BSF Raising Day: Will protect the country from infiltration attempts of Pakistan

India, 1st December: The Border Security Force (BSF) will always be there to protect the country from the coward infiltration attempts of Pakistan, said Rakesh Asthana, Director-General of the force on the occasion 56th BSF Raising Day on Tuesday.

“We want to assure the country that our men will always stand to protect the country from the coward infiltration attempts of Pakistan, which we see have risen in the recent past,” said the Director-General of BSF.

Asthana paid tributes to BSF personnel who lost their lives in the line of duty on the occasion.

“I pay my respects to families of all BSF personnel who have lost their lives in the line of duty. The BSF is the sentry to the more than 6,000 km long international border of the country. The BSF constituted with 25 battalions, is 192 battalions strong today,” he said.

The event was organized at BSF Chhawla camp following all the protocols of Covid-19. A parade by BSF personnel also took place to mark the occasion.

Earlier in the day, Prime Minister Narendra Modi said the force has distinguished itself with its unwavering commitment to protect the nation and assist citizens during natural calamities.

“Best wishes to all BSF personnel and their families on the special occasion of their Raising Day. BSF has distinguished itself as a valorous force, unwavering in its commitment to protect the nation and assist citizens during natural calamities. India is proud of BSF!” tweeted Prime Minister Modi.

Union Home Minister Amit Shah also saluted brave personnel of the force for their national service.

“The BSF has always lived up to its motto ‘Duty for Life’ (Jeevan Paryant Kartavya) with its bravery and prowess. Today, on the 56th Raising Day of BSF, I salute all the brave personnel of the force for their national service and dedication. India is proud of its victorious ‘Border Security Force’,” the Minister tweeted in Hindi.

The BSF is termed as the First Line of Defence of Indian Territories. The paramilitary force was raised on December 1, 1965, following an Act of the Indian Parliament soon after the India-Pakistan War of 1965. The paramilitary force is tasked with guarding India’s land border with Pakistan and Bangladesh during peacetime and preventing transnational crime. It is one of the largest border forces with a strength of 257,363 active personnel.

IIT Guwahati joins hands with IIT BHU to offer joint Doctoral Programme

Guwahati, 1st December: A memorandum of understanding has been signed between IIT Guwahati and IIT BHU, Varanasi, to offer a joint doctoral programme from July 2021.

Directors of both the institutes, Prof. T.G. Sitharam, Director, IIT Guwahati, and Prof. Pramod Kumar Jain, Director, IIT (BHU), said this is the first time in the country that two IITs have come together to offer a joint degree programme, an official statement said.

The idea of a joint PhD programme was originally proposed by Prof Sitharam in 53rd IIT council meeting held on September 27, the move triggered by a vision to build a “Network of Excellence” of all IITs rather than each one striving to become a “Tower of Excellence”.

The IIT council accepted the proposal to start the joint degree programmes. Through this academic collaboration, both the institutes are expecting a significant boost in high-quality research and foundation for further academic collaborations.

Under the National Education Policy (NEP2020), such educational reforms and academic collaborations between premier educational institutes will promote multidisciplinary academic programmes and research for encouraging and promoting a knowledge-based economy of the country.

IIT (BHU) is considering starting a joint MTech programme on similar lines to provide multi-institutional and multidisciplinary MTech programmes. IIT Guwahati has also agreed to be part of this initiative, the statement said.

IIT Guwahati, established in 1994, is working towards augmenting critical science research initiatives, among others, in genomics, developmental biology, healthcare and bioinformatics, flexible electronics, advanced functional materials, sustainable polymers, rural technologies, disaster resilience and risk reduction, and water resources and management.

“IIT Guwahati is poised to scale newer heights through all-round growth and development,” the statement said.

No separate flag, constitution, says Governor of Nagaland

Nagaland, 1st December: Nagaland Governor and Centre’s interlocutor for Naga peace talks, RN Ravi said the government of India is absolutely clear that there shall be only one national flag and Constitution in India.

“Anyone talking anything contrary is peddling preposterous lies. They are trying to confuse and mislead the people,” he said in his message to the people of the state on the eve of Nagaland’s 58th statehood day.

