Dimapur, Sep 12: The Nagaland government has decided to enforce the Inner Line Permit (ILP) in Dimapur, Chumoukedima, and Niuland districts to address concerns over illegal immigration.

This decision was made during a state cabinet meeting chaired by Chief Minister Neiphiu Rio, as announced by state government spokesperson and minister Temjen Imna Along.

Previously, the ILP was not applicable in the Dimapur district, which was divided into three districts—Dimapur, Chumoukedima, and Niuland—in 2021. Dimapur and Niuland share an inter-state border with Assam, and the ILP is required for individuals who are not indigenous to the state to enter Nagaland.

In Dimapur, there will be three categories of non-Naga residents under which the ILP requirements will differ. Category I includes individuals who settled in Dimapur before Nagaland’s formation on December 1, 1963. These residents will be eligible for smart cards and can obtain permanent residence certificates (PRC) and domicile certificates.

Category II pertains to those who settled in Dimapur between December 1, 1963, and November 21, 1979. They will also be eligible for PRCs with the option to obtain domicile certificates. Category III covers individuals who settled in Dimapur on or after November 22, 1979.

Minister Along stated that the government will enhance the digital system for ILP issuance to eliminate the need for intermediaries or visits to government offices. Additionally, certain groups, such as students, teachers, technical personnel, and businessmen investing in the state, will be eligible for ILPs for a 2-5 years duration.

Nagaland restricts the entry of non-Nagas under the Bengal Eastern Frontier Regulation (BEFR) Act of 1873, aimed at preserving the identity and existence of the indigenous population. The ILP is mandatory for anyone, Indian citizens and foreigners alike, who are not indigenous to Nagaland, to enter the state for a limited period.

The demand for extending ILP to these three districts has grown due to concerns over the influx of illegal immigrants, especially in light of the political crisis in neighboring Bangladesh. Various tribal bodies and civil society organizations have supported this demand.

The Naga Students’ Federation (NSF) recently set a 14-day deadline for the government to implement ILP in the three districts, warning that any delay would be seen as a “failure” to protect the Naga people and a dereliction of the government’s duty.

Imphal, Sep 08: Protests erupted in Motbung Model Village, Kangpokpi, as the Kuki-Zo community, led by the Committee on Tribal Unity (CoTU) Sadar Hills, began agitating against the removal of the 9th and 22nd Assam Rifles from their areas.

The Committee argues that these battalions, which have been vital in safeguarding the Kuki-Zo community, were removed arbitrarily to appease the demands of the Meitei community.

The protest, conducted as a peaceful sit-in, attracted hundreds of Kuki-Zo demonstrators, primarily women, who voiced their strong opposition to the government’s decision.

Protesters chanted slogans such as “Don’t Remove Assam Rifles,” “Removing Assam Rifles is Removing Peace,” “Audio Leak Should be Investigated,” “Birenji… Bomb Marta Hai Kya?,” and “We Demand Union Territory.”

These slogans reflect the deep concern within the community, who believe that the safety and peace of their region are closely tied to the presence of the Assam Rifles.

Ng. Lun Kipgen, the spokesperson for CoTU, emphasized that the recent violence in areas like Churachandpur, Bishnupur, Kangpokpi, and Imphal West is directly linked to the Ministry of Home Affairs’ decision to remove the Assam Rifles from conflict zones—a move seen as appeasing Meitei groups.

He pointed out that this decision coincided with the release of an audio recording allegedly featuring Manipur Chief Minister N. Biren Singh admitting to violence against the Kuki-Zo community.

The Committee also criticized the Coordination Committee on Manipur Integrity (COCOMI), which they claim played a key role in the battalions’ removal by alleging partiality towards the Kuki-Zo.

The Kuki-Zo leadership stressed that the Assam Rifles have been instrumental in neutralizing violent separatist groups and militias targeting Kuki-Zo volunteers defending their hill regions.

In response, the Kuki-Zo community has called for mass fasting prayers on Sunday in their respective churches across Sadar Hills, followed by a large rally on Monday. The rally aims to intensify the agitation if the central government does not reverse the order to remove the Assam Rifles.

A Kuki-Zo women’s leader, speaking at the protest, appealed to the Union Home Minister to reconsider the decision, highlighting that the lives and safety of the Kuki-Zo people are in the hands of the Ministry of Home Affairs.

The Committee urged the Government of India to recognize the complex governance dynamics in Manipur, which include the state government, armed groups like Arambai Tenggol, and COCOMI, all of which wield significant influence and have created a parallel system of governance.

The Kuki-Zo community argues that Union Territory status under Article 239A is the only path to lasting peace and stability.

The Committee also demanded the immediate reinstatement of the 9th and 22nd Assam Rifles in Churachandpur and Kangpokpi and called for establishing buffer zones between Kuki-Zo and Meitei areas.

They stressed the need for swift negotiations between the Government of India and Suspension of Operations (SoO) groups to restore peace.

