armed Forces (Special Powers) Act, 1958. The home ministry in its notification said that the ‘use of armed forces in aid of civil power is necessary.’

The home ministry is its release said, “Whereas The central government is of the opinion that the area comprising the whole of The state of Nagaland is in such a disturbed and dangerous condition that the use of armed forces in the aid of civil power is necessary.”

“Therefore, in the exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (No 28 of 1958) the Central Government hereby declares that whole of the State of Nagaland to be ‘disturbed area’ for a period of six months with effect from 30th December 2020 for the purpose of the said Act,” the notification further said.

The Centre on June 30, this year, had declared Nagaland as ‘disturbed area’ for a period of six months. The state has been under the AFSPA for almost last six decades.

The Act was not withdrawn even after the signing of the framework agreement between National Socialist Council of Nagaland (Isak Muivah) (NSCN-IM) General Secretary Thuingaleng Muivah and government interlocutor RN Ravi in 2015. The agreement was signed in presence of senior leaders including Prime Minister Narendra Modi.

The union government in November had said that talks with the NSCN-IM regarding the final settlement of the decades-long issue with Nagaland are at an advanced stage and the Nagaland state government along with The centre is providing all assistance to the state to deal with rebel groups in the region.

“The government is providing assistance to the states to deal with the insurgent groups and also carrying out negotiations with the insurgent groups. There has been a settlement with the Bodos after a long struggle, talks are in an advanced stage with the NSCN to resolve the Naga the issue,” union home secretary Ajay Kumar Bhalla said on November 6.

BJP leaders at various events have highlighted that the current government led by Prime Minister Modi, Centre took steps to ensure that youth who took the path of arms return back into the mainstream.

During his two-day Assam visit earlier this month, union home minister Amit Shah had said that the several separatist factions in the northeast forced the youth to take up arms and the central government has ensured that these factions join the mainstream.

He listed the India-Bangladesh land boundary the agreement, ending the blockade in Manipur, Bru-Reang refugee settlement and the recently concluded Bodoland territorial council elections as important steps taken to ensure peace and stability in the region.

Gauhati University to reopen hostels for new students

Assam, Dec 30: The Gauhati University (GU) has decided to open its residential hostels for new students from January.

This university’s decision comes in violation of the Assam education department’s newly issued standard operation procedure, which clearly prohibits the reopening of residential hostels in the state.

According to sources, the university has invited online applications from newly-enrolled students for hostel accommodation in the current academic year.

“We have invited online application for hostel accommodation from first semester students enrolled in different bachelors and postgraduate courses in the university,” said a source in the university.

Gauhati University authority said that the university hostels have already been functioning for the final year students and all Covid-19 protocols are being followed.

The university administration said that it is willing to reopen all its 23 hostels since normalcy has gradually returned to the state.

A considerable number of students, who have been attending regular classes in the university, have been forced to live as paying-guests or in rented accommodations.

They had to find alternate accommodation facilities as the university hostels have remained shut since the country-wide lockdown imposed in March.

The state education department is yet to decide on the reopening of colleges affiliated with the GU.

There is a need to reopen hostels as many students reside in places with poor internet connectivity and hence, have difficulty in accessing online classes being conducted by colleges and universities.

The absence of private and public hostel facilities is adversely affecting in conducting regular classes in educational institutions of the state.

Assam Assembly passes Bill to abolish state-run madrasas

Assam, Dec 30: The Assam assembly on Wednesday passed a bill to abolish all state-run Madrasas by converting them to general schools amid a walkout by the opposition when their demand for sending the legislation to the Select Committee was rejected.

After Education Minister Himanta Biswa Sarma turned down the request of the Congress and the AIUDF members to send The Assam Repealing Bill, 2020 to a Select Committee to have a “proper discussion” on the issue, Speaker Hitendra Nath Goswami placed the Bill for a voice vote.

After witnessing a noisy scene, the Bill was passed with a majority. Members of all alliance partners of the BJP the Asom Gana Parishad (AGP) and the Bodoland People’s Front (BPF) — supported the government move.

The Bill proposes to abolish two existing acts — The Assam Madrassa Education (Provincialisation) Act, 1995 and The Assam Madrassa Education (Provincialisation of Services of Employees and Re-Organisation of Madrassa Educational Institutions) Act, 2018.

“I feel this is going to be a gift to the minority community. The students studying in those madrasas will hail the decision after 10 years,” Sarma said, replying to the opposition members’ objections.

As per the Bill, all madrasas will be converted to upper primary, high, and higher secondary schools with effect from April 1 next the year with no change of status, pay, allowances, and service conditions of the teaching and non-teaching staff.

The three-day winter session of the Assam assembly commenced on Monday, following Covid-19 protocols. Assam Education Minister Himanta Biswa Sarma said that he will introduce a bill to repeal the provincial station of Madrassas.

According to reports, around 12 government bills — including ‘The Assam Repealing Bill, 2020’ (repeal provisions of Madrassa and Sanskrit Tolls in the state), Assam Education (Provincialisation of Services of Non-Teaching Staff of Venture Educational Institutions (Amendment) Bill, 2020, The Moran Autonomous Council (Amendment) Bill, 2020, The Matak Autonomous Council (Amendment) Bill, 2020, The Kamatapur Autonomous Council (Amendment) Bill, 2020, The Bodo Kachari Welfare Autonomous Council Bill, 2020, The Assam Micro Finance Institutions (Regulation of Money Lending) Bill, 2020 — are likely to be tabled in the winter session of the state assembly.

TMC MPs writes to President Kovind, seeks removal of Bengal Governor

West Bengal, Dec 30: Trinamool Congress MP Sukhendu Sekhar Ray has sent a memorandum to President Ram Nath Kovind and demanded the immediate removal of West Bengal Governor Jagdeep Dhankar who has been at loggerheads with the Bengal government over months.

“We submit that the Governor has failed to preserve, protect and defend the Constitution and repeatedly breached law declared by Supreme Court,” the memorandum reads.

Along with Sukhendu Sekhar Ray, MPs Sudip Bandyopadhyay, Derek O’Brien, Kalyan Banerjee, and Kakoli Ghosh Dastidar are also signatories to the memorandum.

The letter by Trinamool Congress MPs has said, “From the seat of highest Constitutional office in the state, Hon’ble Governor Dhankar has been inducing divisive politics, just because ruling parties at the center and state are political opponents.”

“We had expectations, that after being nominated to the high constitutional post in the state, governor Dhankar would rise above his political past act impartially towards all the political parties. Our expectations stand belied,” said the letter.

Last week, a Former Bengal minister and once a close confidante of Mamata Banerjee, Suvendu Adhikari, who recently joined BJP with much fanfare met Governor Jagdeep Dhankar.

Suvendu Adhikari visited the Governor’s official residence after formally informing Assembly Speaker Biman Bandyopadhyay about his decision to resign as the MLA.

On December 16, he had sought Dhankar’s intervention, apprehending that the police may implicate him in criminal cases due to political vendetta.