His message drew condemnation from the Isak-Muivah a faction of the National Socialist Council of Nagaland (NSCN-IM), the largest Naga rebel group.

The governor’s reference to the flag and constitution comes against the backdrop of the demand for a separate Naga flag and Constitution by the NSCN (IM) which has been holding talks with the government of India for the past 23 years.

Maintaining that India’s territorial integrity and sovereignty is supreme, Ravi stated that the Centre has never talked, much less negotiated with anyone on the territorial integrity and sovereignty of the country.

“Any misadventure to disintegrate this great nation shall not be tolerated,” he said while pointing out that ‘the right decision taken today will determine our future and the destiny of our coming generations’.

He mentioned that with common understanding having been reached on all the issues on the table and conclusion of talks on October 31, 2019, the people of Nagaland are anxiously waiting for a new dawn.

However, he went on to allege that there are some people who are standing as “a roadblock” to the aspirations of the people of Nagaland.

“I urge these people to see the writings on the wall, to come out of their make-believe echo-chamber and listen to the voice of the people and in a true democratic spirit respect their wishes,” the governor said.

Ravi said that under Prime Minister Narendra Modi’s dynamic and visionary leadership, fundamental anomalies, and distortions in the ongoing peace process have been corrected by making it truly inclusive.

Stating that Nagaland state is an abiding testimony to the triumph of the politics of peace over the politics of bloodshed, he maintained Naga political issue belonged to the Naga people and no single entity should claim the sole franchise over it.

“Nagas have existed and survived through centuries through their customary and traditional institutions. The traditional village institutions and tribal bodies are the primary stakeholders in the Naga political issue. They freely expressed wishes and decisions are paramount in any settlement. They have clearly expressed their mind. They demand the conclusion of the endless peace process without any further delay,” Ravi said.

He said disrespecting the primary stakeholders was an insult to the people of Nagaland, therefore, any attempt to intimidate or threaten them will invite the wrath of the people and the full might of the laws of the land, he added.

The governor paid tributes to the leaders of the Naga Peoples’ Convention, martyrs, and countless Nagas whose blood, toil, sweat and sacrifices he said had led to the birth of the 16th state of the Indian Union with extraordinary constitutional safeguards for their unique identity and interests.

The NSCN-IM issued a statement condemning the Nagaland Governor Ravi’s stand on the peace talks.

“Naga people are fully aware of the divisive, extraordinary involvement of Nagaland state Governor RN Ravi behind this commemoration program to justify his all-out efforts to protect the 16 Points Agreement at all costs,” the statement said.

The group made it clear that the history of Naga political struggle and the ongoing political talk is a living testimony that the present Nagaland state was the brainchild of a few treacherous Nagas that showed up in the name of the Naga People’s Convention hijacking the Naga issue without the concern of the bona fide “freedom fighters”.

“The Convention without the consent, support, and participation of the Naga people arrived at an agreement called the 16 Points Agreement that was responsible for the creation of Nagaland as the 16th state of the Indian Union. This fragmented the Indian-occupied Naga territories by placing them into different administrative units of Assam, Manipur and Arunachal Pradesh,” the NSCN-IM said.

It stated that the Naga people would never allow another political hijacking to take place.

CM Mamata rolls out ‘Duare Sarkar’ outreach programme

Bengal, 1st December: The Mamata Banerjee led government in Bengal has launched a massive outreach programme named “Duare Sarkar” or Government at your doorstep.

Announcing the details, West Bengal Chief Secretary Alapan Bandyopadhyay said, “I would like to request everyone from panchayat and ward-level people to join the ‘Duare Sarkar’ campaign. Try to understand the SOP and submit the papers accordingly.“

Benefits of at least 11 state government-run schemes will be made available to eligible people at camps to be set up for the ‘Duare Sarkar‘ (government at doorsteps) programme starting Tuesday, Chief Secretary Alapan Bandyopadhyay said on Monday.

