Assam CM visits Dima Hasao, West Karbi Anglong and reviews preparedness to combat COVID-19 :

Guwahati, April 4 : Assam Chief Minister Sarbananda Sonowal on Saturday visited Haflong in Dima Hasao district to take stock of preparedness of district administration to fight against COVID-19.

The Assam Chief Minister visited Haflong Civil hospital and held a review meeting with senior officials of the district.

While attending the review meeting at the district Circuit House, Sonowal directed the district administration to maintain uninterrupted supply of essential commodities to people in view of the ongoing lockdown.

He also asked the Deputy Commissioner and Superintendent of Police to keep strict vigil to ensure complete compliance of lockdown norms in the district.

The Dima Hasao DC informed Chief Minister Sonowal about the emergency services pressed into operation apart from measures taken to ensure supply of essential goods to people and number of people who are put under quarantine in the district.

MLA Birbhadra Hagjer, CEM of NC Hills Autonomous Council Debolal Garlosa, EM in charge of Health Department Samuel Changsan, EM in charge of Food and Civil Supplies N Hmar, EM in charge of Education Department N Garlosa, DC Amitabh Rajkhowa, SP Bir Bikram Gogoi and other senior officials were present in the meeting.

Later the Assam Chief Minister interacted with the media and informed that the state is fighting with united effort against COVID-19.

He said that the people of Assam have extended full support to the lockdown announced by the Prime Minister and adhered to its norms with discipline and resoluteness maintaining social distance.

Sonowal also appealed the people to maintain the same spirit for coming days. He appreciated the people of Dima Hasao for ensuring successful compliance of lockdown norms in the district.

Further saying that already several positive cases have been detected in Assam, the Assam Chief Minister urged people not to panic and continue the fight against COVID-19 with positive outlook and discipline.

He also expressed hope that successful compliance of the lockdown till April 14 would significantly help in minimising infection from this dreaded disease.

He also informed the media that all measures taken by the district administration and NC Hills Autonomous Council have been reviewed and necessary directions have been given to ensure availability of pure drinking water and essential goods. The Chief Minister also thanked the media’s role in the fight against COVID-19.

Chief Minister Sonowal also visited Hamren in West Karbi Anglong district to review preparedness of the district to deal with the novel coronavirus pandemic today.

During this visit, the Chief Minister visited the quarantine centre set up at Kuthepi Model School, Dongkamokam in Hamren and held a review meeting at Waisong Indoor Stadium conference hall with district administration and senior officials of health and other departments.

Minister of Hills Areas Development Department Sum Ronghang, CEM of KAAC Tuliram Ronghang, Principal Secretary of KAAC Sanjeeb Kumar Das, DC Isfaqur Rahman, SP Dr. Ramandeep Kaur and other senior officials were present in the review meeting.

Doctors and nurses quarantined in Guwahati in 5-STAR hotels:

Guwahati, April 4 : Doctors and nurses treating Coronavirus (COVID-19) patients will be quarantined at 5-star hotel in Guwahati at the Assam government’s expense.

Assam Health minister Dr Himanta Biswa Sarma on Saturday said that, the doctors, nurses treating the Coronavirus patients in three hospitals in Guwahati will be quarantined at Hotel Taj Vivanta in Guwahati and the state government will bear the expenses.

“The first COVID-19 positive case in Assam was detected on March 31. The doctors, nurses who are treating the Coronavirus patients at Guwahati Medical College Hospital (GMCH), Mahendra Mohan Choudhury Hospital (MMCH) and Sonapur civil hospital, they will be kept under quarantine for 14 days. They will be quarantined at Hotel Taj Vivanta in Guwahati. After their duties for seven days, they are to be mandatorily put in quarantine for 14 days. We have made arrangements for them at Hotel Taj Vivanta, Guwahati for their comfortable stay. We will make similar arrangements for other places also,” Himanta Biswa Sarma said.

The Assam minister also said that, the state government has decided to provide Rs 50 lakh insurance to the employees of 108 ambulance and 104 health helpline services in the state.

“Prime Minister Narendra Modi had already announced Rs 50 lakh insurance for the doctors and now our government has decided to provide Rs 50 lakh insurance to the 108 ambulance and 104 health helpline employees. The state government will also provide Rs 1000 additionally to the employees of 108 ambulance service for next three months,” Himanta Biswa Sarma said.

