Manipur: Human hand found lying at Senapati Market

Manipur, Dec 5: In an accident that inspired surprise and dread in equal measure, a severed human hand was found lying on the Imphal-Dimapur highway in Manipur’s Senapati district.

As per cops, The hand, which was found near a temple located on a stretch of the road in Senapati District Manipur between Maram Centre and Maram Bazaar, is believed to have been carried to the spot by a street dog.

But what has befuddled police officers as well as local residents is the fact that no incidents of murder or a barbaric crime like human hands being chopped off have been reported in the area. Therefore, who the hand belongs to and how it got there remains a mystery at this point in time.

“A Suo Motu case has been registered. We are investigating the issue and putting in all possible efforts to find if this the severed hand can be traced back to any crime,” officer-in-charge of Mao police station Jonah Raphuba Chawang.

The officer added that the hand, which preliminary investigation suggests belonged to a human male, has been kept in the custody of Mao police station.

“To ascertain details like age gender and the possible time w it was cut off, the severed hands has been sent to the forensic unit of JNIMS hospital in Imphal East. Once we obtain the forensic report, we might get some clues to link the severed hand to any possible crime,” added Chawang.

The officer continued, “Along with local villagers and volunteers, we carried out a thorough search in the area. We even used Assam Rifles sniffer dogs in our search operation, but no trace crime could be found. We also sent out messages to all police stations of the state to share information of crimes to which this served hand could be linked. But no such linkages could be established till now and no person has been reported missing in Senapati district recently.”

Assam: Controversy over land allotment to NDRF near Amchang wildlife sanctuary

1

Assam, Dec 5: The Forest Department and environmentalists of Assam have opposed the allotment of 82-acre land to the National Disaster Response Force (NDRF) next to Amchang Wildlife Sanctuary on the outskirts of Guwahati.

The land surrounds the sanctuary on three sides is the home to nearly 50 wild elephants, deer, leopards, jungle cats, and other species.

A military station close to the sanctuary has reported problems due to wild elephants and forest officials believe the NDRF’s construction next to it for one of its battalions will lead to more human-elephant conflict.

Activist Rohit Choudhury wrote to Chief Minister Sarbananda Sonowal seeking cancellation of the allotment. He said the agency should be allotted an alternative plot away from the sanctuary.

In his letter, Choudhury cited communication by forest department officials indicating how construction activity by NDRF at the plot would hurt wildlife and lead to human-animal conflicts.

“As evident from the correspondences of the Assam the forest department, it is crystal clear that land allotted to NDRF is crucial for wildlife conservation as it is home to several species of wild animals including the Indian elephant,” Choudhury wrote.

“The plot… is located next to government land… [and is] to be a deemed forest with an average of 250 teak trees with a girth class of 30-100 cm,” the local range officer at Amchang wildlife sanctuary wrote to Guwahati’s divisional forest officer last month and added the area falls under the eco-sensitive zone of the sanctuary.

The All-Assam Students Union has also opposed the allotment of land to NDRF and urged the state government to reconsider the move.

Assam forest minister Parimal Suklabaidya said he was unaware of the exact nature of the issue.

NDRF officials were unavailable for comments as they were reportedly busy in meetings.

“Somewhere there has been a communication gap. With the enforcement of the new Act, the practices which had been there for so many years are about to change.