Schemes covered under Duare Sarkar

  • Swasthya Sathi – In order to extend cashless and free treatment to people, people must visit the camps set up at Gram Panchayat level and municipality level to submit their documents
  • The Second scheme is about issuing the caste certificates for SC/ST/ OBCs
  • The third and fourth schemes are Joy Jahar and Tafasili Bondhu Pension schemes for the tribals and people belong to scheduled castes
  • Grievances related to the fifth scheme, Khadyo Sathi, will also be addressed here
  • We will also look into the Shikashree schemes for SC/ST and Aikyashree schemes for the minority community. We are conducting these camos to meet the gap between our promises and people’s receipt
  • The internationally acclaimed Kanyashree Scheme will also fall under this. Almost all girls have benefitted from this, but in case there is any gap, they can come to the camps to register themselves. There will be 20000 camps spread across the state
  • Grievances related to Rupasree scheme and Krishak Bandhu scheme will also be addressed. The promised services will be attempted to be delivered
  • We will also address the issues of MGNREGS and 100 days’ work and issue job cards to those who need it

The programme will be rolled out from December 1 till January 31. While camps in the first phase are scheduled from December 1- 11, the second one will be from December 15-24, the third from January 2-12 and the fourth from January 18-30.

WB government has prepared Standard Operating Procedures (SOPs) for the programme, Bandyopadhyay said.

Senior officials in the rank of SDOs and BDOs will be monitoring the developments. Feedback from attendees will be collected during and after the outreach programme.

“The experience of each phase will be used to improve the delivery of services to the beneficiaries attending subsequent camps,” Bandyopadhyay said.

The entire state government machinery of the state government will be working in mission-mode for ensuring the success of this programme, he added.

The camps must be organised in such a manner that every gram panchayat, municipality ward is covered at least once in each round, he said.

On completion of each phase, SDOs/BDOs should submit a detailed summary report to the district magistrate, highlighting the numbers of visitors who attended the camps.

“Detailed impact of the assessment of the camps will be done through an independent third party,” a state government official said.

According to government sources, the camps will be functional from 10 am to 4 pm every day.

Nagaland, 1st December: On Tuesday, Nagaland is celebrating its 58th Formation day Tuesday, amid the coronavirus pandemic. Politicians have extended their wishes on the occasion of the state formation day. Nagaland became the 16th state of India on 1 December 1963.

Nagaland was formally recognized as a separate state on December 1, 1963, with Kohima being declared as its capital. Before this, Naga leaders and the central government reached an agreement to create a separate region of the Naga Hills in 1957. The State of Nagaland Act, 1962, was enacted by the Parliament to give Nagaland statehood, hence Nagaland Formation Day.

Manipur: Climate education in Indian schools curriculum

Manipur, 1st December: A nine-year-old climate change activist from Manipur, Licypriya Kangujam urges that India should make climate education compulsory for all.

Licypriya first heard about climate change when she was five-years-old. It was then when she accompanied her father to raise funds for the victims of the 2015 Nepal Earthquake.

In 2016, Licypriya moved from Manipur to Delhi. She was shocked by the poor air quality of Delhi. In the year 2018 and 2019, Licypriya could witness two cyclones in Odisha, Titli, and Fani. She was devastated to see her house being damaged by the cyclones. She said all of these experiences turned her into an outspoken child, who strongly talked about climate change.

Licypriya has been protesting outside the Parliament house in Delhi. She has been demanding compulsory climate education in schools and also stricter laws to fight against climate change.

The 9-year-old activist also started ‘The Child Movement,’ it aims to raise awareness about climate change as well as natural disasters. Licypriya has travelled around 32 countries and spoke to 400 institutions about climate change.

Although slowly, Licyproya has been recognized in India for her contribution towards climate change. She became the youngest recipient of TN Khoshoo Memorial Award of 2020. The award is given in honour of the founder. Late TN Khoshoo, a well-known environmentalist. However, Licypriya’s prime concern is that due to the lack of a climate change curriculum in the schools, the children from her generation does not know much about their surroundings. She has made three immediate demands to tackle the problem of Climate Change.

