Phase 2 of Lok Sabha Elections: 88 Seats in the Spotlight

1. The second phase of Lok Sabha elections spans 88 constituencies across 12 states, and 1 Union territory.
2. From Manipur’s turmoil to Maharashtra’s political dynamism, diverse voter demographics set to participate.
3. 158.8 million voters, including first-timers and youth, to cast ballots from Jammu to Kerala.

New Delhi, April 26: The second phase of the Lok Sabha elections, covering 88 constituencies across 12 states and one Union territory, unfolds today.

From the strife-torn lands of Manipur to the politically dynamic Maharashtra, and from Jammu to Kerala, a total of 158.8 million voters, including 3.4 million first-time voters and 32.8 million individuals aged between 20 and 29, are set to exercise their franchise.

Candidates in the Fray

This phase witnesses the participation of 1,202 candidates, including three former chief ministers. By the end of the day, elections for 189 seats, encompassing all seats in 11 states and three UTs, will conclude.

Originally slated for 89 seats, the demise of Bahujan Samaj Party (BSP) candidate Ashok Bhalavi in Madhya Pradesh’s Betul led to the Election Commission of India adjourning the election.

Turnout Concerns

The voter turnout in the first phase ranged between 64% and 65%, compared to 69.3% for the same seats in 2019. Analysts attribute the dip to various factors, including weather conditions and voter apathy. If the turnout remains low, it could raise concerns across political parties.

Redrawn Boundaries and Reserved Seats

Six of the 88 seats, including five in Assam and one in Jammu, have been redrawn after a delimitation exercise in 2023. The remaining 82 seats saw a turnout of 69.6% in 2019. Among these seats, six are reserved for scheduled tribes, while nine are reserved for scheduled castes.

Electoral Landscape and Counting

Counting for all seven phases is scheduled for June 4. Of the 82 seats with comparative data, 56 are held by constituents of the NDA, including 47 seats with sitting BJP MPs. The Opposition Alliance INDIA holds 23 seats, with the Congress occupying 17. Kerala, with 15 of these seats, witnessed a sweep by the Congress-led UDF in 2019.

Weather Challenges and Preparations

The elections coincide with intense summer conditions, particularly in eastern India, with temperatures expected to surpass 43 degrees Celsius in some districts.

The Election Commission, while anticipating normal weather, has made meticulous arrangements at all polling stations to manage hot weather conditions. Polling time has been extended in select areas to facilitate voters.

Political Controversies and Debates

The elections take place amidst political uproar, with Prime Minister Narendra Modi accusing the Congress of intending to reintroduce the inheritance tax and redistribute reservation benefits to Muslims. Modi’s remarks were sparked by Indian Overseas Congress chief Sam Pitroda’s comments on inheritance tax, leading to a political spat between the BJP and the Congress.

State-wise Key Battles

In Rajasthan, 13 of its 25 seats are up for grabs, with high-profile candidates from both the BJP and the Congress vying for victory. Kerala witnesses a three-way contest between the BJP, the LDF, and the UDF, with Rahul Gandhi and CM Pinarayi Vijayan engaging in a heated campaign. Karnataka, Maharashtra, Bihar, Uttar Pradesh, and Chhattisgarh also host key contests, showcasing the diversity and political significance of Phase 2.

Security Measures

Security remains paramount, especially in areas prone to violence and insurgency. Chhattisgarh, with its history of Maoist activities, requires heightened security measures.

The Election Commission has deployed helicopters, special trains, and vehicles to ferry polling and security personnel across the 88 constituencies.

With political fortunes hanging in the balance, the Lok Sabha elections phase 2 promises to be a pivotal moment in shaping India’s political landscape.

China Constructs Road in Occupied Kashmir Near Siachen, Reveals Satellite Images

2. The road, branching from Highway G219 in China’s Xinjiang, vanishes into the mountains near Siachen Glacier.

Srinagar, April 26: Satellite images reveal China’s construction of a road in the Shaksgam Valley of Pakistan-occupied Kashmir, near the Siachen Glacier.

Road Construction Details

The road, located close to the Siachen Glacier, extends from an extension of Highway G219 in China’s Xinjiang, disappearing into the mountains approximately 50 km north of India’s northernmost point, Indira Col in Siachen Glacier.

Illegality and Diplomatic Concerns

Indian authorities and defence experts raise concerns about the road’s legality and potential security implications. Lt Gen Rakesh Sharma asserts that the road is illegal, urging India to diplomatically protest against China’s actions.

