Itanagar, April 23: The Supreme Court criticized the slow implementation of the Rights of Persons with Disabilities (PWD) Act, 2016, stating it remains at a “dismal stage.”

Particularly, the court highlighted the failure of some states like Arunachal Pradesh and West Bengal to establish special courts for expeditious trial of cases involving persons with disabilities.

Furthermore, public prosecutors haven’t been appointed in courts in Chhattisgarh and Daman & Diu.

A plea for the establishment of district-level committees to enforce the Act was heard by a bench comprising Chief Justice DY Chandrachud and Justice JB Pardiwala.

Despite time passing, the court observed lacking implementation of the Act, noting many states have yet to draft required rules and appoint commissioners as mandated.

“We are of the view that the state of the implementation of the Act needs to be rectified promptly,” remarked the bench, scheduling the matter for further hearing in July.

New Delhi, April 23: India is poised to deliver the fourth battery of land-based BrahMos supersonic cruise missiles to the Philippines, marking a significant boost to defence exports.

The delivery comes amidst escalating tensions in the South China Sea due to Chinese assertiveness.

Under a USD 375 million deal signed in 2022, three batteries of BrahMos missiles have already been transferred to the Philippines, with the fourth one en route to Manila.

Each battery consists of four launchers, each carrying three missiles with a range of 290 km.

The missiles are mounted on mobile platforms to enhance survivability, and their supersonic speed makes them difficult to intercept by land or ship-based Ballistic Missile Defence (BMD) systems.

The BrahMos deal with the Philippines has propelled India’s defence exports to ₹21083 crores in the fiscal year 2023-2024, marking a remarkable 32.5 per cent year-on-year growth. With BrahMos’s proven track record, India is poised to secure more orders for these supersonic missiles shortly.

In addition to missile exports, the Narendra Modi government is exploring collaboration with the French Naval Group to manufacture Scorpene-class diesel-electric submarines in Mumbai.

The aim is to supply these submarines to third countries like Indonesia and Malaysia.

Chief of Defence Staff Gen Anil Chauhan’s visit to France includes discussions with the Naval Group and the French government to explore opportunities for joint production of high-tech conventional and non-conventional submarines in India under the Aatmanirbhar Bharat initiative.

The visit may include visits to French submarine bases in Brest and Toulouse to deepen bilateral defence cooperation.

While major powers like the P-5 use nuclear-powered conventionally armed attack submarines (SSN) for deterrence and access denial, India is evaluating various options.

These options include manufacturing SSNs for long-term maritime security or exploring alternatives like lithium battery technology, air-independent propulsion, conventional diesel-electric submarines, and underwater armed drones. Decisions on these proposals are expected to materialize during the tenure of Modi 3.0.

Born on January 22, 1962, in Barakathal, Sidhai Mohanpur, Debbarma was nurtured in the vibrant culture of Tripura. From a young age, he harbored a profound reverence for Shiv Parvati and Radha Krishna. Following his matriculation, he served as a Panchayat Secretary, encountering the teachings of Sri Sri Santikali Maharaj during his journeys.

Inspired by his encounters, Debbarma embraced sanyas, devoting himself to Maa Tripurasundari under his Guru’s guidance. The tragic demise of his Guru at the hands of the NLFT terrorist organization became a pivotal moment. Entrusted by his Guru to lead the Sri Sri Santikali Ashram, Debbarma expanded its mission to serve the indigenous poor population.

Despite facing threats, he established hostels across Amarpur, Barakathal, Chachu, Kowaiphang, and Burakha, providing shelter and education to over 700 children from economically disadvantaged backgrounds.

Presently serving as the Peethadhish of Shantikali Peeth and Ashram in Gomati district, Tripura, Debbarma has garnered numerous accolades, including the Sant Eshwar Award in 2018, the Krishna Chandra Gandhi Award in 2020, the Karmayogi Award in 2021, and the Maharaja Bir Bikram Manikya Smriti Award in 2022.

Hualien, April 23: A series of earthquakes struck the capital city of Taiwan overnight and into Tuesday morning, with the strongest recorded at magnitude 6.3 in eastern Hualien, according to the Central Weather Administration.

The seismic activity began on Monday with a magnitude-5.5 quake at around 5:08 pm local time, felt in Taipei. Subsequent aftershocks and tremors followed, culminating in two intense tremors around 2:30 am Tuesday.

Residents and tourists alike experienced the shaking, with reports of buildings swaying and structural noises. The Central Weather Administration reported a magnitude-6.0 quake at 2:26 am, followed by a magnitude-6.3 one six minutes later.

Guwahati, April 22: The Chief Electoral Officer (CEO) of Assam announced the cancellation of nominations for eight candidates, including two from the Guwahati Lok Sabha constituency, following a thorough scrutiny of filed nominations for the upcoming third phase of elections.

Nominations from candidates contesting in four constituencies, including Kokrajhar, Dhubri, Barpeta, and Guwahati Lok Sabha constituencies, have been cancelled.

In a statement, the electoral officer revealed that the nomination papers of 52 candidates have been deemed valid for the third phase of the Lok Sabha elections.

Among those affected are Nayan Das of the Bharatiya National Janata Dal and independent candidate Arpita Choudhury, both vying for the Guwahati Lok Sabha seat.
