Seven districts affected by floods in Assam

Assam: Over 2 lakh people of seven districts affected in the first spate of floods

Guwahati, May 27: Amid the novel Coronavirus (COVID-19) pandemic, Assam is now facing another challenge as the first spate of floods hit the state and over 2 lakh people of seven districts have been affected in the floods.

The first wave of floods in the state has turned critical with many rivers including river Brahmaputra flowing above danger level marks and floodwaters submerged many places of the state.

According to the Assam State Disaster Management Authority (ASDMA), floods have affected over 2 lakh people in 229 villages of 17 Revenue Circles across the seven districts of Darrang, Dhemaji, Dibrugarh, Goalpara, Lakhimpur, Nalbari and Tinsukia in the state.

Over 1,000 hectares of crop area is now submerged underwater with even over 13,500 domestic animals and 3000 poultry also affected by the first wave of floods.

Around 1.68 lakh people have been affected alone in the Goalpara district, followed by 10,943 persons in the Nalbari district.

In the Goalpara district, around 140 villages of the Lakhipur and Balijana area have been affected in the floods and the affected people have taken shelter in the relief camps.

A local villager of Lakhipur area said that water levels of many rivers have increased following incessant rains in the region and also in Meghalaya.

“The flood-affected people have taken take shelter in roads, higher lands. The district administration and the local MLA are yet to come here to take stock the situation,” the flood-affected local villager said.

At the Borghuli area under the Kaliabar assembly constituency in Nagaon district, a building of a Mosque collapse into Brahmaputra river within seconds due to increased water levels in the area.

Following the torrential rains in Assam and neighboring states Meghalaya, Arunachal Pradesh, Nagaland, the water levels of Brahmaputra river and its tributaries are flowing above danger level marks in many places.

In Guwahati, the water level of the Brahmaputra river has gradually increased and it rising by 1-2 cm every hour.

An employee of the Central Water Commission, Sarat Chandra Kalita said that the water level of the Brahmaputra river in Guwahati is rising since May 16.

“Water level is rising since May 16 last and since today morning, it is rising by 1-2 cm every hour. The danger level of the Brahmaputra river in Guwahati is 49.68 meters,” Sarat Chandra Kalita said.

Assam government makes institutional quarantine mandatory for all returnees:

Guwahati, May 26: Assam government has made institutional quarantine mandatory for all returnees to the state.

Assam cabinet on Tuesday decided that, the stranded people who are returning to the state following the easing of the nationwide lockdown restrictions will have to go institutional quarantine and it is mandatory for all returnees.

In the cabinet meeting held under the chairmanship of Chief Minister Sarbananda Sonowal has decided to enforce the guidelines of quarantine norms stringently.

Assam Transport Minister Chandra Mohan Patowary said that, because of the reported spike of positive cases of novel Coronavirus (COVID-19) in the state, the cabinet decided that, people coming from outside will be sent for institutional quarantine and no home quarantine will be allowed.

“The cabinet also decided to disburse Rs 2000 each to all the 3.61 lakh people of Assam stranded outside under ‘Assam Care’ every month from April to June, 2020. The cabinet decided to provide financial assistance of Rs 2000 per month from April to June to Dhulia Naam, Nagra Naam, Band party, Oja Pali, and other folk artists of the state,” Chandra Mohan Patowary said.

The Assam minister also said that, 1176 bigha of land have been allocated to Bhoroliporia Kanyan Multi-sectoral farm of Jamugurihaat, Sonitpur district.

“All district Deputy Commissioners have been asked for ensuring stock of adequate relief materials and repair of embankments. Ministers in charge of different districts for the supervision of COVID-19, have been given the charge to oversee management and relief of flood in respective districts,” Chandra Mohan Patowary said.

Assam has registered 597 positive cases for COVID-19 so far.

156 positive cases in 24 hours in Assam

Assam reports 156 COVID-19 positive cases in the last 24 hours, state tally surges to 548:

Guwahati, May 26: Assam has registered 156 positive cases for COVID-19 in the last 24 hours taking the state tally to 548.

It is the highest single-day spike in the number of positive cases in the state so far.

Out of the 156 new cases, 59 positive cases have been detected from Golaghat district, while 21 from Karimganj, 17 from Lakhimpur, nine cases from Barpeta district, eight from Guwahati quarantine center, seven cases from Kamrup (Metro) district, six from Kokrajhar, five from Sivasagar district, four each from Hailakandi, Dhemaji, three from South Salmara, two each from Tinsukia, Nalbari and one each from Jorhat, Nagaon, Morigaon and Goalpara district.

Confirming the reports, Assam Health Minister Dr. Himanta Biswa Sarma tweeted – “Nine new cases of #COVID19+ reported. Swabs for testing taken before people sent for quarantine. All from Barpeta. Total cases 548.”

