IIT Guwahati collaborates with Centre for Development of Advanced Computing

Guwahati, 13th October: Indian Institute of Technology Guwahati signed a Memorandum of Understanding (MoU) with the Centre for Development of Advanced Computing (C-DAC), Pune on Monday to establish Rs 17 crore worth of 650TF Supercomputing Facility under the National Supercomputing Mission (NSM).

The MoU has been signed for a period of five years. This system will consist of 10 master/service nodes, 107 CPU only compute nodes, 10 GPU nodes and 39 High Memory CPU only compute nodes.

A supercomputer is a computer that has very high speed in its operation and higher memory. This supercomputing system can perform assigned tasks including multiple tasks at very high speeds than any other normal personal computer (PC) and in many cases are able to operate at speeds that are millions of times faster than ordinary PCs.

The MoU was signed by Prof. T.G. Sitharam, Director, IIT Guwahati, and Dr Hemant Darbari, Director General, C-DAC, India, during a virtual event in the presence of Sanjay Dhotre, Union Minister of State for Education, Communications and Electronics & Information Technology, Government of India, and Prof. Ashutosh Sharma, Secretary, Department of Science and Technology, Government of India.

Using the Supercomputing facility, the Institute will focus on quantum turbulence, instabilities and turbulence in thermal convection and MHD, supercooled liquid and glasses; reactivity of high-valent metal intermediates; computational study of polymer-composites, membranes, polyelectrolytes, granular flows; NLP, clinical text mining, Machine Learning and its application in computational biology, Deep Learning; and Computational Social Systems areas of research.

The new Supercomputer at IIT Guwahati with 650 TFLOPS is more powerful and a technologically superior facility, which will play an important role in the field of scientific and engineering applications such as quantum mechanics, climate research, oil and gas exploration, molecular modelling, weather forecasting, spacecraft aerodynamics, computational systems biology and detonation simulations including the handling of large databases using Artificial intelligence models.

Speaking about the future plans during the MoU signing ceremony, Prof. T.G. Sitharam, Director, IIT Guwahati, said, “Computer and Communication Centre is already equipped with Param Ishan, the 250 TF supercomputer that the Institute has had for four years now. The Centre will also house the new supercomputer. IIT Guwahati plans to turn this Computer and Communication Centre into an Academic Centre. It will amalgamate with the newly planned Department of Data Sciences and Knowledge Engineering. About 80 faculty members and 600 students of IIT Guwahati are active users of Param Ishan and are eagerly waiting for the new system to become available.”

IIT Guwahati will organize training courses to popularise the use and applications of supercomputers in the northeastern region and other major missions of the Government of India. IIT Guwahati is also planning to link this facility with our new interdisciplinary master programme on data sciences jointly initiated by the Departments of Electronics & Electrical Engineering, Computer Science & Engineering and Mathematics

Centre for Development of Advanced Computing, Pune, will install the Supercomputing facility using the building approach of NSM in IIT Guwahati, which will provide necessary Data Centre space, power with back up, cooling, etc. for the facility. This new hybrid Supercomputing system will not only boost the HPC usages and research environment in the Institute but also enhance the research capability of the Northeast Region.

Nagaland Coronavirus update 13th October

Nagaland, 9th October: Nagaland has registered 70 new Coronavirus positive cases, taking the state’s overall count to 7019.

Confirming the detection of the new cases, Nagaland Health Minister S Pangnyu Phom in his latest tweet on the states COVID-19 status said the new positive cases have been confirmed out of 332 tests.

The Health Minister Phom has also said, out of the new cases, 51 cases have been detected in Dimapur, 13 have been detected in Kohima, 2 in Peren district, 1 in Tuensang, 1 in Mon district, 1 in Longleng, and one in Mokokchung.

However, 49 patients have recovered from the disease COVID-19, as informed by the health minister. Out of the recovered patients, 33 were from Dimapur, 15 were from Kohima and 1 from Tuensang.

According to the state’s latest data, Nagaland has registered 7019 positive cases so far. Currently, Nagaland has 1253 active Coronavirus cases. Number of deaths that took place due to the disease is 12. The total number of recovered cases are at 5684 till date.

Congress leaders joined BJP in Manipur

Manipur, 13th October: Congress leaders joined BJP in Manipur. They are veteran CPI leader N. Mangi, Oinam Nabakishore, a former chief secretary and Congress Lok sabha candidate, A. Biren, a former Minister, and Kebisana.

