No winter session of Parliament due to COVID-19

Delhi, 15 Dec: The central government has said there will be no Winter Session of Parliament this year due to the coronavirus pandemic. It will meet for the Budget Session in January next year. This was confirmed by Parliamentary Affairs Minister Prahlad Joshi in his reply to Congress leader Adhir Ranjan Chowdhury.

Adhir Ranjan Chowdhury had earlier sent a letter to Lok Sabha Speaker Om Birla demanding that a short Winter Session of Parliament be convened to discuss the issues arising out of farmers’ protest over the three farm bills passed during the Monsoon Session in September.

The government has said the floor leaders of the party whom it consulted are not in favor of the Winter Session due to the Covid-19 pandemic situation. Joshi said the government is willing to have Budget Session at the “earliest”.

In the past two years, the Budget Session of Parliament began in January – January 28 in 2018 and January 31 in 2019.

The Monsoon Session of Parliament was delayed due to coronavirus and held in September instead of July. It was cut short by 10 days due to the Covid-19 situation. Earlier, the Budget Session of Parliament had to be cut short due to the Covid-19 outbreak in the country.

Assam: 104-year-old man dies before being able to prove Indian citizenship

Assam, Dec 15: A 104-year-old man in Cachar district of Assam died before being able to prove Indian citizenship. He was detained in 2018 after being declared a foreigner from Bangladesh.

About six months ago, Nyuti Das remembers her father Chandrahar Das bending over her brother’s phone, his one good eye — and the rest of him — completely absorbed by a video of a speech of Prime Minister Narendra Modi. Then he looked at Nyuti and said, smiling: “Modi aamar bhogowan (Modi is my god)… He will solve everything. The citizenship law is here. We will all become Indian.”

Two months later in March, Das was picked up from his residence in Borai Basti village of Silchar by Assam Police personnel and taken to the detention center at the Central Jail, Silchar. It is one of the six detention centers for illegal foreigners being run out of jails in the state.

Amid continuing criticism of Assam’s illegal foreigners’ detention regime, the Gauhati High Court, in June, asked the state government to submit an action taken report on steps taken to set up detention centers outside jails. The state’s first exclusive detention center is currently under construction in Goalpara’s Matia village.

Das was unhealthy, frail, and could barely walk while he was in detention. In June, as news of his detention made it to some newspapers, Kamal Chakraborty of the Unconditional Citizenship Demand Forum, an advocacy group that demands unconditional citizenship for partition victims, approached the district officials citing Das’ ill health.

Das was immediately shifted to a hospital. Days later, he was released on bail as the Foreigners Tribunal set aside the earlier ex-parte opinion and set to examine the case afresh.

Chowdhury said Das’s claim of citizenship rested on a refugee registration certificate issued in 1966 in Tripura’s Agartala, which notes that he was born in Comilla in the then East Pakistan.

Das’s status as a foreigner had a ripple effect. His three children and grandchildren are out of the National Register of Citizens (NRC), which is being updated in Assam to identify illegal migrants. The final list was published in 2019 and excluded over 1.9 million names.

Daughter Nyuti Das said her father knew little about the system that declared him to be a foreigner.

The passage of CAA in 2019 raised Das’s hopes. But, the law is still waiting for the framing of rules amid opposition from various quarters including sub-nationalist groups in Assam.

The new council has been formed by the UPPL, Bharatiya Janata Party (BJP) and Kokrajhar MP Naba Sarania-led Gana Suraksha Party (GSP).

In the last 17 years, the 40-member BTC was ruled by former CEM Hagrama Mahilary-led Bodoland People’s Front (BPF). Besides Pramod Boro and Gobinda Basumatary, three other elected members took oath as executive members (EMs) of the new council.

The oath was administered by Assam chief secretary Jishnu Baruah in presence of chief minister Sarbananda Sonowal, Finance Minister Himanta Biswa Sarma, Assam BJP president Ranjeet Kumar Dass, former Rajya Sabha member Biswajit Daimary, Kokrajhar MP Naba Kumar Sarania and others.

The magic number to form the council in BTC is 21. While the UPPL won 12 seats, the BJP won 9 seats and the GSP won 1 seat.

BJP released ‘TMC fail card’ to counter TMC ‘report card’

Bengal, Dec 15: Day days after the ruling Trinamool Congress launched a report card on their 10 years of work in West Bengal, the state BJP on Monday launched a booklet — ‘TMC fail card’ — citing the alleged atrocities of the ruling TMC government in the state.

The “TMC Fail Card – the true story of 10 years of TMC’s corrupt and inept governance in West Bengal” was shared on the Twitter handler of Bengal BJP.”

The state BJP in its Twitter handle said, “10 years of corruption, 10 years of Syndicate, 10 years of Tolabaji (extortion), 10 years of slapping the Democracy. That’s what TMC’s Report Card is all about. A failed student writing his own report card, that’s what TMC’s Report Card is.”

With an eye on 2021 Assembly polls, the ruling TMC released a report card on December 10 highlighting its government’s “achievements” over the last 10 years.

Daring the TMC government to release a white paper giving details about the investments made in West Bengal during the last 10 years, Bhattacharya said that the business summits conducted by the state did not yield any result.

In West Bengal, ‘syndicate‘ refers to a group of businessmen, apparently backed by the ruling party, who allegedly force promoters and contractors to buy construction materials, often of inferior quality, at high prices.

Elections to the 294-member state Assembly are due in April-May next year.