Earlier, on May 23, Assam had registered 87 positive cases for the new virus.

Assam has reported 297 COVID-19 positive cases in the last four days.

Nagaland registers its first COVID-19 case

Nagaland registers its first COVID-19 case, three Chennai returnees test positive:

Guwahati, May 25: After Sikkim, Nagaland on Monday registers its first COVID-19 positive case as three people who returned to the state from Chennai tested positive for the new virus.

Out of the three patients, two are from Dimapur and one from Kohima.

Confirming the report, Nagaland Chief Minister Neiphiu Rio said that, two persons in Dimapur and one from Kohima have been tested for COVID-19 on Monday.

He tweeted – “Unfortunately, 2 persons in Dimapur and 1 in Kohima have been tested positive for #COVID__19. Please do not panic. We need to handle it with utmost care and responsibility. Necessary action of contact tracing & containment measures are being taken and the situation closely monitored.”

According to the reports, the patients were part of the first special train came from Chennai to Nagaland.

The special train was arranged by the Nagaland government to evacuate the stranded students in Tamil Nadu and the train was reached at Dimapur railway station on Friday evening.

The Nagaland Health department had collected samples of the returnee and the samples were tested at the BSL-3 in Kohima and the results came out of Monday morning.

Two COVID-19 patients are undergoing treatment at District Hospital Dimapur, the third is at Chedema COVID-19 Hospital in Kohima.

Earlier, a person hailing from Dimapur was tested positive for COVID-19 at Guwahati Medical College Hospital.

Manipur: Measures are being taken to combat and prevent community spread of COVID-19, says CM N. Biren Singh

May 24, 2020: Measures taken by Manipur CM to combat COVID-19. Manipur Chief Minister N. Biren Singh has appealed to the people to not panic amid pandemic due to Covid-19. The state, he said at a press conference held at the State Secretariat on Friday, is fully prepared with all necessary measures to combat Covid-19.

 

He informed that the primary task ahead for the government is to ensure prevention of community spread of the disease in the State and take all preventive steps for the same. He also said that the government will welcome all constructive criticisms and suggestions to chalk out plans to combat the spread of the disease in the State.

 

Chief Minister Singh also appreciated the efforts of the people for strictly adhering to the advisories and guidelines issued by the Union Health Ministry, Indian Council of Medical Research (ICMR) as well as the state government, urging them to obey measures laid by WHO, Medical experts, and the Health Ministry at the same time.

The key measures to fight the disease are maintaining social distancing, staying at home, wearing face masks, use of hand sanitizers, and avoiding mass gatherings, he said.

 

The number of tests in laboratories at the Regional Institute of Medical Sciences (RIMS) and Jawaharlal Nehru Institute of Medical Sciences (JNIMS) has been increased to over 200-300 per day. A total of 700-800 samples are being collected each day. The number of freezers to keep the blood samples has also been increased, he added.

 

The government is also taking safety measures for the returnees to the state from the various red zone areas across the country. “Regarding the returnees from the red zone area, we are going to confine those people coming from the red zone area in a particular area. Testings will be done. Only after then we will release them to respective quarantine centers.” he said.  If their test results are negative then they will be kept under home quarantine. For those not equipped with home quarantine facilities, will be accommodated at community quarantine centers, he further said.

 

Chief Minister Singh also said that the government acknowledges the efforts made by the frontline workers, local volunteers, CSOs in the fight against COVID-19. He assured that the government will provide due compensation to local volunteers, truck drivers, handymen, and others in case of any unfortunate incident as per the norms laid by the Government of India. He also appealed to his Cabinet colleagues, MLAs, DCs, and CSOs to spread awareness about the preventive measures against the virus.

 

Mr. Singh also handed over testing kits, PPEs, and masks to the officials of Jawaharlal Nehru Institute of Medical Sciences (JNIMS) and Regional Institute of Medical Sciences (RIMS) which had been donated to the state by the Korean Manipuri Association and the Tata Trusts.

 

While the former had donated 1000 Seegene’s AllplexTM 2019-nCoV Assay kits worth Rs. 40 lakhs approved by ICMR, NIV Pune, FDA & CE-IVD, the latter donated 3000 PPEs and 18,000 surgical masks to the Chief Minister.

 

The Minister for Health and Family Welfare for the state L. Jayantakumar Singh, Minister for CAF&PD  Karam Shyam, and the Minister for Education Th. Radheshyam were also present during the press conference.

Assam reports 28 more COVID-19 positive cases, state tally rises to 378:

Guwahati, May 24: Assam on Sunday has registered 28 more COVID-19 positive cases taking the state tally to 378.

The new cases have been reported from Nalbari, Kamrup, Hojai, Kamrup (Metro), Nagaon, Morigaon, West Karbi Anglong districts.

