Tragically, 18 of the passengers and crew have been confirmed dead.

Agartala, July 24: The ruling BJP in Tripura secured approximately 70% of the seats in the state’s three-tier panchayat system uncontested, an official stated.

Out of 6,889 panchayat seats, including gram panchayats, panchayat samiti, and zilla parishads, the BJP won 4,805 seats uncontested.

In the gram panchayats, BJP won 4,550 out of 6,370 seats uncontested, meaning no polling will occur in 71% of the seats.

For the remaining 1,819 gram panchayat seats where polling will be held, BJP has candidates in 1,809 seats, CPI(M) in 1,222, and Congress in 731, according to State Election Commission (SEC) Secretary Asit Kumar Das. BJP ally Tipra Motha has fielded candidates in 138 seats.

Polling in one seat in Maheskhala Panchayat, West Tripura, is postponed due to the BJP candidate’s death.

In the panchayat samitis, BJP won 235 out of 423 seats uncontested, accounting for 55%. Polling will be held for 188 seats, with BJP fielding candidates in all, CPI(M) in 148, Congress in 98, and Tipra Motha in 11.

For the zilla parishads, BJP won 20 out of 116 seats uncontested, around 17%. BJP has candidates in all 96 contested seats, while CPI(M) and Congress have 81 and 76 candidates, respectively.

The last date for withdrawal of candidature was July 22, with polling scheduled for August 8 and vote counting on August 12.

In the last elections, BJP won 96% of seats in the three-tier panchayat system unopposed.

Assam: Sentencing in APSC Cash-for-Jobs Case Set for August 29

Guwahati, July 24: The court of Special Judge Dipankar Thakuria will deliver the quantum of punishment for the 32 people convicted in the cash-for-jobs case related to the appointment of agricultural development officers (ADO) in Assam on August 29.

On July 22, the court convicted 32 individuals, including former Assam Public Service Commission (APSC) chairman Rakesh Paul, in connection with the case filed at the Bhangagarh police station in 2017 under the Prevention of Corruption Act.

The sentencing was deferred to allow time for hearing the convicts.

The court acquitted 11 other accused due to lack of evidence, while APSC member Binita Rynjha turned approver. The case originally involved 44 accused, including four commission members, an employee, three middlemen, and 36 candidates.

The investigation began after a candidate who failed to qualify for the job filed a complaint, alleging that another candidate’s marks had been increased in exchange for money.

This complaint was based on information obtained through an RTI application regarding changes in the tabulation of marks.

Rakesh Paul and other APSC officials were also arrested in connection with another cash-for-jobs case related to the Combined Competitive Examinations (CCE) for the recruitment of civil and police officials. Since 2016, the Assam Police has arrested nearly 70 people, including Paul and 57 civil service officials, for similar irregularities.

The CCE case is currently being investigated by a Special Investigative Team (SIT) under the direction of the Gauhati High Court.

New Delhi, July 23: Finance Minister Nirmala Sitharaman announced changes to the tax regime and an increase in standard deductions during the Budget 2024 presentation.

The new tax slabs will be revised, and the standard deduction will rise from ₹50,000 to ₹75,000 under the new regime. For family pensioners, the deduction will increase from ₹15,000 to ₹25,000.

These adjustments are expected to benefit four crore salaried individuals and pensioners. The revised tax slabs are as follows:

  • Up to ₹3,00,000: Nil
  • ₹3,00,001 to ₹7,00,000: 5%
  • ₹7,00,001 to ₹10,00,000: 10%
  • ₹10,00,001 to ₹12,00,000: 15%
  • ₹12,00,001 to ₹15,00,000: 20%
  • Above ₹15,00,000: 30%
This reform is projected to save taxpayers ₹17,500 under the new regime. Additionally, Sitharaman announced a comprehensive review of the Income Tax Act of 1961 to enhance clarity and reduce litigation risks.

The Finance Minister also highlighted the government’s commitment to simplifying the tax system and noted that over two-thirds of individual taxpayers opted for the new tax regime in FY 2023-24. Furthermore, a new Vivaad Se Vishwas scheme 3.0 for 2024 was introduced.

Lastly, the National Pension System (NPS) deduction for employers’ contributions to employees’ basic salary will increase from 10% to 14%, benefiting both public and private sector employees under the new regime.

“Our Nari Shakti is leading our social welfare initiatives,” Sarma said. “The 40 lakh SHG members are spearheading the fight against child marriage through grassroots campaigns and innovative methods.”

Supported by the Assam State Rural Livelihood Mission, the 4 million rural women have launched a new social security initiative against child marriage.

They are actively raising awareness through street plays and campaigns organized by the Women Protection Cell and Gender Research Centre.

Key initiatives include support for natural farming, new skilling schemes, infrastructure upgrades, and energy security measures.

Major investments are planned for urban housing, MSMEs, and disaster management, strongly emphasising infrastructure and rural development.