The Committee warned that if their demands are not addressed, including an investigation into the leaked audio involving N. Biren Singh, they will be forced to escalate their protests.

They hold the Ministry of Home Affairs accountable for any further unrest resulting from the current situation.

Guwahati, Sep 04: The Assam government’s mobile application, ‘Shiksha Setu Axom,’ has been awarded the gold category for excellence in e-governance by the Centre’s Department of Administrative Reforms and Public Grievances.

Assam Samagra Siksha Mission Director Om Prakash and Executive Director Sanjoy Dutta received the prestigious award at the National Conference on e-Governance 2024 in Mumbai on September 3.

Assam Education Minister Ranoj Pegu celebrated the achievement, highlighting Chief Minister Himanta Biswa Sarma’s vision of making Assam one of the top five states in the country.

In a post on X, he expressed pride in the recognition, stating, “A step towards fulfilling HCM @himantabiswa‘s dream to make Assam among the 5 best states of India. The ‘Shiksha Setu Axom’ app, which has 4.9 million users, sets a new standard for educational governance by using technology for real-time, geo-fenced attendance monitoring of teachers, students, and non-teaching staff.

The Department of Administrative Reforms and Public Grievances awarded a total of nine gold, six silver, and one jury award in the e-governance sector at the conference.

Guwahati, Sep 04: The Comptroller and Auditor General (CAG) of India has uncovered significant flaws in the implementation of the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme in Assam.

According to a performance audit, 35% of applicants in the state were found to be ineligible, with only a mere 0.24% of the funds provided to these ineligible recipients being recovered.

This revelation raises serious concerns about the scheme’s administration in Assam, where it is intended to provide financial aid to small and marginal farmers.

The audit, which examined the period from December 2018 to March 2021, discovered that out of 41,87,023 applications, 10,66,593 (25%) were rejected by the PM-KISAN portal and the Public Financial Management System.

Additionally, a state government inquiry from May to July 2020 identified 11,72,685 (37%) out of 31,20,430 beneficiaries as ineligible, yet only 0.24% of the disbursed funds were recovered by October 2021.

The CAG report, presented in the state assembly, also revealed that during verification from May to July 2020, 15,59,286 ineligible names were found.

These included non-farmers, government employees, pensioners, and duplicate entries. Alarmingly, 72.54% of these ineligible beneficiaries were untraceable. The state government noted that these figures were dynamic due to ongoing verification.

The audit, conducted in 10 districts, highlighted a lack of monitoring and adherence to guidelines.

In Barpeta, a district with a high number of ineligible beneficiaries, 990 records from 22 blocks in 11 districts were examined.

The audit revealed that the state focused more on quickly uploading data rather than ensuring the eligibility of beneficiaries. The lack of monitoring by supervisory officers further compromised the scheme’s effectiveness.

Additionally, the audit uncovered instances of fake registration numbers being created by adding zeros to bank account numbers, resulting in multiple payments being credited to the same account.

In 16 out of 33 districts, 3,577 such registrations received a total of Rs 3.01 crore.

Multiple registrations linked to the same bank account were found for 3,104 beneficiaries in 10 districts, though no benefits were released. Funds were also disbursed to beneficiaries with jumbled names or special characters.

Out of the Rs 2.18 crore allocated for administrative expenses, only Rs 77 lakh was accounted for through a utilization certificate submitted to the Government of India by October 2021.

The audit further noted that physical verification of beneficiaries by supervisory officers was not prioritized, violating guidelines and reflecting ineffective monitoring.

The state government acknowledged the audit findings and reported in February 2022 that 100% re-verification had been conducted since June 2021 under the supervision of revenue officials, deputy commissioners, and the Principal Secretary of the Sixth Schedule areas.

Shillong, Sep 02: Meghalaya holds the fourth highest position nationwide for Outstanding Liabilities to GSDP ratio, and third among Northeastern and Himalayan states.

The Comptroller and Auditor General of India’s (CAG) audit report for the year ending March 31, 2023, highlights the state’s mounting liabilities, urging Meghalaya to take proactive steps to prevent a potential debt trap.

The report details that Meghalaya’s public debt liabilities for 2022-23 reached ₹14,637.12 crore, including ₹11,285.50 crore in market loans, ₹1,349.04 crore in loans from financial institutions, and ₹2,002.58 crore in loans and advances from the Government of India (GOI).

This represents a 20.31% increase from the previous year, primarily due to a rise in GOI loans (117.40%) and market loans (13.79%).

The CAG report also notes a 20.74% increase in liabilities on the Consolidated Fund of the State from 2021-22, driven by a 13.79% increase in market loans and a 161.90% increase in GOI loans.

Notably, the state did not meet the Meghalaya Fiscal Responsibility and Budget Management (MFRBM) Act, 2006 target of 28% for the Outstanding Liabilities to GSDP ratio during 2018-19 to 2022-23.