He also said that, the state government will release full salary to the state government employees for the month of March.

25 positive cases for COVID-19 have been detected in the state so far.

New positive cases in Assam have been reported in last 24 hours : Himanta Biswa Sarma

Guwahati, April 4 : Assam has reported five new positive cases for COVID-19 in past 24 hours including four cases related to Nizamuddin Markaz.

Assam Health minister Dr Himanta Biswa Sarma on Saturday said that, a total of 25 positives cases for COVID-19 have been reported. 24 among them are in connection with Nizamuddin Markaz.

“In last 24 hours, four new positive cases related with Nizamuddin Markaz were found and one non-Nizamuddin case was reported. Among the four Nizamuddin related cases, one lady named Jamia Khatun is the wife of a Tablighi Jamaat attendee and he was also found COVID-19 positive,” Himanta Biswa Sarma said.

Addressing a press conference in Guwahati, the Assam minister said that, one more COVID-19 positive case was detected in Guwahati where a businessman was found positive for the Coronavirus last night.

“The businessman was living in a residential complex in the city and we have declared the entire residential complex as a containment zone. We have also identified 111 people who came into contact with the businessman and sent them to few quarantine centres,” Himanta Biswa Sarma said.

On other hand, in concern of the Nizamuddin Markaz related cases, the state health department has tested 812 samples so far and 24 out of these have been found positive.

“Out of 812 samples, 636 sample have been reported negative, but these people are still under quarantine and tests will be conducted again. 152 samples test results are awaited. So far, a total of 1529 tests have been conducted and 1308 samples tested negative and 196 test results are awaited,” the Assam minister said.

He further said that, the state government has received information that, many people of the state who attended the Tablighi Jamaat at Nizamuddin are still trying to hide their travel history.

“We appeal them and also the Tablighi Jamaat officials of the state to submit the actual reports, list of the people to the state government. We will wait for it till tomorrow and after that, we will take action against those who are trying to hide their Nizamuddin Markaz attendance,” Himanta Biswa Sarma said.

On the other hand, the Assam Health minister said that, the state government will construct five new COVID-19 hospitals in the state the tender process has completed for it.

“We hope that, the construction works of the new COVID-19 hospitals will be completed in next 2-3 months,” the Assam minister said.

Guwahati, April 3 : The National Investigation Agency (NIA) said that, Burdwan blast accused Sahanur Alom was behind the key person of the Jamaat-ul-Mujahideen Bangladesh (JMB) module in Assam’s Barpeta district and some persons had undergoing training as JMB cadres in Barpeta at the house of Sahanur Alom.

The premier investigation agency shared the information with the NIA special court in Guwahati on Friday while the agency filed its first supplementary charge sheet against two persons named Hafizur Rahman and Azaharuddin Ahmed.

Accused persons in the instant case have undergone training as JMB cadres in Barpeta at the house of Sahanur Alom and some of the accused were also trained at Simulia Madrasa in West Bengal.

NIA filed first Supplementary Charge Sheet in NIA Special Court, Guwahati against two accused viz. Hafizur Rahman (A-1), Azaharuddin Ahmed (A-8) u/s Section 18,18B, 23 & 38 of the UA (P) Act in Case No. RC-14/ 2019/NIA-GUW (Barpeta JMB case).

“The case was re-registered by NIA on 21.12.2019, which had arisen out of FIR No. 1557/2019 dated 30.07.2019 PS Barpeta, District Barpeta, Assam. On 29.07.2019, acting on a source information about the presence of one trained JMB suspect, Barpeta Police conducted search on 30.07.2019 at the house of Hafizur Rahman R/o Karagarigaon, Barpeta. During search, one country made revolver, four rounds of live ammunitions and Jehadi literature were recovered from his possession. Accordingly, a case was registered by Barpeta PS against Hafizur Rahman(A-1). On the disclosure of Hafizur Rahman (A-1), other trained cadres of JMB namely Yakub Ali (A-2), Sariful Islam (A-3), Mustafizur Rahman (A-5) Md. Hafiz Safikul Islam (A-6) and Azaharuddin Ahmed (A-8) were subsequently arrested,” NIA said in the supplementary charge sheet.

