Imphal, April 16: Manipur Chief Minister N. Biren Singh criticized the Congress on April 15, attributing the state’s current challenges to their “appeasement politics.”

Singh asserted that had the Congress taken measures such as border fencing, the situation wouldn’t have deteriorated to its current state.

Expressing gratitude to Union Home Minister Amit Shah for his recent visit to Manipur, Singh highlighted the reassurance Shah provided regarding border security and the issue of illegal immigrants.

Shah’s commitment to preserving Manipur’s unity and integrity under BJP governance resonated with Singh and the Manipuri populace.

During his visit, Shah reaffirmed the BJP’s pledge to safeguard Manipur’s unity, emphasizing that the state’s integrity would not be compromised under BJP rule.

Scheduled for April 19 and 26, the polling for Manipur’s two Lok Sabha seats prompted the plea’s urgency. However, the court cited the timing of the plea as a hindrance to intervention.

A bench comprising Chief Justice D Y Chandrachud and justices J B Pardiwala and Manoj Misra expressed reluctance to interfere at this late stage, highlighting the potential disruptions to the election process.

The plea, brought by Manipur resident Naulak Khamsuanthang and others, urged the Election Commission of India (ECI) to facilitate voting for internally displaced persons settled outside Manipur.

Specifically, it requested the establishment of special polling booths in their respective states of residence.

The petition emphasized the predicament of 18,000 internally displaced individuals who wished to participate in the Manipur elections.

Manipur has grappled with a series of violent episodes since May 2023, stemming from ethnic tensions. The initial outbreak occurred during a ‘Tribal Solidarity March’ organized in protest against the Meitei community’s demand for Scheduled Tribe (ST) status.

Over 160 fatalities and numerous injuries have been recorded since the violence erupted, prompting many to seek refuge in relief camps, far removed from their homes.

Despite a gradual decrease in the frequency and severity of violent incidents, the aftermath of the turmoil continues to impact communities across Manipur.

Before Shah’s arrival, protests erupted in parts of Imphal West and Imphal East, with demonstrators expressing their disapproval.

In the Lamlong area of Imphal East District, protesters stopped vehicles to hinder access to a BJP election rally at Hapta Kangjeibung.

Similar protests occurred in New Checkon in Imphal East, where roads were blocked and fires were set.

Despite tensions, security forces managed to maintain control, and no major incidents were reported. One protester voiced disappointment over Shah’s visit, citing ongoing crises in the state and questioning the timing of his arrival during the election period.

The protesters criticized Shah’s visit as politically motivated and failing to address the state’s pressing issues. They argued that there was no reason to welcome Shah’s visit, given its perceived electoral agenda.

While opposition to Shah’s visit was evident, thousands still attended the public meeting, with some women even lining the roadsides to welcome him.

He emphasized the Lok Sabha election as a battle between forces striving to maintain Manipur’s unity and those seeking to fracture it.

Shah assured, “No matter the efforts made, we won’t allow Manipur to break apart,” underscoring the commitment to peace and unity under the Narendra Modi government.

He highlighted Chief Minister N Biren Singh’s demand for an inner-line permit to safeguard Manipur’s integrity, a request fulfilled by the BJP government.

Referring to the tragic ethnic clashes in Manipur last year, Shah stressed the significance of transforming the destiny of the country by addressing the challenges in the Northeast, particularly in Manipur.

In a recent interview, PM Modi acknowledged the positive developments in Manipur, attributing them to the concerted efforts of both the central and state governments.

Report: India’s Tree Cover Shrinks by 2.3 Million Hectares from 2001 to 2023

New Delhi, April 15: Assam, Mizoram, Arunachal Pradesh and other North East states accounted for 60% of tree cover loss during the period, according to the data.

Data from the Global Forest Watch monitoring project showed that the figure is equivalent to a 6% decrease since 2000. Five states from the North East accounted for more than 50% of all tree cover loss.

Assam had the maximum tree cover loss at 324,000 hectares, Mizoram lost 312,000 hectares of tree cover, Arunachal Pradesh 262,000 hectares, Nagaland 259,000 hectares and Manipur 240,000 hectares.

From 2001 to 2022 Arunachal Pradesh lost 198 hectares, Nagaland 195 hectares, Assam 116 hectares and Meghalaya 97 hectares due to forest fires but Odisha remained on the top of the list with tree cover loss of 238 hectares lost per year.

The Global Forest Watch, which tracks forest cover changes in near real-time using satellite data, and other sources, said that India lost 414,000 hectares of humid primary forest (4.1%) from 2002 to 2023. This makes up almost 18% of its total tree cover loss at the same time.

The Union government passed the Forest Conservation Amendment Act, of 2023. The law allowed the diversion of forests for the construction of roads, railway lines or strategic linear projects of national importance within 100 kms of India’s international borders – without allowing forest clearance.

However, in February, the Supreme Court told states and Union Territories to follow the definition of forest that is mentioned in a 1996 judgement, which said that any area that has a forest cover will be protected under conservation laws.

The 1996 judgement has protected vast tracts of Adivasi lands under the Forest Conservation Act, of 1980, even if they are not formally classified as a “forest” in records.

This amount surpasses the total seizures made during the 2019 parliamentary elections, marking a record high in pre-election confiscations.

The Election Commission disclosed that enforcement authorities have been actively seizing over Rs 100 crore daily since March 1 in anticipation of the Lok Sabha elections. This proactive approach underscores the Commission’s commitment to upholding the integrity of the electoral process.

In a statement, the poll body emphasized that the ongoing efforts represent the highest-ever seizures of inducements recorded in the 75-year history of Lok Sabha elections in India.

Flying squads, statistics surveillance teams, video viewing teams, and border checkposts have been tirelessly engaged in executing their duties to curb malpractices.

The Commission further stated its determination to prevent the movement and distribution of illicit items such as cash, liquor, freebies, drugs, and narcotics.

With the Lok Sabha elections slated to be held in seven phases on April 19, April 26, May 7, May 13, May 20, May 25, and June 1, the Election Commission remains vigilant in its efforts to safeguard the electoral process.

Results are anticipated to be announced on June 4, marking the culmination of this democratic exercise.

The vehicle, utilized for official campaign activities by SDF party workers in Syari, was vandalized, escalating tensions surrounding the ongoing electoral campaign.

Amidst growing concerns over political violence and alleged monetary inducements, the Citizen Action Party (CAP) Sikkim strongly condemned the incident, urging decisive action to preserve the integrity of the electoral process.

During a press conference on April 11, LP Kafley, Chairman of CAP Sikkim’s election campaign committee, expressed deep concern over the surge in political violence despite the Model Code of Conduct.

Kafley highlighted reports of violence from various parts of the state, along with allegations of cash distribution by political entities to sway voters.

Incidents of cash seizures at checkpoints have further raised concerns about the misuse of financial resources to influence the election outcome.

Assam is expected to witness thunderstorms, lightning, gusty winds, and sporadic to widespread rainfall during this period, with heavy rainfall predicted on April 16 and 17.

On April 14, isolated areas may experience light to moderate rainfall, with a high likelihood of thunderstorms and lightning across various districts including Kokrajhar, Chirang, Baksa, Tamulpur, Hojai, East Karbianglong, and Golaghat.

Moving to April 15, isolated thunderstorms and lightning strikes are anticipated across districts such as Baksa, Nalbari, Bajali, Tamulpur, Kamrup(M), Darang, Udalguri, East Karbianglong, West Karbianglong, Golaghat, Sonitpur, Bishwanath, and Lakhimpur. Some areas may also witness light to moderate rainfall.