Assam Health Minister Dr. Himanta Biswa Sarma said that, the new cases have been reported from different districts of the state and with the 28 fresh cases the state tally has now increased to 378.

He tweeted – “20 new cases of #COVID19+ confirmed. 6 Nalbari; 5 Kamrup; 4 Hojai; 2 Kamrup Metro; 2 Nagaon; 1 Morigaon. Total cases 378.”

He further said that, out of the total positive cases registered in the state, almost 90 percent of cases have reported from quarantine centers.

“Most of the cases have travel history from outside of the state,” Himanta Biswa Sarma said.

The Assam Health minister also said that, till Sunday, the state has conducted a total of 59,553 testing.

“Our testing capacity has now increased to almost 2500 per day. In next week, we will do in a position to test 5000 samples in a day,” Himanta said.

The state has now 314 active COVID-19 positive cases.

Out of them four patients died and 39 others were discharged from hospitals.

One COVID-19 patient was migrated to Bihar.

Social distancing goes for a toss at BJP’s felicitation meeting in Assam’s Karimganj district:

Guwahati, May 23: Amid the ongoing nationwide lockdown imposed by the center to curb the spread of the novel Coronavirus (COVID-19), social distancing norms were broken as BJP held at a felicitation program and meeting in Assam, Karimganj district.

Defying all social distancing norms, some BJP leaders of Karimganj district recently held a meeting to felicitate the newly appointed Chairman of Karimganj district Development Authority at Karimganj town where a large number of BJP leaders including former MLA Mission Ranjan Das and other party workers were present.

In a video of the meeting, the BJP leaders, workers were seen that, they had felicitated newly appointed Chairman of Karimganj district Development Authority Biswarup Bhattacharya by defying all social distancing norms, government orders.

Some BJP leaders were also seen that, they hug each other.

When Prime Minister Narendra Modi has appealed to the people of the nation to maintain social distancing and follow the government orders, guidelines, some BJP leaders of Assam have flouted all government orders.

A large number of workers and leaders were present when social distancing norms were broken at the BJP felicitation meeting in Assam.

On the other hand, the newly appointed Chairman of Karimganj district Development Authority was also seen to take oath in a ceremonial function.

Assam has so far reported 266 COVID-19 positive cases.

Low-cost disinfectant box developed by IIT Guwahati

IIT Guwahati has developed low-cost UVC light-based disinfectant box:

Guwahati, May 22: IIT Guwahati (Indian Institute of Technology) research team has developed a low-cost UVC light-based disinfectant box for disinfecting disposable medical accessories like gloves, masks, etc. along with disinfecting the household wastes before going to the community bins.

The innovation is uniquely designed to sanitize floors and prevent direct exposure to individuals.

IIT Guwahati faculty members, Dr. Harsh Chaturvedi, Assistant Professor, Centre for Energy, and Dr. Charu Monga, Assistant Professor, Department of Design, along with Shashaanka Ashili, Director, SmartDriv Inc (US), has formed the group, ‘Scientists Beyond Borders’.

The group comprises of entrepreneurs, engineers, scientists, researchers, and faculties from across the globe – India, Australia, UK, France, and the USA, is working on addressing the ongoing pandemic. It is collecting, analyzing, disseminating data and awareness, based on this pandemic, globally.

Under the group, IIT Guwahati is leading the projects including Development of low-cost UVC light-based disinfectant box, Development of masks and sanitizers, Curation and generation of scientific content, Translation of scientific content in different languages (Assamese, Manipuri, Hindi, Gujarati, Marathi, Bengali, etc)

IIT Guwahati team has also developed a low-cost UVC light-based smart portable appliances to disinfect disposable medical accessories along with sanitization of rooms, and floors.

The UVC light-based box is uniquely designed to be used at hospitals and public spaces for disinfecting used masks, gloves, etc.

The innovation is developed by Dr. Harsh Chaturvedi and Ms. Priyadevi, a Ph.D. student. UVC box has been donated to the government office in Manipur. The team is working with the Propelis group, Pune, for commercial manufacturing of UVC based disinfectant system.

Dr. Harsh Chaturvedi said that – “Along with the necessary precautions to avoid direct exposure, UV based systems offer a fast and convenient low-cost disinfecting solutions for efficient sanitization of public spaces, hospitals, and household goods and disposable wastes.”

Ashutosh Muglikar, Director of Propelis said that – “We are very satisfied with the range of UV based sanitization products developed by IIT Guwahati and are working on commercializing the technology. Since all the products are designed and made in India using available technology and components, there are very few hindrances in the commercialization of these much-needed products.”

On the other hand, Dr. Charu Monga, Assistant Professor, Department of Design, IIT Guwahati, has designed the low-cost reusable mask which can be used multiple times with changeable filters. Dr. Charu Monga has designed this along with the scientific team of Dr. Harsh Chaturvedi and sample manufacturing by Global Plastics, Delhi.