NIA had already filed charge sheet against five accused named Hafizur Rahman, Yakub Ali, Sariful Islam, Mustafizur Rahman, Md. Hafiz Safikul Islam on January 24 this year in the instant case.

The investigation agency also said in the supplementary charge sheet that, the accused persons procured weapons and ammunitions in a conspiracy to commit terrorist acts in pursuance of Jehadi Ideology of JMB, a proscribed terrorist organization.

“Investigation has revealed that accused persons are trained members of JMB, a proscribed terrorist organization in India & Bangladesh. Accused persons were recruited by one Sahanur Alom @ Sahanur Alam @ Doctor of Barpeta District. Sahanur Alom was earlier arrested by NIA in RC-03/2014/NIA-DLI (Burdwan Blast Case) on 10.10.2014. He has already been convicted and sentenced to 08 years of imprisonment in Burdwan Blast Case on charges of conspiracy to commit terrorist acts in India and recruiting & training other members of JMB. Accused persons in the instant case have undergone training as JMB cadres in Barpeta at the house of Sahanur Alom and some of the accused were also trained at Simulia Madrasa in West Bengal,” NIA said in the supplementary charge sheet.

Guwahati, April 2 : As a part of sequel of measures that the state government has been taking to ensure cleanliness and contain and control the outbreak of COVID-19 in the state, Assam Chief Minister Sarbananda Sonowal on Thursday led a sanitization exercise and himself sprayed the sanitization in Fancy Bazar near old jail area in Guwahati.

The sanitization work undertaken by Guwahati Municipal Corporation with the help of its fire and emergency services, sanitized the areas as a preventive measures to contain the spread of novel corona virus.

Minister for Guwahati Development Department Siddharthya Bhattacharya was also present during the sanitization exercise. It may be noted that GMC has been spearheading the sanitization programme to sanitize several routes and areas in and around Guwahati.

Sonowal said that COVID 19 pandemic is a global health hazards which should be contained and controlled with unified and coordinated efforts.

“As the sanitizers are believed to be effective to kill the disease causing virus along with health hygiene, government has given emphasis on societal hygiene and therefore, GMC has launched this sanitization programme throughout city,” Sonowal said.

He also said that since social distancing and avoidance of any social gathering occupied the ‘standard protocol’ designed world-wide to contain and control the virus infection, people should adhere to lockdown completely given throughout the country for 21 days.

In view of several patients found positive of COVID-19 in Assam, the State health department is fully prepared to provide the right kind of treatment to all infected persons with adequate quarantine facility, ICU, Ventilators etc.

16 people have been tested COVID-19 positive in the state so far.

The number of COVID-19 positive cases in Northeast India has now touched 20 with most of the patients being returned from Nizamuddin Markaz, Delhi.

Arunachal Pradesh :

Arunachal Pradesh registered its first positive case in a remote district of Tezu. The test reports have been positive and the patient has been sent to quarantine.

First COVID-19 positive case detected in Tezu in Arunachal Pradesh.

The person from Tezu who visited Nizamuddin Markaz at Delhi has been found positive as per the sample sent in ICMR -Dibrugarh.

Raksha Mantri, Shri Rajnath Singh reviews PM Modi`s efforts to fight COVID-19;

Directs all organisations to redouble efforts in assisting civilian authorities

Raksha Mantri Shri Rajnath Singh today reviewed through video conference the assistance being extended by various organisations of Ministry of Defence to fight COVID-19. Raksha Rajya Mantri Shri Shripad Naik, Chief of Defence Staff General Bipin Rawat, Chief of Naval Staff Admiral Karambir Singh, Chief of Air Staff Air Chief Marshal R K S Bhadauria, Chief of Army Staff General M M Naravane, Defence Secretary Dr Ajay Kumar, Secretary (Defence Production) Shri Raj Kumar, Secretary (Ex-Servicemen Welfare) Smt Sanjeevanee Kutty, Secretary (Defence Finance) Smt Gargi Kaul, Secretary Department of Defence R&D and Chairman Defence Research & Development Organisation (DRDO) Dr G Satheesh Reddy, Director General Armed Forces Medical Services (AFMS) Lt Gen Anup Banerji, heads of Defence Public Sector Undertakings (DPSUs) and other senior civil and military officials attended the meeting through video conferencing.

