Imphal, March 07: The Manipur government has proposed implementing a “no-work, no-pay” policy for employees who have been absent from work without authorized leave, citing various reasons.
A circular issued by the state government outlines that officials unable to attend their usual place of work due to the prevailing law and order situation are assigned to alternative locations or duties by Deputy Commissioners or authorized authorities.
However, it has come to light that many of these officials are not attending their assigned offices or reporting for duty, which is considered a breach of conduct under the CCS (Conduct) Rules, 1964.

To address this issue, the principle of ‘No work, No pay’ will be enforced for officials who fail to report to their assigned authority without a valid reason.
Administrative Secretaries are tasked with ensuring communication with officials about their attachment and issuing instructions for regular attendance.
The principle of ‘No Work, No Pay’ will apply universally to all government employees, and Deputy Commissioners are instructed to enforce this policy in their respective districts.
Administrative Secretaries, Deputy Commissioners, and Heads of Departments are required to submit a report on the actions taken regarding this matter by March 13, 2024.
