The incident has sparked widespread outrage in the valley districts of Manipur, with families of the victims demanding the immediate return of the bodies. Initial reports suggest the possibility of abduction by armed militants, raising further concerns about escalating violence in the region.

Guwahati, Nov 16: Prime Minister Narendra Modi reaffirmed the government’s commitment to the progress and prosperity of the Bodo community while inaugurating the Bodoland Mahotsav in New Delhi on November 15.

Addressing an enthusiastic gathering, PM Modi emphasized the transformative impact of the 2020 Bodo Peace Accord, calling it a foundation for peace and development not only in Assam but across the Northeast.

“The Bodo people have shown the nation how peace and progress can go hand in hand. In just four years, Bodoland has witnessed remarkable growth, and I am delighted to see this transformation,” PM Modi said, thanking the community for fostering harmony and progress.

Path to Peace and Development

PM Modi encouraged youth involved in extremism to take inspiration from the Bodo community. “The Bodo people chose peace over violence, setting an example of how positive change begins with the right decisions,” he noted.

He highlighted unprecedented growth in the Bodoland Territorial Region (BTR), supported by a ₹1,500 crore central package. Additionally, the Assam government has invested ₹700 crore and allocated ₹800 crore annually for development projects.

Empowerment and Progress

The Prime Minister spoke of initiatives aimed at economic and social empowerment, including women’s skill development programs and employment generation. “Bodo women are leading the charge in progress. Where violence ends, development takes center stage,” he remarked.

He also highlighted the integration of over 400 surrendered militants from the NDFB into Assam Police, showcasing the region’s shift toward peace. “Today, Bodo families dream of brighter futures and a life of dignity,” he added.

Cultural Renaissance and Tourism

PM Modi celebrated the cultural revival in Bodoland through initiatives like the Bodoland Literary Festival and the hosting of the Durand Cup in Kokrajhar. He praised the Bodo Sahitya Sabha for promoting Bodo literature and language.

He also lauded the exhibition of traditional Bodo products, including GI-tagged items like Aronai and Dokhona. He highlighted government efforts such as the Bodoland Sericulture and Handloom Missions to preserve Bodo heritage.

Tourism was another focal point, with PM Modi citing Manas National Park as an example of transformation. “What was once a dense forest hideout is now a hub of opportunity for the youth,” he said, stressing tourism’s role in job creation.

Honoring Bodo Leaders and Vision for the Northeast

PM Modi paid tribute to Bodo icons like Bodofa Upendra Nath Brahma and Gurudev Kalicharan Brahma for preserving Bodo identity and promoting societal reform.

PM Modi underscored the region’s critical role in national development by calling the Northeast “India’s Ashta Lakshmi” (eight forms of wealth). He pointed to major infrastructure achievements, including 12 new medical colleges in Assam, with more planned.

Recalling his 2020 visit to Kokrajhar after the Bodo Peace Accord, PM Modi expressed deep gratitude for the community’s support. “You have embraced me as one of your own. This bond inspires me to ensure Bodoland’s development remains a priority,” he said.

A Vision of Hope

PM Modi concluded with optimism for Bodoland’s future. “The song of peace sung by the Bodo people will echo across India. Together, we will preserve Bodo culture and advance development to greater heights,” he said, extending his wishes for the cultural rally on November 16.

Shillong, Nov 15: Amid intensifying protests at Meghalaya’s North-Eastern Hill University (NEHU), Vice-Chancellor Prabha Shankar Shukla has vacated the campus and proceeded on leave, citing “unavoidable circumstances.”

The students’ indefinite hunger strike, now in its 11th day as of November 15, continues to press for VC Shukla’s resignation and the removal of the Registrar, among other key demands.

In his leave application, VC Shukla stated that he would be on Earned Leave (EL) from November 15, with an official leave period from November 17 to November 29. He also mentioned the possibility of extending his leave if necessary.

To ensure administrative continuity, Shukla designated the university’s senior-most professor, Prof. N. Saha, or another senior faculty member, to take charge of the Vice-Chancellor’s responsibilities during his absence.

The leave application read:“Due to some unavoidable circumstances, I am leaving the campus on Earned Leave (EL) with effect from today, i.e., 15/11/2024, with prefix and suffix. The leave period will be from 17/11/2024 to 29/11/2024 and can be extended further if required. During my absence, the Senior Most Professor of the university (Prof. N. Saha or others) shall look after the charge/duties of the Vice-Chancellor.”

Earlier, the Ministry of Education, Government of India, announced the formation of a two-member committee to investigate allegations of mismanagement and administrative lapses within NEHU.

Shillong, Nov 15: The president of the North-Eastern Hill University Students’ Union (NEHUSU), Sandy Sohtun, has been hospitalized at Shillong Civil Hospital after his health deteriorated due to an ongoing hunger strike.

Sohtun was admitted to the Critical Care Unit (CCU) following alarming symptoms, including blurred vision.

The hunger strike, initiated by students at Meghalaya’s North-Eastern Hill University to voice their demands, has not yet resulted in any resolution.

Students remain hopeful that their concerns will be addressed.

On November 6, the university was locked down by protesting students, who have raised multiple demands, including the resignation of Vice-Chancellor Prof. Prabha Shankar Shukla, the registrar, and other officials.