Raksha Mantri appreciated the efforts being made by various Services, organisations and DPSUs in terms of evacuation, provision of health care in quarantine facilities and research & production of medical equipment such as sanitizers, facemasks and Personal Protective Equipment (PPE). He directed all the organisations to redouble their efforts and work in close coordination with other ministries/organisations of Central Government in this crucial time.

Chief of Defence Staff General Bipin Rawat informed Shri Rajnath Singh that separate hospitals have been identified to exclusively deal with COVID-19 and more than 9,000 hospital beds have been made available. Over 1,000 evacuees are quarantined at facilities in Jaisalmer, Jodhpur, Chennai, Manesar, Hindan and Mumbai. Their quarantine period will end by April 7, 2020.

Chief of Naval Staff Admiral Karambir Singh informed Raksha Mantri that naval ships are on standby to extend any required assistance. He said, the Navy is also extending assistance as required by local civilian administration.

Chief of Air Staff Air Chief Marshal R K S Bhadauria informed that the Air Force planes conducted several sorties within the country in the last five days to transport approximately 25 tonnes of medical supplies. He said, critical operational work is continuing while ensuring all necessary precautions.

Chief of Army Staff General M M Naravane informed Raksha Mantri that more than 8,500 doctors and support staff are available to extend necessary assistance to civilian administration. Referring to Shri Rajnath Singh’s direction that help should be provided to neighbouring countries, he said assistance to Nepal in the form of medical equipment will be delivered shortly.

Secretary Department of Defence R&D and Chairman DRDO Dr G Satheesh Reddy informed Shri Rajnath Singh that 50,000 litres of sanitizers made by DRDO labs were supplied to various security entities, including Delhi Police and another one lakh litres were supplied all over the country. He said, a five-layered nano technology face mask N99 are being made on war footing. 10,000 have already been made and soon per day production will be extended to 20,000. DRDO labs have also supplied 40,000 other face masks to Delhi Police. DRDO Secretary being a member of the empowered Group of Secretaries is coordinating closely with Ministry of Health and Family Welfare regarding the requirement of medical equipment. Another DRDO laboratory has also made arrangements to make 20,000 PPE per day. DRDO is also engaged in minor modification of ventilators so that one machine can support four patients at the same time.

DG AFMS Lt Gen Anup Banerji informed Raksha Mantri that necessary equipment has been procured and dispatched to various hospitals. Retired health professionals have also been kept in readiness to volunteer their services. Approximately 25,000 National Cadet Corps (NCC) cadets are being mobilised to provide necessary local assistance.

Various DPSUs such as Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited (BEL), Mishra Dhatu Nigam Limited (MIDHANI), Bharat Dynamics Limited (BDL), Bharat Earth Movers Limited (BEML), Hindustan Shipyard Limited (HSL) and Goa Shipyard Limited (GSL) have contributed 40 crores of their corporate social responsibility (CSR) funds to Prime Minister’s Citizen Assistance and Relief in Emergency Situations (PM-CARES) fund. In addition, they have also contributed one day salary of all their employees to the PM-CARES fund. Following the direction from Raksha Mantri, the DPSUs conveyed to him that they have made salary payment to all the casual and contractual workers also.

Ordnance Factory Board (OFB) is also engaged in manufacturing hand sanitisers, face masks and PPE.

COVID-19 positive cases in Manipur. One new COVID-19 positive case reported in Manipur

Guwahati, April 2 : One fresh COVID-19 positive case has been reported in Manipur, who attended the religious congregation at Nizamuddin Markaz in Delhi.

With the new case, total number of positive cases for COVID-19 in Manipur has been increased to two.

Earlier, a 23-year-old girl from Imphal West district in Manipur was tested positive for COVID-19.

Manipur Chief Minister N Biren Singh said that, a new positive case for COVID-19 was detected last night and the person was attended in the Tablighi Jammat at Nizamuddin Markaz in Delhi recently.

The Manipur Chief Minister also said that, a total of 14 persons from the state were found to join the religious congregation at Nizamuddin.

“We have already identified all the people and put them to isolation wards,” N Biren Singh said.

It is to be mentioned that, 16 positive cases for COVID-19 were reported in Assam and one case in Mizoram.