 “We are in the process to produce low-cost, mask with a swappable filter which will be beneficial for ground-level people and staff. It can be used just by replacing the filter multiple times,” Dr. Charu Monga said.

Sanitizers were also developed by IIT Guwahati students and alumni from Manipur.

The First wave of flood has hit Assam

Amid the COVID-19 pandemic, first wave of flood-hit Assam:

Guwahati, May 22: Amid the novel Coronavirus (COVID-19) pandemic, the first wave of flood has hit Assam as floodwaters have submerged many villages in the state.

Many rivers in the state are overflowing following torrential rainfall in Assam and other neighboring states in the past 48 hours.

On Friday morning, a portion of PWD road near Kanpur area in Assam’s Nagaon district had washed away by floodwaters of Borpani river.

The First wave of flood has hit Assam

Many villages and several hectares of croplands in the area have been submerged by floodwaters.

The floodwaters of the Borpani river also entered into many houses in the area.

On the other hand, many villages, croplands have been submerged by floodwaters of the Ronganadi river in Dhemaji and Lakhimpur district also.

The state has now faced another challenge at a time when the state is fighting against the COVID-19.

91 people died and more than five million people affected in last year flood in Assam.

Protests in Assam against center’s decision to allow coal mining in Dehing Patkai Wildlife Sanctuary, online campaign also to ‘Save Amazon of East’

Guwahati, May 21: Protests in Assam against the center’s decision to allow coal mining. Amid the ongoing nationwide lockdown, various organizations, wildlife activists, students, and people of Assam have intensified their protests on streets and digital platforms against the center’s decision to allow coal mining in the Dehing Patkai Wildlife Sanctuary in Assam.

From All Assam Students’ Union (AASU), Forest Man of India Jadav Payeng to actor Adil Hussain, singer Angarag Papon Mahanta, wildlife activists, environmentalists and many people of Assam have criticized the decision of the National Board for Wildlife (NBWL) to allow coal mining in new areas of the Dehing Patkai rainforest.

Dehing Patkai rainforest is known as Amazon of East and it has over 40 species of fauna including elephants, several varieties of big cats, bears and the famous Assam Macaque, over 300 species of birds, over 40 species of reptiles, over 60 types of trees and over 100 varieties of orchids.

The Dehing Patkai Wildlife Sanctuary itself has an area of 111.19 sq km which is spread over Dibrugarh and Tinsukia districts and the National Board for Wildlife has approval to a coal mining project in the Saluki area of the wildlife sanctuary.

The members of All Assam Students’ Union (AASU), All Assam Matak Youth Students’ Union had staged protests in Tinsukia district against the center’s decision by forming a human chain.

The protesters threatened the government to intensify their protests across the state if the decision will not withdraw.

“We are strongly opposed to the center’s decision. We will send a memorandum to the Prime Minister of India. If the government will not withdraw their decision, then we will intensify our protests across the state,” a leader of All Assam Matak Youth Students’ Union said.

On the other hand, Padma Shri Jadav Payeng – who is also known as Forest Man of India has appealed to the government to change their decision.

“Coal mining should be stopped to protect our climate and environment. Coal mining in the Dehing Patkai rainforest will severely impact our climate, environment of Assam, and other parts of the North-Eastern region. I appeal the government to change the decision,” Jadav Payeng said.

On the other hand, many people of Assam and outside of the state have protested against the center’s decision in various digital platforms by appealing ‘Save Dehing Patkai’, ‘Sava Amazon of East’.

Bollywood singer from Assam Angarag Papon Mahanta tweeted – “The world cried when there was a fire in the Amazon! DihingPatkai in Assam is India’s biggest rain forest. We cannot take any further risk with nature in the midst of what we are already going through! It hosts.”

Actor Adil Hussain tweeted – “Known as Amazon of the East #DehingPatkai Forest, home to Elephants and Numerous #FloraFaona up for Coal Mining, if reports are to be true. It does not need rocket science to realize that we are on the verge of a global Environmental Catastropy. @RandeepHooda.”

Assam Chief Minister directs state Forest minister to visit Dehing Patkai :

Meanwhile, given the strong protests about the purported attempt of coal mining in Dehing Patkai Wildlife Sanctuary, Assam Chief Minister Sarbananda Sonowal on Wednesday directed state Forest minister Parimal Suklabaidya to visit the sanctuary for taking stock of the ground situation there.

In a government statement, the Assam Chief Minister said that,  the Assam government is committed to protecting the environment and biodiversity of the state and will not compromise with its stand in the name development initiatives. The government always underscored the need to sustain development in sync with its ecology.

He also said that the Environment and Forests minister during his visit to the area will conduct a field study of the present condition of the Wildlife Sanctuary and apprise the government for the needful.