Veteran CPI leader N. Mangi, who switched to the BJP and then the Congress in 2018, is one of four politicians who joined the ruling BJP in Manipur on Monday. The others are Oinam Nabakishore, a former chief secretary and Congress Lok sabha candidate, A. Biren, a former Minister, and Kebisana, the only woman in the group.

The floor crossing came within a hours of strong condemnation by the CLP leader Okram Ibobi Singh and the senior leader K. Ranjit of the way relief was being distributed to the poor.

Mr Ibobi Singh said, “It is shameful that some politicians who had recently joined the BJP are playing politics on the distribution of free rice to the people of slender means. They had given 10 kg of free rice to those who had joined the BJP and others, including the Congress activists, were given just 5 kg in the Wangjing Tentha Assembly constituency which goes to by-polls on November 7.”

K. Ranjit said, “Some MLAs have been crossing and re-crossing the floor with such frequency that all elected members have been reduced to laughing stock.”

Mr Mangi, popularly known as “CPI Mangi”, had carved his niche in the Left party and served as minister from the party. A senior politician said, “For narrow political gains he had joined the BJP. But he later joined the Congress to become its vice president. Now he has returned to the BJP again. Nobody can say what party he will join in the coming days.”

Oinam Nabakishore had joined the Congress after his retirement. He was defeated in the 2019 general election.

BSF starts Jan Andolan for COVID-19 in Meghalaya

Guwahati, 12th October: Following the Prime Minister Narendra Modi recent call for “Jan Andolan for COVID-19”, BSF has kick-started this campaign all over Meghalaya.

The Border Security Force has started the campaign across Meghalaya by spreading awareness among the people to wear a mask, wash hands and follow social distancing by maintaining “Do Gaz Ki Doori” and in the run various BSF Unit, Head Quarter deployed along the Indo-Bangladesh border under Meghalaya took pledge to take proper collective dissemination of precautionary measures on all platforms.

Following the Prime Minister Narendra Modi recent call for “Jan Andolan for COVID-19”, BSF has kick-started this campaign all over Meghalaya.

U K Nayal, DIG/PRO of Border Security Force Meghalaya Frontier said that, Personnel are determined to defeat Covid-19 through collective determination and discipline.

He also appealed to the people to follow the social distancing and other norms to fight Covid-19.

Security forces recover large cache of arms-ammunition in Manipur and Nagaland

Guwahati, 12th October: Security forces had recovered a large cache of arms and ammunition in Manipur and Nagaland in separate operations.

According to the reports, security forces had unearthed a huge cache of weapons and warlike stores in Manipur Bishenpur district.

Based on a specific input regarding presence of an insurgent of a proscribed group at Nambol Khathong area in Bishenpur district, a joint team of Assam Rifles and Manipur police had launched operation at the area.

The joint team cordoned off the area and carried out a detailed search.

During the search operation, the team unearthed a large cache comprising of one AK-56 Rifle with magazine, two 9mm pistols with magazines, one Point 32 inch Pistol with magazine, five Lathode bombs, 22 live rounds of AK-56 assault rifle, eight rounds of 9mm, 10 live rounds of .32, nine live rounds of M-16 Rifle, one M-16 rifle grenade and one handheld radio set (Motorola).

The recovered weapons, ammunition and warlike stores were handed over to Nambol police station for further investigation and legal action.

In a separate operation, the Assam Rifles troops had recovered arms and ammunition in Manipur’s Tengnoupal district along Indo-Myanmar border.

Based on a credible intelligence, Assam Rifles troops launched an operation to apprehend insurgents infiltrating across the Indo-Myanmar border.

While approaching the border area, the troops detected suspicious movement of two persons and upon being challenged, the two suspected insurgents fled the area towards Myanmar.

On carrying out a thorough search of the area, a bag containing two country-made pistols along with seven rounds of ammunition and Myanmarese currency were recovered.

The recovered weapons and other items were handed over to Moreh police station for further investigation.

On the other hand, security forces had apprehended one illegal arms manufacturer at Mhaikam area in Nagaland’s Peren district on Friday evening.

Based on specific intelligence about the presence of arms manufacturer in the general area of Mhaikam, security forces launched an operation and apprehended the person.

The troops had recovered one point 22 Rifle (modified), two magazines, four rounds of live ammunition, four empty cases and Rifle accessories.

