Imphal, July 10: The Supreme Court has emphasized that Manipur has elected the government’s responsibility to maintain law and order, and the court cannot directly intervene in such matters. Chief Justice of India DY Chandrachud made this observation while hearing a series of pleas regarding the situation in Manipur.

Senior Advocate Colin Gonsalves, representing the Kuki community, had sought the court’s intervention to address the ongoing unrest in the state. However, the Chief Justice, along with Justice PS Narasimha, responded by stating that the court does not want its platform to be used to escalate violence further.

Gonsalves alleged that the violence in Manipur is a result of state-sponsored actions, accusing the BJP-led government of supporting armed groups involved in the clashes. He argued that these armed groups, which are already designated under the Unlawful Activities (Prevention) Act (UAPA), are being manipulated by the state government.

In response, the Chief Justice clarified that the Supreme Court has its limitations and cannot directly handle law and order issues, as that falls under the purview of the elected government. He emphasized that the court is conscious of its powers and urged the petitioners to come up with constructive suggestions to address the situation.

During the hearing, the court took note of the status report submitted by the Chief Secretary regarding the current state of affairs in Manipur. Previously, the court had directed the state government to provide an updated report on the steps taken to prevent violence and rehabilitate those affected.

Additionally, the court has requested both the central and state governments to consider a request from the Manipur High Court Bar Association to ensure the clearance of a critical 10-kilometer highway stretch that facilitates the transportation of essential supplies. The court is scheduled to hear the matter again tomorrow.

The ongoing violence in Manipur, which has resulted in the loss of numerous lives and injuries, requires immediate attention and effective measures to restore peace and harmony. While the Supreme Court acknowledges the seriousness of the situation, it reiterates that it must operate within its constitutional mandate and encourages the government and petitioners to work together in finding constructive solutions.

The responsibility to address the humanitarian crisis in Manipur lies with the elected government, which should take necessary steps to curb violence, protect the lives of its citizens, and initiate efforts for the rehabilitation of affected individuals and communities. The court’s role is to ensure that the rule of law is upheld and constitutional rights are protected, fostering an environment where peace, justice, and respect for human rights prevail.

As the court continues to monitor the situation, it remains hopeful that all stakeholders will collaborate to bring an end to the violence and work towards establishing a peaceful and inclusive society in Manipur.