The Union Budget 2024 outlines several key priorities:

Priority One in Budget -Productivity and Resilience in Agri

• Raising Productivity and Climate Resilient Varieties

• Thrust on Natural Farming: 2 crore farmers to be supported in the next 2 years(certificates)

• Vegetable Production: Large Scale Clusters

• DPI in Agri Infrastructure: Coverage of Farmers and their Land in three years. Digital Crop Survey in 400 districts this year only. Issuance of Jan Samarth-based certificates.

• Shrimp Brood Stocks. Shrimp Farming.

• National Co-operation Policy for Co-operative Sector.

Priority Two in Budget – Skilling

• First Timers Scheme – 1-month wage to all persons newly entering the workforce in all formal sectors will be provided by the government in 3 instalments. Direct benefit transfers to employees up to Rs 15,000 will be done. This will apply to those getting a salary up to Rs 1 lakh per month. 2.1 crore youth to be benefitted.

• Manufacturing Jobs Assistance- Incentive of specified scale directly to employee and employer in first 4 years of employment will be provided to employees entering manufacturing jobs. This will benefit 30 lakh youth and employers.

• Support to employers- Additional employment in all sectors within a salary of 1 lakh/month will be provided Rs 3,000 per month for 2 years to cover EPFO charges. This will incentivise additional employment of up to 50 lakh persons.

• 20 lakh youth will be skilled over 5 years.

• Education Loans: Financial Support up to 10 lakhs for higher education in domestic institutions. Annual Interest Subvention for 3 percent

Priority 3 -Inclusive Development

• Towards achieving saturation of Social Justice
• PM Vishwakarma, Swanidhi, NRLM.
• Purvodaya: A plan for all-round development for the eastern region of the country covering BR, JH, OD, and AP. This will cover human resource development.
• Amritsar-Kolkata Corridor. It will catalyze industrial development for the eastern region, particularly Gaya. Vikas Bhi Virasat Bhi
• Patna Purniya, Buxar Bhagalpur, Bodhygaya-Rajgir-Dharbhnaga Expressways to be Developed and Bridge over Ganga in Buxar at Rs.2600 crore.
• New Medical Colleges and Sports Infra in Bihar will be constructed.
• Multilateral Bank Support to Bihar.
• AP Reorganisation act: Recognizing the state’s need for capital financial support will be provided through multilateral agencies. Rs.15,000 crore will be arranged in future years.
• PMAY: 3 crore additional houses in rural and urban areas in the country
• Women Development: The budget carries an allocation more than Rs.3 lakh crore.
• PM Jan Jatiya Unnat Gram Abhiyan: Adopting saturation coverage in tribal families and aspirational districts.

This will be the first budget of the Modi government’s third term, and expectations are high for announcements related to income tax, ease of doing business, and railway infrastructure.

Sitharaman will also outline the Central government’s estimated receipts and expenditures for 2024-2025 in the Rajya Sabha.

On February 1, the interim budget was presented to address the financial needs ahead of the Lok Sabha elections.

On Monday, Sitharaman presented the Economic Survey, which projected a growth rate of 6.5-7% for the current financial year, down from 8.2% in 2023-24 and below the RBI’s 7.2% forecast.

The survey praised government measures to manage retail inflation, which has dropped to 5.4%, the lowest since the pandemic began.

Additionally, the Economic Survey recommended boosting exports and suggested integrating into China’s supply chain or increasing foreign direct investment from China.

It highlighted that focusing on FDI from China could be beneficial for enhancing India’s exports to the US, akin to strategies employed by East Asian economies in the past.

Several vehicles were stuck in the mud and debris caused by the landslide, which occurred early this morning due to heavy rain.

The route is crucial as it links Itanagar to Donyi Polo Airport and Assam. The Papum Pare district administration and highway department have deployed two JCBs and other machinery to clear the road and restore traffic.

The landslide is attributed to rampant illegal earth-cutting, despite several warnings from the administration. Locals say unscientific cutting triggers landslides every monsoon, causing panic and roadblocks.

The 14 km Holongi-Itanagar route witnesses several landslides every year. Today, hundreds of cars and two-wheelers are stranded. Continuous rain in Arunachal Pradesh over the past few days has triggered landslides and floods in several districts.

The disaster management department has issued alerts to all district commissioners and residents. Holongi Road is the second major route to the state capital after NH 15, which also faces landslide issues.

A project for slope stabilization and erosion control, awarded to Bharat Construction Pvt Ltd by NHAI in 2022, is nearing completion but faces challenges due to difficult terrain, unstable soil, and bad weather.

Speaking to the media, Additional Deputy Commissioner of Balijan of Papum Pare district Takar Rava said, “Since 7 am I am here with man and machineries to restore this blockage and traffic jam by clearing the debris and mud through JCBs. The defaulters who did earth cutting agreed to pay penalties and help in bearing the expenditures of the restoration along with the administration. There is a new Tanio colony that came into existence and the earth-cutting defaulters claim it to be a development activity done in winter to make a colony road but now the situation has changed and it’s affecting the national highway. The highway department is the sole authority but are absent from the scenario and I, being ADC, recruited my staff and machinery to restore the traffic movement.”

It is to be mentioned here that the debris and mud on the highway are due to rampant earth-cutting done by women folk denizens in winter, which has loosened the soil and caused this disaster during the monsoon.