Firstly, strong climate change laws should be passed. Secondly, a minimum of 10 trees should be planted by every Indian student. And lastly, every Indian student should plant 10 trees every year, which will make around 3.5 billion trees, owing to 350 million students of the country.

Arunachal Pradesh: Woman brutally killed by Assam labour

Arunachal, 1st December: A 40-year-old tribal woman of Daporijo was brutally killed by an Assam labour engaged in PMGSY road under Chetam circle to Nilling circle in Arunachal Pradesh.

According to the report, the woman was pierced with a spear in her chest and cut with a machete in her neck.

The murder case of the woman had come to light at Daporijo police station in Upper Subansiri and was informed by deceased relatives.

The deceased have been identified as Yayik Nilling (40) from Nilling Circle and the accused is identified as Babul Noroh (20) from Laluk in North Lakhimpur, Assam.

On the information received from the relative on the murder case, a police team lead by G Basar, Officer-in-charge, police station Daporijo, under the close supervision of SP Taru Gusar rushed to the place of an occurrence at Nilling 50 km away from Daporijo town and collected the dead body of the deceased and sent it for postmortem.

A case has been registered under IPC u/s 302/34.

“We have arrested 11 labourers on Sunday from the place where the woman labourer was brutally murdered and brought them to Daporijo police station,” said a police source.

According to police, the accused has confessed his role in the brutal murder of the woman.

Police said the accused along with four other labourers went to the woman’s house at around 9 am and started consuming liquor. Four of the labourers left the house after consuming liquor at 3 pm.

“At around 4 pm Babul finding the woman alone in the house, attempted to molest her and tried to remove her undergarments. However, the woman resisted his ill-intentions and didn’t succumb to his will. But, later on, the labourer took the machete (local dao) from the house and attacked her on the neck. Having anticipated that the woman was completely dead, he was trying to leave the house, when he saw that the woman was moving and still alive, he took the spear and pierced in her chest,” said a police officer.

The officer said he then dragged the deceased body to an uphill place and hid it there away from public notice.

In the meantime, the deceased’s relatives and the public of the area have questioned the law and order maintenance in the district. Seeking immediate punishment for the culprit as per the law, the All Nilling Youth Association appealed to the district administration to “tighten law and order in the district.”

Sikkim Govt issues new guidelines to prevent the spread of COVID19

Sikkim, 1st November: Sikkim Govt has issued new guidelines to curb the spread of COVID-19.  With the rising case of Coronavirus in small Himalayan State, the state which saw ‘Zero’ case until June 2020 while the rest of the nation was grilled under COVID19.

Sikkim Govt has been regulating series of formula to avoid transmission in the state by invoking several rules and regulations due to which to some extent state which shares a border with West Bengal is able to curtail transmission however movement of people has resulted in popping up cases which are undeniable when the nation just surpassed 9.5 Million case as on 30 Nov.

Weekend restrictions on vehicular movement based on odd-even format and night curfew have been imposed as per the new Covid containment guidelines issued by the State government.

On Saturdays, only those vehicles including two-wheelers bearing registration numbers ending with even digits would be allowed to ply within the State. Vehicles with registration numbers ending with an odd digit are allowed to ply on Sundays.

The restriction applies to private cars, taxis, government vehicles, and two-wheelers. Only government/emergency vehicles on duty are exempted. However, commercial goods vehicles including Light Commercial Vehicles (LCVs) are allowed to ply without any restriction every day.

Restrictions have also been imposed on the movement of vehicles and persons at night.

“There shall be no movement of vehicles and persons after 9 pm till 6 am every day except for emergency purposes. The district police shall ensure strict compliance. This shall, however, not apply to commercial goods vehicles including LCVs and vehicles on emergency duty,” the guidelines from the Home department states.

All commercial establishments, including restaurants, bars, and nightclubs have been directed to close by 9 pm daily.

State government offices would continue to remain closed on Saturdays and Sundays till further orders. The departmental heads have been directed to arrange for the sanitization of their offices during this period.

As in the previous guidelines, all functions and congregations would be allowed with a maximum of 50% of the seating capacity of 50 persons in closed spaces. Cinema halls and theatres can operate with 50% capacity.