Missing boy from UP reunited with family in Guwahati after five years

Guwahati, 12th October: After 5 years, a 13-year-old autistic boy who went missing from Uttar Pradesh, was traced at a child home in Assam, Guwahati, and reunited with his family members.

The boy was reunited with his family members after nearly 63 months at ‘Destination’ – a home for specially-abled children located at Kahilipara area in Guwahati on October 7 evening.

The missing boy Som Soni was traced with the help of facial recognition tool of Telangana police ‘Darpan’.

Som had gone missing from his home at Handia about 37 km from Prayagraj in Uttar Pradesh since July 14, 2015.

The missing boy was found by Goalpara police on July 23, 2015 and was sent to the Child Welfare Centre in Assam’s Goalpara district and they sheltered him.

Later the boy was handed over to ‘Destination’, Kahilipara.

Telangana police had detected Som while using the face recognition tool ‘Darpan’ to match missing children’s photographs with those of children found at various child homes across the country and immediately informed Handia police station, Uttar Pradesh.

Rupa Hazarika, founder of non-government organization Destination said that, it was an emotional scene and very good news for all of us that, Som finally reunited with his mother after five years.

“Police found Som at Bongaigaon in Assam in 2015 and he was produced before Goalpara Child Welfare Committee. Later Child Welfare Committee had handed over him to us. We came to know that, he may be from Uttar Pradesh side through his language. Later, we had contacted with different officials of Uttar Pradesh and Assam government to find out his parents, but we failed. In the meantime, we had started his rehabilitation programme,” Rupa Hazarika said.

Rupa Hazarika further said that, finally Telangana police had detected Som while using the face recognition tool ‘Darpan’ and contacted with his family members.

“During the lockdown period, it was very difficult to hand over him to his family members. But On October 7, Som reunited with his mother after 5 years,” Rupa Hazarika said.

The founder of Destination said that, similar reunite incidents have also happened earlier at Destination.

Arunachal CM compels construction of 12 km long highway

Arunachal, October 11: Engineers of Itanagar & highway construction companies, Arunachal, came on the ground after CM compelled to warn them saying he will resign if a 12 km four-lane is not completed within 6 months.

The 12 km four-lane highway of 196 crores is still half completed by the construction agency after the deadline of 3 years was completed in September 2020. Last week, Arunachal CM, Pema Khandu assured people of Arunachal about the completion of this four-lane highway part A within six months.

The 6 months extension is because of the pandemic. CM was compelled to warn the executing agency, TK Engineering Consortium Pvt Ltd by saying that he will resign from his post if four lanes excluding some bridges and tunnel not completed by 31st March 2021.

CM cited heavy rains & pandemic for the delay, now engineers of executing company are citing same reasons for the delay and crossing the three-year deadline for 12 km four-lane highway.

The landmark development was witnessed on 5th October 2016 by the citizens of Arunachal Pradesh regarding the long-pending four Lane NH 415 road project from Itanagar to Banderdewa measuring 31.5 Km as announced by the Union Minister, Ministry of Road Transport and Highways. Work started off the project from Chandranagar to Papu Nallah (Package-A) with a length of 10.90 Km on 21st September 2017. The process of eviction of structures whether legal or illegal was also completed within RoW of NH-415. It was later formalised and the EPC contractor M/S T.K. Engineering Consortium Pvt. Ltd. was awarded the work for execution through the Public Works Department, Govt of Arunachal Pradesh with an estimated cost of Rs. 196.16 crore for Phase A to be completed in three years.

This company was blacklisted in Assam for the delay in work. The owners are among the top richest engineers of Arunachal Pradesh.

Rupjyoti Baruah, structure engineer of the executing agency briefed about the difficulties and said that problems for completing important bridges are coming due to rise in river water & heavy rain and extended rainy season due to climate change. He also cited pandemic as the main reason for which there was a shortage of labours and materials.

Y. Tachang, junior engineer of the Public works department was seen defending the private construction company and said that chief minister has excluded bridges and tunnel from the March 2021 deadline. Despite low quality work, she was reluctant that construction work was of good finest quality and highway will be completed before the march itself excluding crucial bridges which will take time.

Activist questions DC on mismanagement of COVID funds of Lower Dibang Valley

Arunachal, 9th October: A public activist, namely Vijay Pertin, has claimed recently that there was a mismanagement of the district’s COVID fund by the Lower Dibang Valley Deputy Commissioner and had presented his objection during the social audit called by the DC on Wednesday.