Imphal, Nov 14: The Centre has reimposed the Armed Forces (Special Powers) Act (AFSPA) in six police station areas of Manipur, including the violence-affected Jiribam, due to the ongoing ethnic unrest in the state.

The Act, which designates an area as “disturbed,” gives security forces the necessary powers to operate in such regions.

According to a notification from the Union Home Ministry, the decision was made in response to the escalating violence in the region, which has been fuelled by ethnic tensions.

The police station areas where AFSPA has been reinstated are Sekmai and Lamsang in Imphal West district, Lamlai in Imphal East district, Jiribam in Jiribam district, Leimakhong in Kangpokpi, and Moirang in Bishnupur.

This new order follows the Manipur government’s imposition of AFSPA across the entire state on October 1, with exceptions for 19 police station areas, including the six newly affected ones.

The areas excluded from the October 1 order include Imphal, Lamphal, City, Singjamei, Sekmai, Lamsang, Patsoi, Wangoi, Porompat, Heingang, Lamlai, Irilbung, Leimakhong, Thoubal, Bishnupur, Nambol, Moirang, Kakching, and Jiribam.

The reimposition comes after a violent gun battle in which 11 suspected militants were killed by security forces on Monday. The insurgents, clad in camouflage and armed with sophisticated weapons, had attacked a police station and a nearby CRPF camp in Jiribam district.

A day later, militants abducted six civilians, including women and children, from the same district.

Since May last year, over 200 people have died, and thousands have been displaced due to ethnic violence between the Meitei community in Imphal Valley and the Kuki-Zo groups from the surrounding hills.

Jiribam, which had remained largely unaffected by the violence in other parts of the state, saw clashes after the mutilated body of a farmer was discovered in a field in June this year, marking the beginning of unrest in the area.

Imphal, Nov 13: Manipur Police on Tuesday issued a statement dismissing the “baseless claims” circulating on social media regarding the November 11 attack in Jakuradhor, Borobekra, under Jiribam district.

The police clarified that multiple press releases from various organizations had been circulating false information against the CRPF and Manipur Police. They provided their official version of the events surrounding the incident.

According to the police, militants launched a coordinated attack on both the Borobekra Police Station’s IDP shelter and a nearby CRPF post at around 2:30 PM on November 11.

The attack, which involved RPGs and automatic weapons, led to several houses being damaged and burned.

In response, the Civil Police and CRPF forces retaliated strongly. “After 40-45 minutes of intense gunfire exchange, the situation was brought under control,” the police said.

Following the firefight, security forces recovered 10 bodies of militants dressed in military fatigues, along with significant weaponry, including AK-47s, SLRs, INSAS rifles, and an RPG. Police also noted that two firearms had been looted from the police armoury during the attack.

The statement further emphasized that the armed militants were not ambushed, but were killed during the retaliatory fire from security forces.

Injuries were reported, with CRPF constable Sanjeev Kumar hurt during the clash and currently receiving treatment at Silchar Medical College in Assam. Additionally, two civilians, Maibam Kesho Singh (75) and Laishram Barel (61) from Modhupur, lost their lives in the attack, and six IDPs remain missing.

The police concluded that operations continue in and around Jakuradhor, under Borobekra Police Station, Jiribam District, to flush out remaining armed militants.

The constituencies in contention include Dholai (SC), Sidli (ST), Bongaigaon, Behali, and Samaguri, vacated when their representatives transitioned to the Lok Sabha.

A total of 34 candidates, including several newcomers to the political scene, are vying for these seats. Voting commenced at 7 AM and will continue until 5 PM across 1,078 polling stations.

Approximately nine lakh registered voters are expected to cast their ballots, supported by around 9,000 polling staff to ensure a smooth and transparent electoral process.

Security and oversight have been heightened, with webcasting set up at 592 polling stations, 11 designated as model polling booths, and 14 fully staffed by women.

Security measures are robust, with the deployment of 15 companies of the Central Armed Police Forces, totaling 1,500 personnel, in coordination with Assam Police.

Samaguri has become a key battleground, where Tanzil Hussain of Congress, son of Dhubri MP Rakibul Hussain, is challenging BJP’s Diplu Ranjan Sarma. In Behali, former BJP member Jayanta Borah, now running for Congress, faces BJP’s Diganta Ghatowal, alongside Lakhikanta Kurmi (CPI(ML) Liberation) and Ananta Gogoi (AAP).

The Dholai constituency in Barak Valley features a contest between BJP’s Nihar Ranjan Das and Congress’s Dhrubajyoti Purkayastha.

Meanwhile, in Sidli, situated in the Bodoland Territorial Region, Congress has fielded a candidate for the first time in over 20 years, with Sanjib Warie competing against UPPL’s Nirmal Kumar Brahma and BPF’s Suddho Kumar Basumatary.

Of these seats, Samaguri was previously held by Congress, while the other four were part of the BJP-led alliance. Currently, the BJP holds 61 seats in Assam’s 126-member assembly, with AGP contributing eight seats and UPPL six.

Congress leads the opposition with 26 seats, supported by AIUDF’s 15, BPF’s three, and CPI(M) as part of a left coalition.