Geostrategic Significance

The Shaksgam Valley, part of the Trans-Karakoram Tract, remains historically disputed between India, Pakistan, and China. India views any change in the region’s status quo as a threat to its sovereignty and territorial integrity.

Mineral Transportation Speculations

Speculations suggest that China’s road construction may facilitate the transportation of minerals, particularly Uranium, from Gilgit Baltistan to Xinjiang. However, concerns persist regarding potential military use of these roads by Pakistan and China.

Historical and Political Context

Border Disputes and Claims

Aghil Pass, historically recognized as a frontier of Kashmir with Tibet, is central to India’s territorial claims in the region. Official maps and parliamentary assertions reinforce India’s commitment to reclaiming areas of Pakistan-occupied-Kashmir.

Bilateral Agreements and Unresolved Issues

The 1963 Boundary Agreement between China and Pakistan grants China temporary control over the area, subject to resolution of the Kashmir dispute. Despite India’s engagement with Pakistan on the Line of Control, no formal agreement exists with China regarding the Shaksgam Valley.

Indian Responses and Protests

Diplomatic and Military Protests

India has consistently protested against China’s activities in the region, including the construction of a metalled road in lower Shaksgam Valley and military infrastructure presence. Diplomatic protests and objections to Chinese territorial claims continue, reflecting India’s stance on sovereignty issues.

Recent Developments and Assertive Diplomacy

India’s strong stance against Chinese territorial encroachments is evident in recent diplomatic protests and engagements.

External Affairs Minister Dr S Jaishankar’s objections to the China-Pakistan economic corridor underscore India’s vigilance in safeguarding its territorial integrity.

In conclusion, China’s construction activities in the Shaksgam Valley raise significant geostrategic concerns for India.

As tensions persist over territorial disputes, diplomatic and military engagements remain crucial in safeguarding India’s national interests and sovereignty in the region.

2. Both BJP and Congress see these constituencies as crucial, influencing Assam’s political dynamics.
3. The electoral battle in these areas will likely shape the state’s political trajectory.

Guwahati, April 25: The second phase of the Lok Sabha elections in Assam is set to take place on April 26, covering five significant constituencies: Karimganj, Silchar, Nagaon, Diphu, and Darrang.

These constituencies hold immense importance for both the Bharatiya Janata Party (BJP) and the Congress, shaping the political landscape of the state.

Karimganj:

Karimganj, situated on the border with Bangladesh, boasts a considerable Muslim population, traditionally aligning with the Congress and All India United Democratic Front (AIUDF). However, the BJP secured victory in 2019, leveraging support from Hindu and other voters. The constituency has witnessed a shift after recent delimitation, making it a general seat. Challenges for Congress include two of its MLAs campaigning openly for BJP and the Chief Minister’s promises to woo Muslim voters.

Silchar:

Silchar, a key urban center in Barak Valley, is reserved for Scheduled Castes and comprises seven assembly constituencies.

Traditionally a battleground between the BJP and Congress, the seat has leaned towards the BJP recently. With a significant Bengali population, the BJP holds confidence due to perceived Hindu dominance, while the Trinamool Congress (TMC) also vies for influence.

Nowgong is witnessing intense competition between the BJP and Congress, with a substantial Muslim populace. Historically a BJP stronghold, the party aims to reclaim the seat from Congress. The contest primarily features sitting MP Pradyut Bordoloi of Congress and BJP’s Suresh Bora, a former Congress leader. AIUDF’s candidate adds complexity, potentially affecting Congress’s Muslim vote bank.

Diphu/Autonomous District:

Diphu, reserved for Scheduled Tribes, encompasses three autonomous hill districts. BJP’s victory in 2019 solidified its influence, with key candidates from BJP, Congress, and ASDC vying for support. The constituency is primarily inhabited by Karbi and Dimasa communities, shaping the electoral dynamics.

Darrang-Udalguri:

Darrang-Udalguri constituency, with a diverse mix of communities, currently held by BJP, witnesses a contest between its sitting MP and former Congress MP. The presence of Bodoland People’s Front (BPF) adds further complexity, especially in the crucial Muslim-dominated Dalgaon assembly segment.

The second phase of Lok Sabha elections in Assam presents a diverse array of constituencies, each with its unique dynamics.

With religious demographics, historical voting patterns, and regional identities at play, the electoral battle promises to be fiercely contested, shaping the state’s political trajectory.