Vijay termed the social audit as irrational, invalid and unjustified as per legal norms, and enquired about how the audit could be summoned when she is accused of the presumed mismanagement for the COVID fund. “It does not make any sense. If the DC thinks her image is clean, she should have invited a statutory audit body from the national capital or the state capital,” he said.

With accordance to RTI findings, Vijay had made and released several videos on social media to prove that the district’s COVID funds have been mismanaged. He also stated that during his field survey, some of the bills came out to be fake, and the students residing in the quarantine centres told that they did not get the necessary facilities as per the guidelines which included hygiene, nutritional food and maintenance.

Whilst the DC disapproved to the asserts made by Vijay during the social audit, to which all the HoDs, members of CBOs, NGOs and student unions were summoned to testify. Vijay said that he condemns the DC’s statement that the allegations made against her were purely rumours based on social media allegations. He stated, “It is there for all to see in my videos made during the field inspection. The quarantined students themselves have said that nothing was provided to them. The first batch received a bucket and a mug each, but the next batch on, they were asked to share one bucket and a mug amongst 3-4 of them. No nutritional food was provided; there was no hygiene maintenance and no timely visits by doctors and nurses. That’s an absolute violation of the WHO’s recommendations and the guidelines issued by the NCDC.”

Even though the DC absolved the allegations over some of the bills, Vijay said, “she did not mention about one of the shops in Upper Market in Lower Dibang Valley, from where several items were purchased, amounting to bills of almost Rs 11 lakhs, but the shopkeeper could not show me his carbon copy of the original bills issued in the name of DC Roing.”

Putin added, “Whatever the DC has said in her social audit and her interview is all flimsy and has no substantial evidence to substantiate her clarification in her self-styled auditing with CBOs, NGOs and student unions, who are not even part of the appropriate government authorities in this matter.” Retaliating to the DC’s claims that people tend to have misconceptions and misuse the RTI Act 2005, Vijay claimed that he is an honest RTI activist and a law-abiding citizen “with both knowledge and experience of the act.” Vijay said that he will address this to the higher authorities of the government so that a high-level inquiry is made into this matter. “This is about a pandemic, which is not a joke. It is our democratic right to raise our voice against corruption,” he said.

Meghalaya CM inaugurates Bajengdoba Secondary School

Meghalaya, 9th October: On Friday, the Chief Minister of Meghalaya, Conrad Sangma, inaugurated the new school building of Bajengdoba Higher Secondary School in North Garo Hills District funded by the Supporting Human Capital Development Project of Asian Development bank. This was done in the presence of Deputy Speaker of Meghalaya Legislative Assembly Timothy D. Shira; MLA of Bajengdoba, Pongseng Marak and MLA of Kharkutta, Rupert Momin. Sangma stated that this school will certainly provide an enabling atmosphere for innovative learning to the students.

Conrad highly appraised the effort of the stakeholders for their coordinated support to improve the educational facilities in the district. He said that education has been the topmost priority by the MDA government, and mentioned that the government has undertaken the responsibility to develop infrastructure and learning facilities in schools across Meghalaya.

Deploring the lack of necessities in most of the elementary schools, especially in rural areas including water and electricity connection, the CM notified that the government has assembled funds close to Rs. 500 crores from various funding agencies with addition to its resources to renovate and improve infrastructure facilities in LP schools across the state.

New age teaching and learning tools, a computer lab and two smart classrooms have been equipped in the new school building for innovative learning. He also stated, “There was an urgent need to improve health care facilities as the majority of the health care centres do not have adequate facilities, including accommodation for doctors, and paramedical staffs. In a phase-wise manner, the government will use the earmarked funds to ensure better health care services for its people.”

The CM also versed that the Ministry of Jal Shakti, Govt of India has sanctioned Rs. 4000 crores to ensure that water reaches every household in the State. The Jal Jeevan Mission is ongoing and he claimed that it is to ensure pipe water connection to every household in the state.

Mizoram: Security forces recovered 1 lakh detonators, apprehended three persons

Guwahati, 9th October: Security forces had recovered 1 lakh detonators and apprehended three persons in Mizoram.

Based on the intelligence inputs, security forces intercepted movement of an illegal consignment of detonators near Zokhawathar in Mizoram Thursday.

The troops apprehended three persons accompanying the consignment vehicle.

The security personnel had recovered 1 lakh detonators from the vehicle.

The apprehended persons along with vehicle and recovered items were handed over to Zokhawathar police station for further investigation.