The guidelines are effective from December 1 to 31 or till further orders.

Centre committed to amending 6th Schedule for more powers to Mizoram ADC: BJP

Mizoram, 30th November: The Centre is committed to amending the Sixth Scheduled of Constitution to give more powers to the three autonomous district councils (ADC) in Mizoram, BJP national spokesperson Mmhonlumo Kikon said on Monday.

Nagaland MLA Mmhonlumo Kikon hold a Press Conference said that BJP hope to win the election comfortably in the Lai Autonomous District Council (LADC).

“We hope we will form the government with the help of some independent candidate who support us”, he added.

“The 6th schedule will be amended to give more powers to the Autonomous District Councils in Mizoram once the Standing committee submits its reports. This is solely for the development of the minority community areas and will strengthen the holistic development of the state of Mizoram by having a special provision for its minorities,” Kikon added.

He also said that the BJP gave special focus on the grassroots level, he also said that every election is important for the BJP party.

The BJP have fielded 17 candidates out of 25 seats in ADC.

Commenting on the alliance partner with the MNF, Kikon said that “MNF is a true partner of BJP. He also said that MNF wins the election in 2018 with the help of BJP, he further said that there is a strong partnership with the MNF under Zoramthanga.”

BJP National Spokesperson and Nagaland MLA Mmhonlumo Kikon said that North-eastern states are all NEDA partners and the border issues should be resolved between the two states since both the states are partners of NEDA. He also said that there was no communication of Northeastern states during the Congress government. He further said that Naga-Assam border issue will be resolved once Naga Peace Accord is signed.

Commenting on the disqualification of Lalduhoma, Kikon said that in any electoral politics, once people elect the person, we have to respect the wishes of the people. “In a democracy, we have to respect the will of the people”.

He further said that anti-Christian BJP is a propaganda throw by the Congress party and some opponent party. “We feel Corruption is anti-Christian, BJP only doing for the development in the state”, he added.

He also said that there are many development funds came from the Centre to the state of Mizoram. He also said that PMJVK funds for the state of Mizoram has been a great blessing to the minorities in Mizoram ADC in Particular and the Mizoram state in general.

He further said that the Centre came to know that Mizoram has become the sports powerhouse of India, there are many developmental funds for the state of Mizoram under Union Sports Minister Kiren Rijiju and Prime Minister Narendra Modi, he added.

He also applauds the efforts Health Minister Dr R. Lalthangliana in fighting Covid-19 in the states he also applauds the Church, the YMA, the local task forces for the vigilant and proactive participation in containing the spread of the virus.

Assam: Call to renew the fight against CAA

Assam, 30th November: An anti CAA forum of political parties and organizations in Assam called for a united fight against the contentious Citizenship Amendment Act.

The move appears aimed at galvanizing anti-CAA forces to pile pressure on the BJP-led government to get a new law revoked before next year’s Assembly elections.

The Coordination Committee against Citizenship Amendment Act (CCA CAA) will issue a public appeal for a united fight on December 12, the first anniversary of the enactment of the Citizenship Amendment Act that the organization will observe as Sankalpa Diwas (Pledge Day).

Most in Assam are opposed to the Citizenship Amendment Act because it provides for Indian citizenship to non-Muslims from Bangladesh, Pakistan and Afghanistan entering India till December 2014. They see it as a threat to Assam’s identity and culture and have held sustained protests that subsided because of the pandemic.

“We have decided to observe the first anti-CAA anniversary on December 12. We will not only be renewing our pledge to continue our fight against the unconstitutional law but will also appeal to all anti-CAA forces to put up a united fight against the law,” CCA CAC chief coordinator Deben Tamuly said.

A highlight of the movement will be the felicitation of the six persons who died in the crackdown against anti-CAA protesters last year.

“We will invite the families of the victims and felicitate them so people don’t forget their sacrifice. We will be renewing our pledge to continue the fight that we started in 2016 to uphold the secular character of our Constitution and we will also seek a thorough probe into the deaths of the six persons during the anti-CAA movement,” Tamuly said.
